So here is how this is making sense in my head (not as a justified murder - but just how I am putting pieces together). So Stines (Sheriff pew pew) had to testify in a deposition that at least one deputy sheriff he supervised and trained, was sexually assaulting at least one woman (on multiple occasions) in exchange for keeping her out of jail (why couldn't THAT guy be murdered - ugh).
As a result of probably covering his own ass saying he had no knowledge of what was going on (and I believe both he and the judge knew exactly what was going on because men in power are a gross fucking brotherhood) the deputy sheriff and others in similar positions, were likely threatening Stines' family so he would testify differently (backing them up?).
Judge Smoking in Chambers didn't take Sheriff Pew Pew seriously, nor did he show concern over the threats to Pew Pews family and Sheriff Pew Pew wanted help and judge wouldn't help so Pew Pew lost his mind.
In the end, I think they are actually all bad guys and this was karma.
I am already going to hell so if I am wrong, so be it.
