I've never heard of a person having an ankle monitor that wasn't on house arrest. I suppose it's possible.

It's not really an ankle monitor, it's to track him to prove if he continues to harass the funeral home. I think it's a precaution/deterrent more than anything.
ETA it is appalling to me however that they will do this to this dork but not to men who are stalking women.
I really think the article would have mentioned if he's on house arrest. These days, police frequently use GPS monitors for people who are out on bond or on parole but not on house arrest.
I'm about 99 percent sure it is an ankle monitor, just that it will alert the police if he's near Mission Park instead of alerting police if he leaves his home like one for house arrest would ... and it can probably track his whereabouts in general, I'm guessing.
Maybe it's one of those dog shock collars, but it's attached to Bill's ankle. Each time he gets close to the funeral home, he receives a jolt, which in turn makes Bill go on a wild forum rampage.

I reckon they've been secretly tracking him all along (by they, I mean probably PIs). Now, with the ankle bracelet, obviously he won't go and visit the place where she's stashed anymore.
So all they have to do is match up his new habits with his old ones on a map, to see where he's NOT going anymore. That would be interesting.
I didn't know that they could track someone who hasn't yet been charged with a crime, so in Amerikkka, a person is treated like a criminal even before they've been found guilty? That could have serious repurcussions for any U.S. Citizen, I'd have told them to stick it where the sun doesn't shine.
They can get a warrant for surveillance on someone, if they can convince a DA and a judge that there is probable cause. There's something here called the 4th amendment warrant clause that details when, how, and what manner you can track a suspect and what evidence you expect to find. Whether that's happened here, dunno.

Yeah, that's right, I think we do have something similar here in New Zealand since the GCSB Bill was passed, they changed things following the illegal search on Kim Dotcom, I don't even think a warrant is required now, provided they think that there's probable cause that the suspect has been involved in a crime.
There were huge protests against that GCSB Bill, but the powers that be still got their way.
This man needs psychiatric care. Not an ankle bracelet and wi-fi.
