    Circumstance: The Collinsville Police Department is seeking the public?s help to locate 22-year-old Joseph Hartsoe, of Collinsville, Illinois. Joseph was last seen at the home of a relative on Nov. 25, 2013 at approximately 11:30 a.m. He was wearing a grey t-shirt, dark blue jacket and dark grey coat. He is 5?6″ and weighs approx. 150lbs. Joseph has short brown hair and blue eyes. He is considered endangered, police said.

    (KMOV) – Police have identified the person whose badly-decomposed remains were found in north St. Louis on Monday.

    Authorities say a person was walking their dog in the 3000 block of Wharf around 10:15 a.m. when they saw the body near railroad tracks and called police.

    The remains were later identified as 22-year-old Joseph Hartsoe, who had been reported missing from Collinsville, Ill. on Dec. 1

    The medical examiner has ruled the death a homicide, though the cause is still undermined.

    The investigation is ongoing.

    St. Louis police called Hartsoe's death a homicide but have not said how they think he died. Authorities said evidence found with Hartsoe's skeletal remains suggested his death was the result of a crime, but police would not disclose details. An autopsy is pending.

    When Hartsoe disappeared last year, Collinsville police said he had a history of drug abuse. He was last seen at a relative's house on Nov. 25.

    A cousin, Tanya Rivoire, 30, said Hartsoe was energetic, full of life, who always cracked a smile and would love playing in the backyard with his younger relatives. ?He was loved by so many,? she said. ?You wouldn't believe the amount of people who showed up to his parent's house, people we didn't even know,? she said.

    Hartsoe worked as a roofer at her company, TND Construction, and had a large extended family, mostly in Collinsville. Visitation for Hartsoe will be held Saturday at Herr Funeral Home in Collinsville from 1 to 3 p.m. with a funeral service at 3 p.m
