This guy was just released from the hospital (aka dumped on Skid Row with Schizophrenia) and since you're not allowed to have tents on the sidewalk after 6am, naturally you shoot him 5 times.

An area resident, who identified himself as Booker T. Washington, said police had come by repeatedly to ask Africa to take down his tent. People are allowed to sleep on the streets from 9 p.m to 6 a.m., but they are supposed to remove their tents in the daytime under a court agreement.

Seriously disgusting. One of my best friends, who now works in the mental health department of the county jail, used to work at the mental hospital where people like this were taken, and it was her job to place them. Unfortunately, most of the homeless were back on the streets in no time at all. Not because they were dumped, I should say, because you cannot be released from the hospital without a destination and someone to sign off on it, but because the places they were returned to were overcrowded facilities who lack the time and personnel and money to assist everyone properly.
Everyone needs to watch "Lost Angels: Skid Row is My Home ". It's on Netflix and lays out the Politics of what's happening there quite nicely.
They spend more money waging a war against the homeless than it would take to house them. They don't literally "dump" them anymore. But they used to. It stopped after that elderly Woman was murdered still in her hospital gown after being dumped on the sidewalk. Hours later she was dead.
They designated Skid Row as their area because all of the resources were there in one spot for them. But now the Hipster, Loft livers have moved in and they don't want them there. Only 12 years ago when I worked downtown it was literally a ghost town after 6pm. Not a car on the road. Only the homeless. But now the developers have moved in and made it "Trendy" to live there.
They've been pushing them further East up the LA River. More and more camps are popping up along the Arroyo. Where do they think they will go? They have no place to go?
Just makes me sick.
