I work on a maximum security prison yard. all inmates in prison have access to basic tv as long as they buy a state approved tv for their cell. if they get a write up, it can be taken away as punishment.

also, in housing pods, there is usually a tv in the rec area of the housing unit that inmates can watch and change to whatever channel they want. this is usually how it works in jail. BUT, i work in california. the prison system in AZ may well be different.
