More than three decades after two young people were found dead in a parked car in Houston, authorities have arrested a suspect in a case that long remained unsolved.

The Houston Police Department announced on Thursday, March 26, that Floyd William Parrott, 64, has been charged with capital murder in connection with the killings of Cheryl Henry and Garland Andrew Atkinson, both 22. The charges were filed in the 176th Criminal District Court.

The victims were discovered on Aug. 23, 1990, in what investigators described as a secluded cul-de-sac. According to police, a security guard on routine patrol noticed a vehicle that had remained stationary for an extended period and approached to investigate.

When the guard approached the vehicle, he found an unresponsive woman inside. Responding officers also located an unresponsive man. Both victims had suffered injuries to their necks and were pronounced dead at the scene.

On Thursday, the Harris County District Attorney's Office announced that 64-year-old Floyd William Parrott has been charged with murder in connection with the killings.

Court records show Parrott was 28 years old at the time of the murders. He is accused of slashing the throats of the young couple after they had spent time parked in the secluded area following a night out dancing.
Court records show the break finally came in 2025, when investigators revisiting the case received a tip naming Parrott. According to court documents, that tip - combined with renewed DNA analysis and additional police work - led to the charges.
