I still don't fully understand (even after reading this article) why the parents want her declared dead. I wonder if it is their way of closure and/or if there is some sort of cultural belief attached to it.

As of Thursday, the investigation into her disappearance by the Dominican Republic National Police continues.
“We understand that certain legal procedures must be followed and are prepared to comply with any necessary formalities or documentation,” Konanki’s parents’ letter reads. “Initiating this process will allow our family to begin the grieving process and address matters related to her absence.”
I do know WS decided some random guy killed Elisa Lam, and pretty much ruined his life.
The other case was hearsay. Bowie said her friend in the UK had a neighbor that was targeted by WS. They contacted his job, and harrassed him. He sued and won.

Judge Delgado's ruling comes after an earlier decision permitting Riibe, a St. Cloud State University senior, to go back home to the Midwest. The court confirmed that there was no evidence to detain him further.
