    Congressman Who Gets Millions In Farm Subsidies Denounces Food Stamps As Stealing ‘Other People’s Money’

    Rep. Stephen Fincher (R-TN) agitated against food aid for poor Americans included in the Farm Bill during last week’s House Agricultural Committee debate, accusing the government of stealing “other people’s money.” Funding for the Supplemental Nutrition Assistance Program (SNAP) has already been decimated in both the House and Senate versions of the Farm Bill, cutting off nearly 2 million working families, children, and seniors from food assistance.

    Fincher invoked the Bible in his defense of the devastating cuts, quoting, “The one who is unwilling to work shall not eat.”

    At a Holiday Inn in Memphis over the weekend, Fincher expanded on his version of the Christian social gospel: “The role of citizens, of Christians, of humanity is to take care of each other, but not for Washington to steal from those in the country and give to others in the country.”

    While Fincher interprets food assistance for the needy as “stealing,” he has not similarly condemned the Farm Bill’s massive agricultural subsidies. In fact, he supported a proposal to expand crop insurance by $9 billion over the next 10 years. Fincher has a great personal stake in maintaining these particular government handouts, as the second most heavily subsidized farmer in Congress and one of the largest subsidy recipients in Tennessee history:

    USDA data collected in EWG’s 2013 farm subsidy database update — going live tomorrow –shows that Fincher collected a staggering $3.48 million in “our” money from 1999 to 2012. In 2012 alone, the congressman was cut a government check for a $70,000 direct payment. Direct payments are issued automatically, regardless of need, and go predominantly to the largest, most profitable farm operations in the country.

    Fincher’s $70,000 farm subsidy haul in 2012 dwarfs the average 2012 SNAP benefit in Tennessee of $1,586.40, and it is nearly double of Tennessee’s median household income. After voting to cut SNAP by more than $20 billion, Fincher joined his colleagues to support a proposal to expand crop insurance subsidies by $9 billion over the next 10 years.

    Scott Walker Endorses Mandating Transvaginal Ultrasounds And Shutting Down Abortion Clinics

    Wisconsin Gov. Scott Walker (R) has thrown his support behind an anti-abortion measure that’s currently moving through the state legislature, saying he will sign the bill into law if it makes it to his desk. SB 206 would require women to undergo an ultrasound before getting an abortion — which would mandate an invasive transvaginal probe for some of the women who seek early abortions in their first trimester — and force one of the state’s last abortion clinics to close its doors.

    “I don’t have any problem with ultrasound,” Walker told reporters on Tuesday in Milwaukee. “I think most people think ultrasounds are just fine.”

    Forced ultrasound bills mandate a medically unnecessary procedure that would otherwise be left up to the discretion of a woman and her doctor. Medical experts, including the largest national group representing thousands of OB-GYNs across the country, are opposed to this type of legislation because they say it interferes with their work and compromises their relationships with patients. “All of a sudden, the Senate is full of doctors,” Wisconsin Sen. Tim Cullen (D) said in reference to SB 206′s advancement.

    And, even though the lawmakers who push for mandatory ultrasound measures sometimes deny it, these laws also require many women to undergo an invasive transvaginal probe. Before 12 weeks of pregnancy, a transvaginal ultrasound is the only way to detect a clear image — and, since the vast majority of women in the United States seek abortion services in their first trimester, those women must submit to an invasive probe in order to comply with these burdensome laws. Over the past year, reproductive rights advocates have repeatedly decried transvaginal ultrasound laws as “state sponsored rape.”

    SB 206 doesn’t stop there. The proposed legislation also includes a provision that would impose additional restrictions on abortion clinics, which would ultimately force a Planned Parenthood clinic to shut down. Since there are only four health clinics in the entire state of Wisconsin that currently provide abortion care, SB 206 could end up severely limiting women’s reproductive access.

    The anti-abortion measure was first introduced at the beginning of this month, and it has swiftly advanced in just over a week. Women’s health advocates are accusing the Wisconsin GOP of intentionally fast-tracking SB 206 so that its opponents won’t have enough time to mobilize against it. “This speed of passage sends a clear signal that these legislators want to deny any efforts to ensure due process and are refusing to allow sufficient time for medical providers, advocates, women and their partners to truly weigh in on the anticipated damaging effects of this legislation,” Sara Finger, the executive director of the Wisconsin Alliance for Women’s Health, said in a statement. Finger had less than 24 hours to analyze the legislation before testifying against it.

    Walker is expected to follow through on his word to sign SB 206. Throughout his time in office, the GOP governor has approved several attacks on women’s health. Last year, Walker signed three different bills into law to limit abortion access and expand abstinence-only education. And his recent budget stripped family planning funding away from Planned Parenthood, forcing the women’s health organization to close force of its clinics in rural Wisconsin.

    Branstad to Approve Medicaid Abortion Cases Individually, Says He?ll Be ?Thoughtful?

    Iowa Gov. Terry Branstad announced Friday that he expects to sign the state?s budget into law, including a new rule that will allow him to decide on a case-by-case basis whether Medicaid funds will be used to reimburse for abortion services when pregnancies are the result of rape or incest, when there are fetal abnormalities, or to protect the life of the woman.

    The rule will give the anti-choice Republican governor complete control over federal Medicaid funding for the roughly two dozen Medicaid-eligible abortions that are performed in the state each year. It could also make many providers unwilling to offer abortions in cases that should be covered, because they won?t know if Medicaid reimbursement will occur.

    As RH Reality Check reported in May, restricting access to safe abortion care for Medicaid patients has been a multi-year debate in the Iowa legislature, with anti-choice legislators repeatedly proposing bills or amendments, and even a direct query to the governor, in an attempt to deny reimbursement for almost all abortions that are eligible for Medicaid funding. This new tactic of allowing the governor to approve each case allegedly came about as a compromise between warring factions anxious to get final budget approval. However, it offers the potential for abortion opponents to get the all-out ban they wanted?Gov. Branstad?s could refuse to allow Medicaid reimbursements, or the lack of clarity regarding what he will and will not approve could make doctors afraid to offer services to begin with.

    Branstad appears to have no desire to address that lack of clarity. When asked during an appearance on Iowa Public Television how he would approach the new protocol, he touted his opposition to abortion in all instances, though he admitted he would need to consider whether the funding rules apply. ?As I understand it, the decision is not whether there?s an abortion or not, the decision is whether the state is going to approve funding, which is a decision that is made after the fact,? said Branstad, according to the Sioux City Journal. ?So I?m not really going to have any say in whether this procedure occurs or not?I would discourage it wherever possible?but then I?ll have to make a decision whether or not it?s appropriate under the circumstances and under the guidelines that we have.?

    It remains unclear what those ?guidelines? are. Under the federal Hyde Amendment, all abortions performed in cases of rape, incest, or health of the pregnant person should be covered?though how those rules play out in practice leaves much to be desired. Iowa has traditionally also included cases of fetal anomaly, and for this year at least, those have been the majority of the abortions in question. As the Journal reports, there have been nine Medicaid abortion payment requests this year, of which eight were for medical issues with the fetus. Under Iowa?s traditional rules, all such procedures should be reimbursed, and under Hyde only one of them should be. Without specifically saying which ?guidelines? he would consider, Branstad leaves most of this fiscal year?s cases in legal limbo.

    Even more problematic than those ambiguities, and putting so much power over people?s reproductive decisions into one person?s hands, is the reinforcement of the idea that there are ?worthy? and ?unworthy? abortions?putting a value judgement on when it is appropriate to allow a person access to have an abortion. If and when Branstad does make his guidelines clear (which he would likely do out of fear that a denial in payment for a sexual assault case could put the state?s full Medicaid funding in jeopardy, not because of concern for reproductive rights), those value statements would get passed on to the public.

    ?This law seems to harken back to those days [when] outsiders get to determine if a woman?s reason for an abortion fits their prescribed list of ?good enough? reasons,? reproductive justice activist Steph Herold told RH Reality Check. Herold, who has focused much of her work recently on helping to reduce stigma surrounding abortion, noted that the governor?s new role isn?t unlike that of the original ?hospital approved? abortion panels women often had to endure prior to legal abortion, where the pregnant patient would be required to prove herself worthy of needing the procedure.

    ?Medicaid should cover abortion. Period,? said Herold. ?No one should have to be subject to a politician?s review to determine if their abortion warrants coverage. Iowa falls under the Hyde Amendment, meaning that Medicaid can only cover abortion in the case of rape, incest, or life threat. This is already unjust. Now the governor wants to make Hyde even more cruel by asking survivors of rape, incest, and medical emergencies to let him decide if their circumstances merit insurance coverage? What a callous law. It perpetuates the idea that some abortions are more deserving of insurance coverage than others, when really, all types of insurance?Medicaid and private health insurance?should cover abortion no matter the circumstance. No one should have to forgo rent to be able to access the health care they need.?

    After the 2012 elections, Republicans vowed not to be tripped up by any more Todd Akin-style comments alienating women voters by minimizing rape, defying science, and sheer force of idiocy. Apparently Rep. Trent Franks did not get that message, though. Franks is pushing a bill that would make abortion illegal after 20 weeks, and in opposing a Democratic amendment creating exceptions for rape and incest, he had this to say:

    "The incidence of rape resulting in pregnancy are very low."

    Actually, as we all found out after Akin's claim that "If it’s a legitimate rape, the female body has ways to try to shut that whole thing down," pregnancy from rape is not rare at all. But Republicans like Todd Akin and Trent Franks don't really give a damn how rare or common it is for women to face an unwanted pregnancy after being raped. That's what absolutism is—there is absolutely no circumstance under which they are willing to allow a woman to decide to end a pregnancy. Rape and incest just don't register for them.

    Franks went on to echo the logic of Ron Paul's "honest rape" comments: There shouldn't need to be a post-20 weeks rape and incest exception because "when you make that exception, there’s usually a requirement to report the rape within 48 hours." So not only does he reject the facts on pregnancy and rape, he doesn't begin to get all the reasons women don't always immediately report rape.

    And while the party's post-2012 rebranding efforts have tried to keep top Republicans from publicly saying this kind of stuff, no exceptions for rape or incest remains the official Republican position on abortion.

    Texas Congressman: Masturbating Fetuses Prove Need for Abortion Ban

    As the House of Representatives gears up for Tuesday’s debate on HR 1797, a bill that would outlaw virtually all abortions 20 weeks post fertilization, Rep. Michael Burgess (R-TX) argued in favor of banning abortions even earlier in pregnancy because, he said, male fetuses that age were already, shall we say, spanking the monkey.

    “Watch a sonogram of a 15-week baby, and they have movements that are purposeful,” said Burgess, a former OB/GYN. “They stroke their face. If they’re a male baby, they may have their hand between their legs. If they feel pleasure, why is it so hard to believe that they could feel pain?”

    That observation led Burgess to say he had argued for the abortion ban to start at a much earlier stage of gestation, 15 or 16 weeks. (This is less than halfway through a pregnancy.) He appeared to liken Roe v. Wade, the 1973 Supreme Court decision that legalized abortion, to the 1893 Plessy v. Ferguson decision that formally legalized racial segregation, and was not fully reversed until Congress passed the Civil Rights Act of 1964.

    The rationale for the Republican bill, which advanced through the House Judiciary last week on a near-total party-line vote, is one scientifically disputed study, touted by Judiciary Committee Chairman Bob Goodlatte (R-VA) in his opening remarks at today’s Rules Committee hearing, that asserts fetuses can feel pain as early as 20 weeks after sperm meets egg.

    “Well, I think all the members are cognizant of the fact that this is not a Congress that cares much about science,” said Rep. Louise Slaughter (D-NY), the Rules Committee’s ranking member, in her questioning of Goodlatte, who refuted that claim by saying that since 1973, the year when the Supreme Court legalized abortion, much more had been learned about fetal development.

    Major medical bodies in the United States and the United Kingdom have refuted the claim of fetal pain before the third trimester.

    Texas Legislator Claims Rape Kits Are A Form Of Abortion

    n the midst of all the chaos on Sunday night as the Texas legislature pushed through a series of stringent restrictions on abortion and women’s health, it was easy to miss what might have been the most inaccurate and dangerous claim of the evening: One state representative tried to argue on the State House floor that rape kits are a form of abortion.

    Texas Rep. Jody Laubenberg (R) sponsored several anti-abortion measures currently making their way to the Governor’s desk. Taken together, they would shut down the vast majority of the state’s women’s health clinics and criminalize abortions after 20 weeks. But in reasoning out why she did not support an exemption for rape victims in the 20-week ban, Laubenberg betrayed a woeful lack of information on the procedures a victim of rape undergoes — namely, the “rape kit,” which is used to collect data on the assailant and in no way relates to pregnancy:

    When Rep. Senfronia Thompson, D-Houston, called for an exemption for women who were victims of rape and incest, Rep. Jody Laubenberg, R-Parker, explained why she felt it was unnecessary.

    “In the emergency room they have what’s called rape kits where a woman can get cleaned out,” she said, comparing the procedure to an abortion. “The woman had five months to make that decision, at this point we are looking at a baby that is very far along in its development.”

    The remark about rape kits, which is not accurate, sparked widespread ridicule on social media sites. Laubenberg, who has difficulty debating bills, then simply rejected all proposed changes to her bill without speaking until the end of the debate.

    Rape kits are used to collect DNA evidence from the bodies of rape victims; after a victim enters a hospital, staff collect bodily fluid, residue under the victim’s nails, and any blood or hair samples that could be relevant for an investigation. Rape kits are in no way equivalent to an abortion.

    Though it doesn’t sound likely from her comments, Laubenberg may have meant that some hospitals administer Plan B to rape victims. Plan B stops fertilization of an egg, and is also not equivalent to an abortion — though it does at least relate to reproduction, unlike rape kits.

    i was watching the live stream last night, i am soooo shocked! this closes all clinics, yu can only go to certain hospitals, most will have to travel 600 miles to find one, and that also means women who were getting prenatal from these clinics can't any more, that now certain drugs won't be able to be given even for women who are trying to save the pregnancies in er's ! tere is no exceptions to any procedure after 20 weeks even in rape, incest, if the mother would die in child birth, or if the baby will have no life - like being born w/ out a brain - and it goes on and on, i am just shocked!
