I don't think it's small at all! I totally agree. I don't know what the piercing and tattoo laws are like there, but unfortunately in Arkansas if your parent is with you, you can have it done. I don't necessarily agree with it. Starting at 18 is a great idea, IMO. I worked in a tattoo shop for a while learning to pierce. I don't think I ever saw anyone underage get pierced while I was there, but I'm sure parents bring their spoiled kids in to get pierced fairly often. Although, I was told that when I started professionally piercing, I could turn away anyone I want. Arkansas tattoo and piercing laws are REALLY strict for the most part, which I think is great. This is one area I wish they'd tighten down on.
