I've seen these several times too.  The one explanation I got with them was that the person who sent them out originally was a local photographer who was hired by a friend of the families to take these.  He found these series of pictures odd enough to share with his friends. God only knows how they really started to get circulated...

As for where these folk are from...they could be from anywhere, not just Alabama.  Their outfits look almost exactly like what my grandpa and his wife wore for his wedding and it was held in front of a fire station in Wisconsin.
