    Noel Rodriguez-Alvarez (6) reported missing from Everman, TX on 3/25/23

    While he was reported missing on Saturday, law enforcement authorities say the boy has not been seen by family members since November.

    An AMBER alert was issued after he was reported missing early Saturday, but the alert was discontinued later in the day. According to the Everman Police Department, an Endangered Missing Alert was issued instead.

    The alert was changed after authorities discovered that the boy's mother, stepfather and his siblings had fled to Istanbul, Turkey, on a Turkish airlines flight on Thursday.

    The boy is described as having black hair and brown eyes. Everman police said he has several physical and developmental challenges.

    In a press conference, police said the investigation began after Texas Child Protective Investigations reached out to the department for a welfare check on Noel. His mother, Cindy Rodriguez-Singh, had told police earlier that the boy was with his father in Mexico.

    According to investigators, not only did the boy's father not have him, he has said he had never met the child.

    Police have filed charges against Rodriguez-Singh for false reports regarding a missing child or person.

    Investigators believe that Rodriguez-Singh, her husband and six children -- ages 7, 8, 9 and 11 years old, plus 5-month-old twins left on a Turkish Airlines plane headed to Istanbul, Turkey.

    Noel was not listed as a passenger on the flight, according to KHOU.

    'We currently do not have any physical evidence on Noel's status as a missing person,' police said. 'What we do know is that we have a 6-year-old disabled boy...that is missing and that the mother is not willing to cooperate...to ensure the child is safe.'

    The family's car was found abandoned at DFW Airport over the weekend, according to KWTX.

    Those Motherfuckers killed him. And they have SIX other kids in their custody. Good luck dealing with Turkey. They've been trying like hell to become part of the EU, but they currently aren't in it. I'm not sure what their extradition treaties are like with the U.S., but I'm assuming they aren't as cooperative as most.

    According to the warrant obtained by WFAA, Rodriguez-Singh's brother stated to investigators that she told their mother that she sold Noel to an unknown female at a Fiesta Mart. The brother also stated Rodriguez-Singh said that the unknown female should not be contacted over fears that Noel's mother could be reported to CPS, the warrant stated.

    Everman police told WFAA that there has been no evidence found that the child was sold.

    Search for Missing 6-Year-Old Texas Boy is Now a Death Investigation as Police Work to Extradite Mom Who Fled

    The search for a missing 6-year-old boy last seen alive six months ago has transitioned to a death investigation, authorities announced Thursday.

    Authorities say they were first alerted to the disappearance of Noel Rodriguez-Alvarez on March 20, after several family members expressed their concern over the safety of him and his six siblings, according to a news release.

    During a welfare check that day at the Everman, Texas, home the family was staying at, Noel's mother, Cindy Rodriguez-Singh, allegedly told authorities at the time that the little boy was with his father in Mexico.

    Two days later, Rodriguez-Singh, 37, allegedly fled the country with her husband Arshdeep Singh (who is not Noel's father) and six other kids, ranging in age from 5 months to 11 years old. Noel was not among the children on the India-bound flight, according to authorities.

    As the investigation continued, authorities learned Noel was last seen alive in October – once when Rodriguez-Singh gave birth to his twin siblings, and another instance, during which witnesses described him as appearing "malnourished" and "unhealthy," per the release.

    The next month, Rodriguez-Singh allegedly applied for passports for all her kids, except Noel.

    Authorities say shortly after the twins were born, Rodriguez-Singh allegedly made several comments stating she believed Noel was "evil," "possessed," and had a "demon" inside of him. She also allegedly claimed she was afraid he would hurt the newborns.

    Furthermore, authorities allege the mom of seven was "known by relatives to be abusive and neglectful to Noel," the release reads. "One relative witnessed Cindy strike Noel in the face with keys for drinking water. Witnesses additionally stated that food and water were often withheld from Noel because Cindy did not like changing Noel's dirty diapers."

    Authorities say Rodriguez-Singh provided witnesses other reasons regarding Noel's absence, maintaining that he was also sold to a woman in a grocery store parking lot. All Rodriguez-Singh's claims regarding Noel's whereabouts have since been disproven, say authorities.

    Authorities say they issued arrest warrants for Rodriguez-Singh and her husband, and are working to get the pair extradited from India while they continue to search for Noel's remains.

    Meantime, a candlelight vigil for Noel will be held Monday evening outside the civic center in Everman.

    Yeah, that's very confusing.

    So she withheld water and food from him because she didn't like changing his diapers. He was 6 years old. Was he special needs? And PEOPLE WITNESSED THIS SHIT and did nothing?!

    Investigators in Everman say they believe human remains were once in a shed near where missing 6-year-old Noel Rodriguez-Alvarez lived with his family.

    Everman police say early in the investigation they learned Noel's stepfather, Arshdeep Singh, disposed of a large indoor/outdoor carpet in a dumpster prior to the family fleeing the country.

    Multiple Human Remains Detection Canines alerted officers to the carpet, which was used at the base of a makeshift shed that was on the property until about a month ago. It was previously built where the current patio sat.

    Police say the same piece of carpet was once on the floor of an older shed that stood on the property until a month ago.

    Both the carpet and the concrete where the shed once stood caused the cadaver dogs to react.

    As the digging continued, topsoil was removed and placed in areas nearby.

    The canines followed the soil, and stopped alerting the investigators to the patio area. No body or any physical evidence was found, but investigators say they now believe human remains were contained in the shed, before the installation of the patio.

    "One of the interesting pieces was the carpet wasn’t even at the house. It wasn’t even at the location," said Everman Police Chief Craig Spencer. "So the canines to be able to alert on a piece of evidence at one place and then go over and alert again where it was previously, all that tends to add up. It does lead us to believe that there were human remains at one point in time in the shed that used to exist where now that concrete patio sits."

    The Everman man who owns the property where Noel Rodriguez-Alvarez, who police now believe is dead, lived says investigators are "desperate" and looking in the wrong place.

    Charles Parson, 71, spoke to FOX 4 Tuesday morning and for a second time.

    Rodriguez-Singh, her new husband Arshdeep Singh, and 7 of her kids, including Noel, lived in a shed behind Parson's house on Wisteria Drive in Everman.

    "The slab was poured after Noel supposedly had disappeared. Why would he be underneath the slab?" said Parson. "I think they just tore it up because they don't have no idea where the boy is and they are frustrated."

    Parson said Rodriguez-Singh paid for the patio to watch her kids and because she wanted to add a room onto the back of the house for her daughter to live.

    "I know the police are desperate to find the boy, but they are looking in the wrong place," said Parson.

    Nearly a month has passed since the investigation into 6-year-old Noel Rodriguez-Alvarez’s disappearance began.

    Noel’s maternal grandmother spoke out exclusively with WFAA about her daughter and the investigation.

    Cindy Rodriguez-Singh’s mother, who is Spanish-speaking and asked not to be identified or named due to safety concerns, said she wants justice for her grandson.

    “I’ve felt so much sadness… too much. I start to cry, he was a normal child,” she said.

    The grandmother told WFAA that Rodriguez-Singh complained about the child’s physical and developmental disabilities, called him names, abused him and refused to give him food and water.

    The grandmother said when she learned her daughter, Noel’s stepfather Arshdeep Singh and other immediate family members flew out of the country last month, she was filled with anger.

    "She killed him. That's why she fled," Noel's grandmother said. “I want her brought back so she can tell us where Noel is. Where is he? What was the reason? He was a boy who didn’t deserve the bad fortune she gave him. He was an innocent child. Poor boy."

    Everman police believe Noel is likely dead and investigators are still gathering data through search warrants. On Tuesday, Everman Police Chief Craig Spencer told WFAA that investigators obtained new data that have allowed them to identify additional people Noel's mother and stepfather communicated with before they flew out of the country.

    The stepfather of a 6-year-old Texas boy who disappeared before the man and child's mother flew to India with six other children stole $10,000 from a convenience store company for which he worked, police said.

    Authorities said Arshdeep Singh fraudulently altered cash deposit records to steal $10,000 cash from a safe and deposited $8,000 into his ban account hours before leaving the country, FOX Dallas reported.
