    A missing Carmel woman's husband has been identified as a person of interest in her case, according to the Carmel Police Department.

    The police department released information that Ciera Breland Locklair, 31, was last seen Feb. 25 in the 14400 block of Baldwin Lane, near the intersection of Ditch Road and 146th Street in Carmel.

    Carmel police worked with the Johns Creek Police Department in Georgia and identified Xavier Breland Jr., 37, as a person of interest in the case.

    Xavier Breland Jr. has not been criminally charged in connection to his wife's disappearance, but has been arrested on an unrelated warrant out of Coweta County, Georgia, according to Carmel PD.

    He is detained at the Hamilton County Jail awaiting extradition back to Georgia, according to Carmel PD.

    Johns Creek is about one hour north of Atlanta, while Cowera County is just southwest of the city.

    Police described Ciera Breland Locklair as a 5-foot tall, 120-pound woman with blonde hair who was last seen wearing a black top and purple shorts.

    Husband of missing woman has history of stalking, according to records

    Several Georgia law enforcement agencies are now joining the search for a missing mother and lawyer from Indiana.

    Ciera Breland and her husband visited metro Atlanta last month. When they returned home, Breland’s husband reported her missing.

    A Johns Creek police captain told Channel 2 investigative reporter Mark Winne that Xavier Breland Jr., 37, has not been charged in connection with his wife’s disappearance as of late Monday afternoon.

    He was the one who filed the missing person report in Carmel, Indiana, but Winne found some serious allegations about him in connection with another woman.

    “At the end of the day, we need to find some answers for the family. We need to find some answers for the 5-month-old child. We need to locate her,” said Johns Creek police Capt. Todd Hood.

    Hood said Xavier Breland Jr. is a person of interest in the missing persons case focused on his wife, Ciera Breland, also known as Ciera Locklair.

    Winne found loads of documents of interest on Monday which contain serious allegations against Xavier Breland involving another woman, stalking and more.

    Some of the time it appears Ciera Locklair was his attorney.

    “She was not a family law practitioner, and you could just see that she was in a bad spot having to defend someone that was not a nice person,” attorney Donato “Dan” Palumbo said.

    Palumbo said he represents an alleged victim, the mother of two of Xavier Breland Jr.’s children, in civil cases that began before Ciera Locklair Breland’s disappearance in civil cases that began before Ciera Locklair Breland’s disappearance.

    Missing Carmel woman last seen in Georgia, police say in update

    Police say a missing Carmel woman was last seen one day earlier than previously thought - and in a Georgia town more than 550 miles away from Carmel, where authorities initially said she was last seen.

    In their update, the Carmel Police Department said the last known location of Ciera Breland (Locklair) was 10545 Highgate Manor Ct. in Johns Creek, Georgia at 7:17 p.m. on Thursday, Feb. 24.

    Previously, police had thought she was last between 10 and 11 p.m. Friday, Feb. 25, in the 14400 block of Baldwin Lane, which is near the intersection of Ditch Road and 146th Street on Carmel's northwest side.

    Investigators announced the update to the investigation on Thursday.

    Ciera is described as a 31-year-old woman who has blonde hair, is 5 feet tall and weighs 120 pounds. She was reported missing on Saturday, Feb. 26.

    The Carmel Police Department said it began working with the City of Johns Creek Police Department in Johns Creek, Georgia, on the case. Through the investigation, 37-year-old Xavier Breland Jr., Ciera's husband, was identified as a person of interest. He has not been criminally charged in relation to his wife's missing person case.



    Breland is currently in the Hamilton County Jail on an outstanding felony warrant out of Coweta County, Georgia for aggravated stalking against a woman who isn't his wife. He is currently awaiting extradition to Georgia.

    Breland has been extradited before. According to court records, he was arrested in 2007 on a fugitive warrant in Florida and sent back here to Indiana.

    On Thursday, an FBI spokesperson said agents in both Georgia and Indiana were assisting local authorities in the investigation.

    According to authorities in Georgia, Xavier was investigated for aggravated stalking in March 2021. Investigators allege he used a concealed tracking device to stalk the mother of his child. It happened while the woman had a temporary restraining order on Xavier. After being arrested and released, Xavier allegedly violated the restraining order again. An arrest warrant was issued, but police in Georgia had no further contact with Xavier.
    If I saw this woman on the street I would think she was about 12, I would never think she was a 31 year old woman.

    She does look really young. I wonder who is at the new location of where she was last seen. Was she possibly trying to get away from her husband? That history of his doesn't paint a comforting picture.

    FBI offering $10K reward in case of missing Carmel woman

    The FBI is now offering a $10,000 reward for information leading to a missing Carmel woman.

    Ciera Breland (Locklair) was last seen Feb. 24, 2022 in Johns Creek, Georgia. She was visiting family there with her husband, Xavier Breland, their 5-month-old son, and their dog.

    Xavier reported her missing to the Carmel Police Department on Feb. 26, but the FBI said there's no evidence that Ciera ever returned home from Georgia.



    Ciera's last known location was 10545 Highgate Manor Ct. in Johns Creek, Georgia at 7:17 p.m. on Thursday, Feb. 24. She was driving a 2017 Volkswagen Tiguan with Georgia license plate TMB5869.

    The FBI is working with both the Johns Creek Police Department and the Carmel Police Department in the investigation. Law enforcement officers have not yet ruled out foul play in her disappearance and Xavier has been named as a person of interest in the case.

    It?s been nearly a month since Nick and Kelly Locklear last saw their daughter, 31-year-old Ciera Breland, who vanished without a trace.

    The pain and hurt can be heard in their voices.

    ?Every day, it becomes solidified in your mind that she?s definitely not coming back ever and that her son?s never gonna see his mother, that we?re never gonna see our daughter,? Ciera Breland?s mother Kelly Locklear said.

    Locklear said after almost a month, the family is losing hope she is alive.

    ?If she were alive, she would?ve been home,? she said.

    Last month, Breland and her husband Xavier, their pup and 5-month-old baby boy Jackson drove the 550 or so miles from their home in Carmel, Indiana to Georgia to visit both of their parents.

    The couple first stopped in Johns Creek ? just outside of Atlanta, to see Xavier?s mom.

    ?She had been sending messages that she didn?t plan on going back to Indiana, she wanted to stay ? she said she needed to make it a surprise for him,? Locklear said.

    Then, Breland drove herself and the baby alone for about an hour to her parents? home in Cleveland, Georgia on Feb. 19.

    ?She came here Saturday and stayed til the 20th,? her father, Nick Locklair, said of the last time he saw her.

    Six days later, the family received a call from the Carmel, Indiana police.

    ?He said, ?Your daughter is missing. And I say, ?In Indiana?? And he says, ?Yes, in Indiana ? Xavier called and said that she left last night,? her father recalled.

    According to her father, Breland allegedly left their home in the middle of a cold winter night wearing just a T-shirt and shorts. She left behind her keys, wallet, car and her baby boy ? and didn?t return.

    ?She would not have left that child,? her father said. ?Just very outgoing, very friendly, very driven. She was a really easy to raise child.?

    Breland was a daddy?s girl who worked hard, eventually fulfilling her dream of becoming a lawyer.

    But her behavior began to change about a year ago, shortly after relocating to Indiana with her husband.

    Then came allegations of abuse.

    ?There was actually an officer that had been called out to their house one night and said he was a specialist in domestic violence. And he said, he literally said, ?He?s not telling the truth,'? Breland?s father said. ??She?s not telling the truth. She?s not letting him take the consequences for his actions. So we can?t do anything about it. But I?m gonna tell you this escalating so fast that something really bad is gonna happen very soon.??

    Breland?s husband Xavier is the sole person of interest in this case.

    Police discovered the last trace of Breland is on home security footage from her mother-in-law?s home in Johns Creek ? dated Feb. 24.

    ?That?s the last known location that anybody?s actually been able to see her that we know of at this point,? said Capt. Todd Hood with the Johns Creek Police Department.

    Hood says they aren?t releasing the footage yet but they?ve plastered billboards and flyers across the city asking the public for any information that might help.

    ?Somebody knows something,? Hood said. ?We?re begging them to come forward at this point and give us just some information as to where she is or maybe what?s happening.?

    A NewsNation reporting team was repeatedly yelled at to go away when seeking comment at the home of Xavier?s family in St. Johns.

    Breland?s husband is currently back in Georgia, booked into the Coweta County Jail on unrelated aggravated stalking charges against another woman.

    The Brelands said it appears he?s no longer cooperating with detectives.

    It has left them feeling hopeless about finding their daughter, saying, ?There?s nothing like this whether we?ll ever know or not ? (it?s) a reality I can?t imagine this devastating will ever go away. That feeling of lost, I don?t think I?ll ever get over.?

    I didn't see her when I was in John's Creek earlier this month. I'll be going back in April. I hope they find her alive, I'll keep my eye out for her.

    ‘I’m really scared’: Texts reveal missing Indiana woman lived in fear of her husband

    New text messages reveal that a missing Carmel woman was scared of her husband, who police have said is a person of interest in her disappearance.

    On February 24, Ciera Breland (Locklair) went to St. Johns Creek in Georgia to visit family members with her husband Xavier, five-month-old son and Labradoodle. While her husband told the Carmel Police Department she walked out of the house and went missing two days later, there is no evidence she ever came back from the family trip.

    According to newly uncovered text messages, Ciera was questioning her relationship with Xavier and told her cousin, Shelby Campbell, she was scared of him.

    “She didn’t know him, and she was realizing very quickly that she didn’t know him,” Campbell said.

    Campbell said she and Ciera texted quite often and talked about everything, including Xavier.

    “I’m seeing things that scare me a lot for a future with him and they aren’t the kinds of things that you can accept and live with,” Ciera texted Shelby last summer.

    In August 2021, during an exchange about Xavier, Ciera texted her cousin, “I’m really scared and idk what to do.”

    “She would say ‘Oh I think he’s really going to hurt me’ and I said something back to her and she said ‘Shelby I’m not kidding like I genuinely think he is capable of doing something very bad to me’,” Campbell said.

    Campbell said Ciera was planning to leave Xavier and stay with her family in Georgia rather than return to Carmel.

    In some of her final messages, Ciera texted her cousin “I’m at Xavier’s mom’s house…he won’t give me Jaxson so I’m waiting to get him so I can leave.”

    Less than a week later, she disappeared.

    Police in Johns Creek, Ga. wouldn’t comment on the texts the family shared – only telling us the department has all of Ciera’s correspondence and is reviewing it.

    “They’re continuing to get all the information back, all their investigative leads,” Lt. Debra Kalish said. “They’re still searching everything that they can.”

    Ciera’s family said they refuse to believe that she is gone. Shelby said she hopes Xavier will tell police what happened for the sake of his and Ciera’s son.

    “That baby is going to grow up and he’s just not going to know what happened to his mom,” Campbell said. “I can’t fathom that.”

    ‘She’s not coming home, bud,” husband of missing Indiana mom told kids on video

    A document from Breland Jr.’s side has said he denied he violated any family violence act and/or other offenses.

    We’re told the protective order allowed Breland Jr. to, on a temporary basis, have video visitation with two minor children he and the woman in the protective order have together.

    Now, a motion from that woman’s lawyer, Palumbo, has sought to have Breland banned from any contact whatsoever with the minor children

    “His video visits have become detrimental,” Palumbo said.

    A contact told Winne that a Zoom video which we showed on Channel 2 Action News on Tuesday was of video visitation between Breland Jr. and the children on Feb. 28, roughly two days after Breland Jr. reported Ciera, the children’s’ stepmom, missing.

    “What I saw in that video was heartbreaking. It’s heartbreaking. This little girl falls apart in two minutes,” Manning said.

    Husband of missing Carmel mom acquitted in unrelated stalking case

    A man whose wife was reported missing earlier this year has been acquitted in an unrelated stalking case.

    Jurors returned a not guilty verdict against Xavier Breland, who’d been accused of putting a GPS tracker inside a stuffed animal belonging to his daughter in order to track the girl’s mother and her family.

    The case stemmed from a custody battle involving Breland and his ex-wife.

    Breland was exonerated in the case, however, when it went to trial last week. His attorney told Georgia’s WSB-TV that the jury returned the verdict “quickly” on Thursday, Aug. 11.

    The attorney, Bryan Howard, said he hoped to get some legal matters “cleared up” for Breland so he can be released from jail.

    Breland is still considered a person of interest in the disappearance of Ciera Breland, who was last seen on Feb. 24 while visiting family in Georgia with her husband, their then-five-month-old son and the family’s Labradoodle.
