    KTXL) ? Vacaville police are investigating why two women were killed in an apartment Saturday morning after a man reportedly livestreamed himself with a gun on social media.

    Police have since arrested someone, identifying him as 29-year-old Raymond Michael Weber.

    People living nearby say they wish they had never seen what occurred.

    ?We came home from a friend?s at 1 and the road was blocked off,? said neighbor Stewart Mixon.

    Mixon lives nearby on Rocky Hill Road and says the road was blocked off early in the morning as police focused on an apartment complex called Rocky Hills Veterans Apartment.

    ?I guess there was some snipers on the roof as well,? Mixon told FOX40.

    Police say Weber barricaded himself inside the apartment. According to police, eight hours after they were called they found two women dead inside the apartment.

    What residents say makes matters worse is that Weber reportedly livestreamed the scene on Instagram.

    ?It was pretty graphic,? Mixon said.

    FOX40 obtained the 36-minute long video and is choosing not to show it because of its contents.

    In the video, a man carrying a gun near two women said, they were trying to set him up and that it would be the last time people see him and police will come in any minute.

    ?He was messing with two dead bodies. Just saying, ?They set me up.?? Mixon said. ?It?s graphic and disturbing. It made me sick to my stomach for sure.?

    Others in the area, like Bernadette Jackson, slept through it.

    ?It?s kind of sad for my neighborhood to hear this went on,? Jackson said.

    The complex is for veterans and their families. FOX40 at this time does not know if the person arrested is a veteran.

    But Jackson was shocked to see the aftermath.

    ?You know it?s been really positive for the veterans and stuff. It?s kind of unexpected for this to happen,? Jackson said.

    Police are still investigating and have yet to release how the two women died or their identity.

    VACAVILLE (CBS13) ' A mother wants answers after her daughter and another victim were killed, their bodies live-streamed on the internet by the suspect.

    The bodies were found at an apartment complex in Vacaville on Rocky Hill Road. The mother, Enyaw Taylor-Theberge says her daughter Savannah Theberge lived in Utah.

    Taylor-Theberge says her daughter just got engaged and called her a week ago to share the news and show her the ring.

    'This guy coerced her to go under the (inaudible) that they were going to be engaged and he wanted her to meet his family,' she explained.

    She says she was shocked to learn her daughter's fiance was 29-year-old Raymond Weber.

    'I almost fell out when I saw who it was because she had been involved with him in the past and it was a bad experience,' Taylor-Theberge said.

    Although police haven't officially identified the victims filmed in a bizarre live-stream by Weber, they did say one was 15 and the other 27 years old. Taylor-Theberge identifies Savannah as the latter after watching the disturbing video, pointing out her tattoos and features.

    She says Savannah's 27th birthday would have been this week and tells CBS13 she works and lives in Utah and believes the engagement is what led her to California.

    'She was a good girl and this was somebody that manipulated her and took advantage of her. She was not a drug addict street person,' she explained.

    Savannah's best friend Meg Grubbs is heartbroken over Savannah's passing and thinks about her 4-year-old son.

    'She was an amazing mother and did everything that she could to make her little boy happy,' Grubbs explained.

    Enyaw says she'll miss video chatting with her daughter whom she was very close with.

    'Just how much I love her and how much she means to me and I just wish I could hold her one more time,' she said.

    The family has set up a GoFundme to help with memorial services. They are working to get her remains to Georgia where her family lives.

    Weber is facing several criminal charges, including two counts of first-degree murder and domestic assault.

    . VACAVILLE, Calif. — 29-year-old Raymond Michael Weber, the suspect in a double-homicide that left a 15-year-old girl and a 27-year-old woman dead over the weekend in Vacaville, made his first appearance in Solano County court on Tuesday afternoon.

    Weber appeared in court for the first time after the hours-long standoff that shook a community. He faces a charge of felon in a possession of a firearm and two counts of first-degree murder. He was also arrested on a warrant for several felonies, including domestic assault.

    "This is a horrific crime that has absolutely shocked our community," Sgt. Katie Cardona, a spokesperson for the Vacaville Police Department said.

    Victims include a 15-year-old girl from Elk Grove who has not been identified yet and 27-year-old Savannah Theberge an out-of-state resident with ties to both Georgia and Utah. Both were found dead on Saturday inside one of the Rocky Hill Apartments in Vacaville.



    Police say that their officers originally responded to this complex for a welfare check, after hearing about a disturbing live video streaming on social media, posted by the suspect.

    "A woman had called and said that she believed that there was a man inside of the apartment who may be armed," Sgt. Cardona said. "She reported there was a live stream video of this man inside of the apartment holding what appeared to be a handgun and two women lying on the ground not moving."

    That led to about a seven-hour standoff, many failed negotiation attempts and the deployment of tear gas to get inside the apartment.

    "Eventually officers entered the apartment and they found the man hiding inside, after a brief struggle, an officer utilized his taser, at which point, the man was taken into custody," Sgt. Cardona explained.



    But at that point, it was too late for the two victims, found dead when police got inside. Because this double-homicide does include a 15-year-old girl, police tell ABC10 that detectives who specialize in human trafficking are now looking into this case. They do not believe this to be gang-related at this time.

    Detectives say they're working hand-in-hand with the Solano County Sheriff's Office as well as the District Attorney's office to make sure that this case is being investigated thoroughly and accurately.

    "We want to make sure that we find out exactly what happened as best as we can," she said.

    It's still not clear what the relationship is between the suspect and the two victims in this case, police said that's still under investigation at this time. Weber is expected to be back in court on February 23rd.

    Update the second victim is 15 and was from Elk Grove, CA in this report. The second name is not released at this time.

    Turns out Raymond Weber is also facing allegations in Utah for assault prior to the Human Trafficking and murder allegations he is facing here in California. Had no idea that this would be a high profile case. I think if Raymond Weber would face a trial it would have to moved out of Solano County to Sacramento, Los Angeles, San Diego or San Francisco.

    Family and friends say Savannah Theberge was one of two people killed inside a Rocky Hill apartment used for military housing. The other victim, a 15-year-old girl.


    Theberge leaves behind her son, who her family says she loved more than anything in the world.

    “Savannah was the mother of my son,” says Brady Crahal. “He just turned four so it’s really, he doesn’t understand exactly what happened, and kind of what that means for him, but when the time comes, I know it is going to be very difficult for him.”


    Vacaville Police say 29-year-old Raymond Weber murdered a woman and a teenager. Officers found both of them Saturday morning inside the military housing complex apartment.

    Weber was allegedly seen with a firearm while live-streaming the bodies over the internet.


    After a roughly seven-hour standoff, SWAT teams went in to capture Weber, where they tased and arrested him.

    Weber is facing weapons and aggravated assault charges in Salt Lake County.

    Last July, Murray Police say he pistol-whipped a man outside of Savannah’s home before going back to California.


    Court documents state Weber screamed, “I’m going to kill you,” and pulled out a handgun, pointed the handgun at the [mans’s] head, and hit [the man] in the head twice with the firearm…”

    Police add he has a felony warrant for domestic violence and weapons out of Santa Rosa, California.

    It’s unclear why Savannah was in Vacaville, but her family is devastated.

    “So I’ve spoken to mom, she is really having a hard time. I think she may be having the hardest time out of everyone,” says Crahal.


    On Monday night, Crahal and Savanah’s friends held a vigil in her honor, cherishing a bright light they say went out too quickly.

    “I don’t think that anyone would have ever expected this to happen,” says Crahal. “Savannah was a great woman, you know, like I said, I know all of her family and friends are really hurt by this.”

    Weber made his first appearance in a California courtroom Tuesday and is expected back on Feb. 23.

    . VACAVILLE (CBS13) – There are a lot of questions surrounding the double homicide at an apartment complex in Solano County where two females were recently found dead.

    Police say 29-year-old Raymond Michael Weber of Sacramento is suspected of killing two females at the Rocky Hill Apartments, a military housing complex, in Vacaville.

    At around 1 a.m. Saturday, police received a call reporting a livestream of Weber holding a gun and two females lying motionless on the floor.

    Police responded to the call and SWAT and the negotiation teams were also called out to the scene. After efforts to negotiate Weber’s surrender were unsuccessful, officers evacuated nearby units and chemical and distraction devices were used, according to the Vacaville Police Department.

    After nearly an eight-hour standoff, officers entered the apartment and used a taser to take Weber into custody.



    On Monday, Vacaville Police Sgt. Kate Cardona said the victims are ages 26 and 15. The identities of the victims have not been released, although next-of-kin have been notified.

    Weber is facing several criminal charges, including two counts of first-degree murder and domestic assault. He appeared in a courtroom on Tuesday wearing a gray and white striped inmate jumpsuit and blue face mask.

    Weber is reportedly an Army veteran but is not currently an active-duty soldier. He has no ties to Travis Air Force Base, according to a base spokesperson.

    He was sought by police in 2014 for questioning after his brother Antoine Weber allegedly shot and killed Raymond’s girlfriend, 19-year-old Nichole Duarte, in the face. She died two days later. Raymond was believed to be present at the time of the shooting.

    CBS13 that Savannah Theberge of Utah was one of the victims of Saturday’s incident. Her mother says Savannah called last week to say she was engaged to Weber and that they were going to California.

    The other victim, identified only by police as a 15-year-old Elk Grove girl, was also found dead. Vacaville police say they are looking into human trafficking as a factor leading up to the deaths. Experts say often young girls targeted don’t realize they are being victimized.

    Weber is the older brother of local rapper Marcus Weber, who goes by the name of “Uzzy Marcus.”

    A man accused of killing two women in Vacaville in late January was scheduled to appear Tuesday in Solano County Superior Court but the proceeding was vacated and instead he will face a mental competency hearing next month.

    Judge Jeffrey C. Kauffman ordered Raymond Michael Weber, 29, of Sacramento, to return for the hearing at 8:30 a.m. March 12 in the Justice Center in Fairfield, according to publicly available court records.

    On Feb. 10, the judge ordered what’s called under California law a “1368 doctor’s report,” a reference to the Penal Code section that refers to “the duty” of the court when mental competence of the accused is doubtful. Kauffman also suspended criminal proceedings in the case on the same day.

    Under the law, a defendant who, after being interviewed by a psychologist or psychiatrist, is determined to be incompetent cannot be tried or convicted while the incompetency lasts. Some defendants are considered permanently incompetent, while others are considered incompetent for a period of time. They can be tried as soon as they are declared competent.

    Weber, who remains in Solano County Jail without bail, made his first court appearance on Feb. 2 in Department 11, where he faced charges of two counts of murder and being a felon in possession of a firearm. He also faced charges of domestic violence and making terror threats, both cited in an out-of-county warrant.

    In a press statement at the time, Solano County District Attorney officials said special circumstances surround the killings, notably: 1) Both murders were especially heinous, atrocious, manifesting exceptional depravity; 2) Both murders were committed to prevent a lawful arrest; 3) Both murders were committed while engaged in the crime of rape; and 4) The defendant committed multiple murders.

    The prepared statement also pointed out that Weber was convicted in 2006 of assault with a firearm and in 2016 of unlawful possession of a controlled substance while armed, both in Sacramento.

    Court records appear to indicate that Weber has yet to enter a plea and likely will not until he is declared competent, that is, able to help his lawyer with the defense and to understand court proceedings. Weber is represented by the Solano County Public Defender.

    Weber was arrested Jan. 30 following a lengthy standoff in Vacaville.

    Police responded to the Rocky Hill Veterans Apartments in the 500 block of Rocky Hill Road shortly after 12:40 a.m., when a woman reported that a man armed with a handgun was livestreaming from an apartment where two women, unmoving, were lying on the floor.

    Upon their arrival, police said the man, later identified as Weber, had barricaded himself inside so the SWAT and Critical Incident Negotiation teams were deployed.

    Negotiations were unsuccessful, neighbors were evacuated and flash bangs and chemical agents were subsequently deployed into the occupied unit. Officers found Weber hiding in the apartment and, following a brief struggle, shot him with a Taser to bring him under control. He was arrested at 8:32 a.m.

    Both female victims, ages 15 and 27, were found dead, police said. The older victim was identified as Savannah Theberge, with ties to Utah and Georgia, and the teen was said to be from Elk Grove.

    No other details were available at the time..

    Weber was named a person of interest in connection with the 2014 fatal shooting of his then-girlfriend, Nichole Duarte, 19.

    Sacramento police said in a press statement at the time that his brother, then-16-year-old Antoine Weber, is believed to have shot her in the face during a dispute. Raymond Weber fled the scene, police said, and officers wanted to speak with him “regarding his involvement in this case.”

    According to a report by KXTV Ch. 10 in Sacramento, Antoine Weber pleaded no contest to voluntary manslaughter in that case.

    Theberge’s mother, Enyaw Taylor-Theberge of Georgia, says Savannah called her the week of January 18-24 to say she was engaged to Weber and showed her the ring. She also said the two were going to California to meet his family.

    Taylor-Theberge also said that her daughter and Weber had been involved in the past, and it didn’t go well.

    Theberge identified her daughter in the video from her tattoos and other distinguishing features.

    Taylor-Theberge said Savannah had been manipulated by Weber.

    Savannah was recently employed by FedEx in Utah. She left behind a 4-year-son. A friend of Savannah described her as an “amazing mother.”

    “She was an amazing mother and did everything that she could to make her little boy happy,” Grubbs explained.

    The name of the teenage victim has not been released.

    Weber is in jail facing several criminal charges, including two counts of first-degree murder and domestic assault.



    Weber is the older brother of rapper Marcus Weber, who goes by the name of “Uzzy Marcus.”
