A Mass Shooting is reported in Rockford, Ill at a Bowling alley

ROCKFORD ? Three people were killed and three others were injured Saturday in a shooting at Don Carter Lanes.

A 37-year-old man was taken into custody in connection to the shooting. No one else is being sought.

Police Chief Dan O'Shea said shots were fired inside and outside of the bowling alley and off-track betting site. Police responded after receiving emergency calls shortly before 7 p.m.

"We have the scene secure and a person of interest in custody," O'Shea said. "When officers arrived on scene, the shooter was still in the building. No officers fired their weapons that we know of at this point but the individual that we believe is responsible and the only individual we believe at this point to be involved, we have in custody."

O'Shea said the attack appears to have been random, although he said "at this point it's all unknown."

He did not readily have information about any of the shooting victims available. "I do know there are two teenagers that have been shot but I don't know the ages," O'Shea said. Police have cleared the area and are asking the public to stay clear.

East State Street was blocked off between Alpine Road and Fairview Boulevard while dozens of emergency vehicles swarmed to the scene.

Traffic along East State Street has since reopened.

The shooting comes near the end of what's been the deadliest year on record in Rockford. There have now been 35 homicides in the city this year, the most of any year on records dating back to 1965. The next highest had been 31 recorded in 1996.

The city also endured 21% more violent crimes and 49% more shots fired through November this year, according to the latest police data released Thursday.

He is charged with three counts of first degree murder and three counts of attempted murder. Webb is scheduled to make his first court appearance at 1:30 p.m. Monday. This comes on the heels of a shooting that took place at Don Carter Lanes Saturday night, when Rockford Police responded to a shots fired call just before 7 p.m.

Upon arrival, officers located the suspect without any officers having to fire weapons. The suspect attempted to obscure his ID and weapon when officers arrived. O’Shea says there is surveillance video that caught the incident at Don Carter Lanes and 20-25 people were in the building prior to the incident.

O’Shea says he believes the shooting was a “completely random act” and that responding officers recovered two handguns at the scene.

Officials say there are six victims in total. A 73-year-old male, a 65-year old male and a 69-year-old male were killed in the shooting.

Injuries include a 14-year-old male who was shot in the face and was airlifted to a hospital in Madison, a 16-year-old female that was shot in the shoulder, treated at a local hospital and later released. In addition, a 62-year-old male was shot multiple times, underwent multiple surgeries and is said to be in critical condition.

The two teens were at the establishment to pick up food for carry-out, according to O’Shea.

In terms of COVID-19 mitigations, officials say Don Carter Lanes and the bar downstairs were closed at the time in compliance with COVID-19 mitigation orders. The upstairs bar, with an outdoor balcony and double garage doors, was open and in compliance with current orders.

A vigil is scheduled to be held at Don Carter Lanes at 2 p.m. Sunday.

The shooting comes on the heels of what’s been the deadliest year on record in Rockford’s history. Saturday’s killings marked 35 homicides in the city for 2020, the most on record dating back to 1965. The next highest had been 31 recorded in 1996.

There was also a 21 percent increase in violent crimes and 49 percent more shots fired through November this year, according to the latest police data released Thursday.

Update Duke Webb was an active member of the US Army Prior to the mass shooting and was based out of Florida.

ROCKFORD (WREX) — Authorities have identified the suspect in a mass shooting at Don Carter Lanes as 37-year-old Duke Webb, who now faces at least six counts of first degree murder.

Police Chief Dan O'Shea says Webb is a Florida resident and active in the U.S. Army. Authorities have been in touch with the military in regards to his status.

The mass shooting happened Saturday evening at Don Carter Lanes. Six people were shot; three of them have died and three of them were injured. O'Shea did not reveal a motive, but said the suspect did not know any of the victims.

O'Shea and other Rockford and Winnebago County leaders released more details on Sunday morning during a news conference.

Rockford Police Officers received a call around 6:55 p.m. Saturday and were immediately dispatched to Don Carter Lanes, located on East State Street. Officers arrived on scene within 1 minute of the first call. Upon arrival, O'Shea says officers heard gunfire and entered the building. Within minutes, officers located the suspect. O'Shea says Webb tried to hide his identification and two handguns. O'Shea says surveillance video captured the shooting.

Three people were killed, including a 73-year-old man, 65-year-old man, and a 69-year-old man. Two teenagers who were at the establishment picking up food were injured: a 14-year-old boy who was shot in the face and a 16-year-old girl who was shot in the shoulder. A 62-year-old man received multiple gunshot wounds and was in surgery overnight. O'Shea says his condition is critical.

O'Shea could not comment on if the victims were related.

Don Carter Lanes and the bar downstairs were closed at the time in compliance with COVID-19 mitigation orders. The upstairs bar, with an outdoor balcony and double garage doors, was open and in compliance with COVID-19 mitigation orders, O'Shea says.

The bowling alley has been a iconic home for family fun in Rockford for decades. Rockford Mayor Tom McNamara says the business deserves the community's supports, thoughts and prayers.

"When you think of Don Carter, you think of friends and families coming together," Mayor Tom McNamara said. He noted the celebrations, birthday parties and fundraisers the business has held. "This is obviously an incredibly difficult time for their employees and families. We as Rockfordians owe them our support during this difficult time."

After last night, 35 murders have been recorded in Rockford in 2020, making it the deadliest year in the city's history.

"This type of violence needs to stop," Mayor McNamara said. "Today with the eyes of the country on us, we need to show as Rockfordians how we respond to an incident like this. We as Rockfordians are at our best during the most difficult of times."

Winnebago County State's Attorney J. Hanley, who entered office just this month, says this case will be tried in the 17th District and does not expect it to be charged federally.

ROCKFORD — A 37-year-old military member has been charged with multiple counts of first-degree murder after police say he gunned down multiple people at random inside and outside Don Carter Lanes on East State Street.

Duke Webb, 37, a U.S. Army member from Florida, is charged with fatally shooting three people and wounding three others at random Saturday, Dec. 26, 2020, at Don Carter Lanes in Rockford.
Three people were killed and three others were injured in the shooting, which broke out shortly before 7 p.m. Saturday at the complex with a bowling alley, bar and off-track betting site. Most of the complex was closed per COVID-19 safety protocol, but a second-floor bar and carryout service was open.

Duke Webb of Florida, who is an active U.S. Army member, is being held in the Winnebago County Jail without bond. He's scheduled to make his first court appearance at 1:30 p.m. Monday. He is charged with three counts of first-degree murder and three counts of attempted first-degree murder.

He is charged with fatally shooting three men ages 73, 65 and 69. He also is accused of shooting and wounding a 14-year-old boy, who was shot in the face and airlifted to a hospital in Madison, a 16-year-old girl who was treated and released, and a 62-year-old man, who is in critical condition after undergoing surgery from the shooting.

"We believe this was a completely random act, and there is no prior meeting or any kind of relationship between the suspect and any of the victims in this case," Police Chief Dan O'Shea said Sunday at a news conference at the District 3 police station.

Officers arrived within one minute upon 911 receiving multiple calls and arrived on scene to hear gunfire, O'Shea said. Webb, who had attempted to conceal his identity and hide weapons from officers, was taken into custody within several minutes of officers arriving on the scene. Two handguns were recovered from the scene. No officers fired their weapons while bringing Webb into custody, O'Shea said.

"Most of the incident was captured on surveillance video from inside the business," O'Shea said. "The investigators have the surveillance videos and they'll go through those."

Rockford Police Chief Dan O'Shea identifies the suspected shooter in a triple homicide the night before as Duke Webb of Florida during a news conference at Rockford Police Department District 3 on Sunday, Dec. 27, 2020, in Rockford. Webb, an active duty military person, allegedly opened fire and killed three people and wounded three others at Don Carter Lanes on Saturday.
O'Shea said the bowling alley and lower level of the complex were closed, per COVID-19 regulations. An upstairs bar was operating within compliance with about 20 to 25 people, O'Shea said.

"The two teenage victims were picking up food. It's a carryout establishment as well," O'Shea said. "They were not in the bar area."

Webb is a special forces assistant operations and intelligence sergeant assigned to 3rd Battalion, 7th Special Forces Group (Airborne), located at Camp Bull Simons, Eglin Air Force Base, Florida. He joined the Army in 2008 and was on leave at the time of the shooting.
We are shocked and saddened to learn about this tragic event and our thoughts and prayers are with the families of those killed and wounded,” said Col. John W. Sannes, commander of 7th Special Forces Group (Airborne).

"The Army will continue to provide full assistance to the Rockford Police Department as they continue investigating this incident."

The shooting is another violent episode in what's been the deadliest year on record in the city's history. Saturday's killings marked 35 homicides in the city this year, the most of any year on records dating back to 1965. The next highest had been 31 recorded in 1996.

There was also a 21% increase in violent crimes and 49% more shots fired through November this year, according to the latest police data released Thursday.

"We know that this type of violence needs to stop. This type of violence in the city of Rockford needs to stop. This type of violence throughout our country needs to stop," Mayor Tom McNamara said. "Today, with the eyes of the country on us, we need to show as Rockfordians how we respond to an incident such as this, as one Rockford supporting one another and coming together.

"We as Rockfordians are at our best during the most difficult of times, and I know this one will be no exception," Mayor Tom McNamara said Sunday during a news conference following a deadly shooting at Don Carter Lanes in Rockford.
"We as Rockfordians are at our best during the most difficult of times, and I know this one will be no exception."

This country has too many guns. Do other countries have military members who turn into mass shooters?
    https://heavy.com/news/duke-webb/

The gunman was able to blend in with all of the victims. A Black boy got out of a car with a gunshot wound to the face and the police immediately drew their guns on him. I get that they maybe didn't know, but the 911 calls said that it was a white man.

WREX) — The U.S. Army released more information on Duke Webb, the man charged in relation to the Don Carter Lane shooting in Rockford on Saturday.

Sgt. Webb joined the army in July 2008 and is currently serving with the Green Berets as a Special Forces Assistance Operations and an Intelligence Sergeant.

Webb was deployed to Afghanistan four separate times, including a tour this year from January to July.

Webb received several awards through his time in the military including a Bronze Star Medal.

The Army previously said Webb was on leave at the time of the shooting. He is stationed at Eglin Air Force Base in Florida.

"The alleged actions of Sgt. 1st Class Duke Webb are abhorrent and are absolutely not representative of the Special Forces Regiment," MG John W. Brennan Commander of 1st Special Forces Command (Airborne). "The vast majority of men and women Green Berets live up to their storied reputation and earn their beret every day. The actions described in reports are shocking and completely out of character with Webb's 12 years of honorable service. The Rockford Police Department has our complete cooperation. Our heavy hearts and prayers are with the families affected."

The Army previously released a statement over the weekend.

Update the names of the victims have been released Dennis Steinoff (73), Jerome Woodfork (69) and Thomas Furseth (65) were killed by Duke Webb and Webb's lawyer is using PTSD in the defense.

Duke Webb, 37, faces three counts of murder and three counts of first-degree attempted murder for injuring three others in the shooting at Don Carter Lanes, in Rockford, on Saturday evening.

According to Army service information, Webb had four deployments to Afghanistan, the most recent once ending in July.

His lawyer, Elizabeth Bucko, also told the hearing in a Winnebago County courtroom that Webb appeared to have issues with memory loss. She added that he will undergo mental health evaluations, the Rockford Register Star reported.

The judge denied bond for Webb, meaning he will remain jailed. His arraignment was set for Feb. 16.

Webb was taken into custody shortly after the shooting and without officers firing a shot, Rockford Police Chief Dan O’Shea said Sunday. The suspect has no known ties to the victims and authorities “believe this was a completely random act,” O’Shea said.

At a news conference Monday afternoon, Winnebago County State’s Attorney J. Hanley said that Webb was in the Rockford area visiting family. But Hanley declined to comment on possible motives for the shooting.
Webb joined the Army in 2008 and was on leave Saturday, the Army has said.

This booking photo provided by Winnebago County Sheriff's Office shows Duke Webb. (Winnebago County Sheriff's Office via AP)
A criminal complaint released Monday says Webb admitted to the shootings shortly after officers arrived on the scene, even showing officers where he’d placed two guns he had brought with him — a Glock .40 caliber and a Glock .389 caliber.

Hanley added Monday that the firearms did not appear to be military-issued.

The complaint describes horrific scenes as the gunman opened fire just before 7 p.m. Saturday, first targeting a group of teenagers on the first floor of the two-story building.

A bullet ripped through the shoulder of a 14-year-girl, and a 14-year-old boy was hit in the face. Both survived. Thomas Furseth, 65, was on the first floor and began running toward the stairs to the second-floor bar when the gunman fatally shot him in the torso, according to the complaint. He managed to get to the second floor before collapsing.

The gunman then went up the stairs himself and opened fire in a bar area filled with up to 25 people. Dennis Steinhoff, 73, was fatally shot in the torso. Jerome Woodfork, 69, also was fatally shot and a witness later described seeing Woodfork falling from a second-floor balcony. His body was found below the balcony in a parking lot.

Tyrone Lewis, 62, survived, but was listed in critical condition. He was shot while in the bar area in the thigh, back, neck, groin and buttocks.
According to the Army, Webb’s first deployment to Afghanistan was from August to December 2009. His other deployments were from October 2013 to April 2014, from October 2014 to April 2015, and from January to July of this year.

Webb was twice awarded the Bronze Star. Among the other awards he has compiled was the Army Good Conduct Medal, the Global War on Terrorism Medal and the Combat Action Badge, according to the service information.

The Army has said Webb is a Special Forces assistant operations and intelligence sergeant assigned to Eglin Air Force Base in Florida. O’Shea did not explain why he was in Illinois.

The 14-year-old boy shot in the face was airlifted to a hospital in Madison, Wisconsin, in stable condition, and a 16-year-old girl who was shot in the shoulder was treated at a hospital and released.

Maj. Gen. John Brennan, commander of 1st Special Forces Command (Airborne), said in a statement Sunday night that Webb’s alleged actions were “shocking” and “completely out of character” with Webb’s 12 years of honorable service.

Rockford is a city of about 170,000 residents about 80 miles (130 kilometers) northwest of Chicago.

The bowling alley was closed when the shooting happened, in accordance with restrictions imposed to prevent the spread of the coronavirus, O’Shea said. But a bar upstairs was open. The chief said the upstairs venue has double doors that open to the outside, ensuring the bar is in compliance with Illinois’ COVID-19 mitigation guidance.

Most of the people at Don Carter Lanes escaped or hid, O’Shea said. The teens who were wounded were picking up food at the carryout section of the bowling alley, he said.

Associated Press National Security Writer Robert Burns in Washington, D.C., and AP researcher Rhonda Shafner in New York also contributed to this report.
