    City Of Denver: Matthew Dolloff (30) accused of killing Lee Keltner in a Political Protest in Denver

    DENVER (CBS4) ? Controversy continued to surround Matthew Dolloff, a Denver murder suspect, on Sunday. Denver police arrested Dolloff after he was seen shooting a man at a ?Patriot Muster? rally on Saturday.

    That victim, who has not been identified by the coroner?s office, later died at the hospital. Counter protesters were present at the rally.

    Late Saturday, 9News identified the suspect as a security guard contracted by them for the rally.

    The Denver Department of Excise and Licenses tells CBS4?s Andrea Flores Dolloff was not licensed to be a security guard in the city.

    ?If he was operating as a security guard, he was in violation of the law,? said Eric Escudero, a department spokesman, stated. ?Security guards are prohibited from carrying or using a firearm without getting an armed firearm endorsement for their license. All security guards in Denver are required to get a federal background check before they receive their license.?

    Escudero also shared Denver is one of three cities in Colorado where security guards are required to have a license to operate, and there is requirement to have a license in the state.

    Security guards are also required to go through training which includes training on use of force.

    Doloff had his first advisement hearing Sunday morning. The judge declared the arrest affidavit will be sealed, and the defendant will be held on first degree murder charges without bond.

    Denver police say a second person detained was later released.

    Lee Keltner became at least the fourth person shot during protests in Colorado so far this year when he was killed Saturday after a conflict with a private security guard in downtown Denver.

    Family members identified Keltner, 49, as the man fatally shot during dueling protests Saturday in downtown Denver. Police on Sunday identified a 30-year-old man as the suspect and confirmed he was working as a private security guard at the time and not participating in the protest.

    But city officials do not believe shooting suspect Matthew Robert Dolloff was licensed to work as an armed private security guard in Denver.

    Dolloff remained in jail Sunday without bond on suspicion of first-degree murder in the shooting, jail records show.

    He was working as a private security guard for Denver television station 9News when the shooting occurred, the television station has said.

    A sequence of photos of the incident captured by a Denver Post photographer appears to show Keltner slapping Dolloff in the face before the two back away from each other. The next image shows Dolloff shooting at Keltner — a shell casing is seen being ejected from his handgun — as Keltner fires a cloud of pepper spray at Dolloff.

    Police detained Dolloff and a 9News employee at the scene, but released the station employee after he gave a statement.

    Keltner, 49, was a Navy veteran who ran a hat-making business in the Denver area for many years, his son, Johnathon Keltner, said.


    “He wasn’t a part of any group,” Johnathon Keltner said. “He was there to rally for the police department and he’d been down there before rallying for the police department.”

    Carol Keltner, who said she lives in Arkansas and identified herself as Lee Keltner’s mother, posted a message on the Northeast Arkansas Tea Party Group on Facebook announcing his death at the Denver rally. “He was murdered because he backed the police,” she wrote.

    At least three others have been shot during protests in Colorado this year. Two were injured in a shooting during a protest in Aurora and another man was shot in the head during a protest in Alamosa.

    A Facebook page with Dolloff’s full name and a photo that appears to match his jail booking photo shows that he worked on a ranch on the Eastern Plains where he raised sheep and dogs. Court records show Dolloff had no previous criminal history beyond traffic incidents.

    Pinkerton, the security company 9News said it contracted with for the protest, did not reply to questions from The Post sent Sunday morning.

    While Pinkerton had an active license to employ security guards in Denver, officials have no record that Dolloff had the required city license to work as a private security guard, said Eric Escudero, spokesman for the Denver Department of Excise and Licenses.

    “We do not currently have an active license and have never had an active license for anybody with that name,” he said. “If he was operating as a security guard, he was in violation of the law.”

    The cities of Denver, Colorado Springs and Glendale require private security guards to obtain city-issued licenses, though there are no statewide license requirements. Denver’s licensing process requires guards to complete 16 hours of training by an “eligible training provider” before working in the city. Further training is required before a guard can carry a firearm during work or dress in plainclothes.

    Someone working as private security without the required license can face up to a $999 fine and a year in jail, Escudero said. If a registered security company employs guards who are not licensed, the company can also face fines and the suspension or revocation of their license.

    A job listing by Pinkerton for a part-time security job in Denver states applicants must have a high school diploma, a concealed carry license and a merchant guard license, which is offered by the city.

    The investigation into Dolloff’s and Pinkerton’s licensing is ongoing, Escudero said.

    The shooting took place as two opposing groups demonstrated in Civic Center on Saturday. Dozens of people gathered for a “Patriot Rally,” which was protested by dozens of people who attended an event called a “BLM-Antifa Soup Drive.” The two groups yelled at each other prior to the shooting, but police kept them separated.

    John “Tig” Tiegen — an El Paso County resident, conservative public speaker and one of the organizers of the Patriot Rally event — posted a statement on Sunday offering condolences to the family of the victim.

    “It’s tragic that Americans find themselves in danger just by coming together and showing support for their country,” he wrote on Instagram.

    Rumors spread across the internet after the shooting about Dolloff’s potential political affiliation, in part because of a reporting error by The Post that was corrected. While Dolloff’s social media does criticize President Donald Trump and includes photos of the 2012 Occupy Denver protests, he does not claim affiliation with any organization. Denver police on Saturday announced the shooting suspect had “no affiliation with Antifa.”

    “Immediately following the incident, rumors were circulating regarding the suspect’s affiliation with a particular group,” Denver police said in a statement Sunday. “Investigators are unaware of whether the suspect is personally affiliated with any political organization.”

    A hearing for the shooting will be out for October 12th


    The son of a protester gunned down by a security guard during a Denver rally is having a hard time coping after witnessing his father’s death, the dead man’s sister told The Post Sunday.

    “He was there,” Suzan Keltner said in a telephone interview. Asked if her nephew was doing okay, she said, “No, no he’s not.”

    Lee Keltner, a hat-maker, and military vet, was part of a “Patriot Rally” outside the Denver Art Museum when he was shot and killed by a Pinkerton guard hired by a local TV station.

    “He was my brother, my only sibling,” Suzan Keltner said. “He also served our country.”

    She declined to provide more details.

    “There’s going to be a lawsuit,” Suzan Keltner added. “So, I don’t know how much we can let out.”

    Jay Keltner, who identified himself as one of the dead man’s two sons, changed the cover photo on his Facebook page on Sunday to an image of his father being shot.

    “I can’t believe my dad’s gone,” he wrote. “This will never be right #RIP.”

    It is unclear if Jay Keltner was with his father when the shooting took place.

    Denver police have identified Matthew Robert Dolloff as a suspect in the case. He was arrested on first-degree murder charges and was expected in court Oct. 12.

    The private detective agency that employed accused Denver protest shooter Matthew Dolloff is older than the FBI, was the inspiration for the term ?private eye? and is credited with once saving Abraham Lincoln?s life.

    While the Pinkerton agency is no house-hold name, it reentered the national consciousness on Saturday when one of the agency?s guards allegedly shot and killed a right-wing protestor in a Denver, Colorado rally.

    The Pinkerton National Detective Agency was founded in 1850 by Allan Pinkerton, an abolitionist Scottish immigrant who arrived in the US just eight years earlier, the agency said on its website.

    Pinkerton?s agents gathered intelligence for the Union Army during the Civil War and later helped foiled a plot to kill Abraham Lincoln, the New Republic said in a 2018 report.

    During the late 19th Century the Pinkertons evolved into a for-hire company of labor union busters, earning a reputation for thuggish tactics while putting down the Ludlow, Colorado, miners? strike, the Homestead Battle, and the Coeur d?Alene strike in 1898, the magazine said.

    In more recent years Pinkerton detectives have been largely worked as guards for hire with a lingering reputation of doing what it takes.

    News9-TV in Denver said it hired the agency guard accused of shooting dead counter-protester Lee Keltner on Saturday, said in a report that ?it has been the practice of 9News for a number of months to contracted private security to accompany staff at protests.?

    Matthew Robert Dolloff is a Colorado. man who was named in a jail booking report as the security guard who shot and killed a man at dueling protests in Denver.

    The shooting left a man affiliated with the Patriot Rally dead. 9News confirmed it had contracted with the security guard.


    Social media filled up with criticism of the news station for hiring a guard with left-wing views. A review of the social media accounts of Matthew Dolloff shows that he did post left-wing comments, unleashing an expletive against President Donald Trump and sharing Occupy Democrats and protest-related posts. He also liked posts favorable to Bernie Sanders. However, most of his social media posts relate to livestock and selling honey, eggs, and turkeys for a local farm.

    “We don’t know if they were a security guard or authorized to carry a weapon,” police commander Joe Montoya said of the suspect in the initial news conference from the scene, but police later confirmed the suspect was a “private security guard.”

    According to 9News, a “Patriot Rally” was scheduled that day and was met by a counter protest called “BLM-Antifa Soup Drive.” A local talk show host claimed the man who died was part of the Patriot rally and was “defending himself with bear spray.” However, a series of dramatic photos show the man who died was touching the face of the guard and then sprayed the bear spray at him before the guard opened fire. You can see the photos throughout this story but be aware that they are graphic. The deceased man is a Patriot Muster Militia supporter who hasn’t yet been named, according to social media posts.

    Montoya said it wasn’t clear whether the victim was at the Patriot Rally or not.

    The jail booking sheet spells the suspected shooter’s name incorrectly as Matthew Doloff, 30. It says he was booked for first-degree murder, and no bond was allowed. He has a court date on October 12.

    In analyzing photos and video evidence, some people say they show the deceased man backing up before he was shot.


    The man who died was wearing an American flag mask and a T shirt that said “BLM” and “f*cking…lives matter.” Because he’s wearing a vest, it’s not possible to read all of the saying on the shirt. He has tattoos on both arms.


    “ALERT : Officers are investigating a shooting that occurred in the Courtyard by the Art Museum. 1 victim transported to the hospital their condition is unknown, 1 suspect in custody,” Denver police wrote on Twitter.


    At about 3:30 p.m., the protest activity was starting to break up and people were starting to leave the park, when, at 3:37 p.m., officers working the event got on the air and indicated there were shots fired, a person down, and the suspect was in custody, Division Chief Joe Montoya said.

    Both suspect and victim are white males. The name of the man who was shot has not yet been released.

    He did have some anti-Trump rhetoric on his Facebook page. “F*** this guy,” he wrote of Trump in 2016.

    When radio host Dan Caplis wrote, “The beauty of the Creator is seen in the beauty of creation-Catholic Catechism. The view from our DTC law office on a beautiful Spring morning in Colorado,” Dolloff tweeted this reply, “Ask him how I’m going to pay my bill and why he made this virus. Your an idiot ppl like your are the worst.” He wrote another person on Twitter, “should your handle be neoliberal? Who calls them self an Obama democratic your an embarrassment.” When former U.S. Rep. Beto O’Rourke wrote a post about taking care of veterans, Dolloff responded, “HELL NO F you BETO we are already sick of paying for war f off.”

    He liked a man’s tweet in 2016 that read, “Me and @BernieSanders. #FeelTheBern.” He also liked a woman’s tweet that read, “The confederate flag should be treated just like the swastika. #tytlive” and anti Trump and Ben Carson Tweets. He also liked a tweet that read, “Also, look at how cute these Bernie bumper stickers are. #tytlive.”

    He shared Occupy Democrats posts, including one criticizing the slogan All Lives Matter and wrote FTP on another post.

    In 2016, he posted a picture of a protest in which people were carrying signs that read things like “bailout our school system” and “this is about loving everyone. Even you, officer.” In 2017, he was tagged by Lavender Moon Farm, which wrote, “Thank you Tanner Gun Show!!” However, photos show he worked for that farm selling honey, eggs and other items at the gun show.

    Other posts show him with his girlfriend and at a Colorado casino. In 2011, he shared a picture of people carrying a flag at an Occupy Denver march. He wrote, “Studies Pilitical (sic) Science at University of Colorado Denver.”

    In 2018, he wrote, “can anyone copy edit my website. http://www.lavendermoonfarm.com ? thanks just looking for errors.” He also posted pictures of him at Disney World in Orlando, Florida. He posted a BBC story about a man with “transracial identity.” It’s a story about a black man who felt like he was a white man. He didn’t indicate his position on it, though.

    Dolloff wrote in 2018, “R.I.P. Charles Krauthammer I have both disagreed and agreed with your political analyst, you are an oddity in today’s world. We will miss your insight dearly.” He posted a graphic reading, “How to talk to your cat about gun safety.”

    He wrote in 2018, “The State of the Union is depressed, exhausted, and broke.” That same year, he wrote of the farm, “We sell raw Wildflower and Clover honey. Head to our website to order yours today.”

    In 2017, he wrote, “We had such a great time at the Tanner Gun Show this weekend. The next Denver Tanner Gun Show is December 2nd and 3rd.” He shared photos of puppies and livestock.

    He occasionally got political but most of his posts are pictures of the above. In 2017, he shared a YouTube video titled “Trump wrestles the English language in WSJ interview.” Dolloff wrote, “I cant stop laughing.”

    A picture showed him with a gun out hunting and he wrote, “Got to love Turkey season.”

    In 2017, he wrote, in a typo-riddled post, “Lets juat hope no Russians where not on the ground when the missiles came down im Syria” He added, “See that’s where your wrong I don’t suport the strikes due to the price tag. I don’t like what we are buying also I just don’t want to start shit with Russia. I don’t doubt all this is for the pipeline that the UAE wants to go though siyria, Russia national security is at stake if the pipeline is put though. The Saudis and the UAE want Bashar out of their so they can get someone in to approve of the pipeline to supply natural gas to Europe.     3. Police Denied Dolloff Is Affiliated With Antifa & Said there Was a ‘Verbal Altercation’ at the Scene


    Police sought to dispel rumors about the suspect. People claimed on Twitter that Matthew Dolloff’s tattoo shows alliance with Antifa, but police disputed that. The wrist symbol is used by some members of Antifa, but it’s also an extremely popular video game that doesn’t have Antifa meaning to many. Another Twitter user dissected that claim and said that Dolloff had the tattoo before the symbol became popular with Antifa. “That’s not what the tattoo is though. This photo is from his facebook and it’s labeled ‘space invaders tat’ and apparently he got in 2012, which is way before the space invaders ‘antifa’ stuff. Sub.mission is a music promotion company that he’s affiliated with,” wrote that Twitter user.


    “Update: Further investigation has determined the suspect is a private security guard with no affiliation with Antifa. Additional information will be released as it becomes available,” Denver police wrote on Twitter.

    Montoya said Mace was recovered at the scene, and police are still trying to determine whether a rumor that the victim had used it was true, despite the photos clearly showing it was.

(CBS4)– The Elbert County Sheriff on Monday moved to cancel the concealed carry weapons permit of Matthew Dolloff, who is being held in the weekend shooting death in Denver of a ‘Patriot’ protester. Dolloff remains in custody for investigation of first-degree murder in the death of Lee Keltner.



    “I have suspended it until the outcome of his criminal case and he will not be able to carry a concealed weapon in the State of Colorado,” said Elbert County Sheriff Tim Norton.

    He told CBS4 Dolloff received the permit from Elbert County in June of 2018.

    “He did the CBI background check, paid his fees, everything came back clear and he was issued a CCW permit,” said Norton.



    Norton said last year, his county issued roughly 1,000 CCW permits which are valid for five years. He said Dolloff’s application was standard and unremarkable.

    “I’m in the process of seizing this permit back to my office,” said Norton.

    He said beyond providing basic personal information and clearing a background check, some applicants have to take a class or demonstrate proficiency in shooting a gun.



    Norton noted the permit for Dolloff was issued under a previous administration and said that he did not know Dolloff.

    On Saturday, Oct. 10, a protester was shot and killed by an individual suspected to be an individual who worked for a private security company. Why was he at the scene in front of the Denver Art Museum?

    The man was believed to have been hired by Pinkerton to keep a field journalist employed by a TEGNA-owned local TV station safe.

    Now, with an individual dead and video footage of the incident distributed across social media, some are wondering if TEGNA faces a legal challenge — or if it is an innocent party in an incident that went horribly wrong.

    TEGNA could have a hefty legal bill defending itself from any claims of negligence in the coming years. It provides a key learning lesson for media companies and local management to review all contracts — and insurance policies — in the event of a mishap.

    The latest details regarding the tragedy were shared by KUSA-9 in Denver morning anchor Gary Shapiro as he kicked off the 4:30am Mountain Time broadcast.

    The relationship to the security company that was contracted by KUSA, a TEGNA-owned NBC station, was discussed; the man was hired to accompany one of the station’s news crews covering the protest on Saturday.

    Kevin Vaughn, from the 9 Wants to Know investigative unit, looked into the background of Matthew Dolloff. “He’s at the center of a shooting at the end of dueling protests,” Vaughn says.

    He is presently in jail, held for investigation of First Degree Murder, and is being kept in jail without bail. Dolloff’s next court date has not yet been set.

    With protesters from both sides of the political divide taking spots at the art museum, facing the south side of Civic Center Park, KUSA-9 contracted with Pinkerton to supply agents to provide security to its employees — a growing concern following threats to field journalists seen in recent months in Los Angeles, Miami and in Louisville, Ky.

    With initial reports noting that Dolloff worked for Pinkerton, KUSA’s early Monday report provided a crucial update: That wasn’t true. Rather, he was a “contractor agent.”

    In a statement provided to KUSA-9, the company said, “We are in the process of still gathering information to better understand the incident that occurred in Denver on October 10 involving a contractor agent,” with “contractor agent” appearing in bold in an apparent attempt to distance itself from the actions of Dolloff.

    The security company continued, “The agent in question is not a Pinkerton employee. Pinkerton is fully cooperating with law enforcement authorities in their investigation of this matter.”

    According to Denver Police Department, it was clear that Dolloff was working as a security guard at the two protests. But, through his reporting, Vaughn found that the City of Denver has no record of Dolloff being licensed to work as a private security officer in the municipality. Pinkerton is required to abide by this law. But, Vaughn noted in his report, it was unclear as of this morning who employs Dolloff.

    With no license to serve as a private officer in Denver, Dolloff could see fines and jail time, Vaughn reported. But, could the victim’s facilities also file a lawsuit against KUSA-9 and/or its parent, TEGNA?

    That’s possible, but the absence of important facts make it difficult for some legal experts RBR+TVBR contacted for comment to speak on the matter. As a judge sealed court documents in the case, what led to the shooting remains a mystery to the public.

    Nevertheless, there are some facts about Dolloff that KUSA-9 shared. It found his personal Facebook profile, and even showed a photo of a visit to Disneyland to viewers — along with a picture of his honey stand at a gun expo. More telling, Vaughn’s report suggests, are “left-leaning political posts from years past” on his Facebook page available for public view. These pictures include one of him at an Occupy Denver event held in 2011.

    COVERING NEWS, WHEN YOU’RE THE NEWS

    “9News is used to covering many different types of stories, but usually we’re not directly involved in them.”

    Those were the words of KUSA-9 morning co-anchor Natasha Verma, who explained to viewers this morning that WFAA-8 in Dallas senior reporter Jason Whitely had been brought in to cover initial stages of the shooting. WFAA is TEGNA-owned.

    Whitely shared with views how Brian Lomo of TMX.news saw the shooting and captured it with his own video, as he was streaming the protests live.

    He said he heard a loud argument between the art museum and Denver’s library. Lomo noted that he saw what looked like a punch, followed by the release of a gas. Then, there was a shot.

    A veteran photographer from the Denver Post captured the entire incident up close.

    The video shows the “patriot member” provoking Dolloff, and is the individual who appears to be the antagonist in the incident.

    A LEGAL CHALLENGE AHEAD?

    What has KUSA-9 said in regard to the matter?

    In a prepared statement, the TEGNA property noted, “9News is deeply saddened by this loss of life. We have and will continue to cooperate fully with law enforcement.”

    While one Washington, D.C. communications attorney said there were too many variables and unknown facts to properly assuage the situation, Fletcher Heald & Hildreth Partner Francisco Montero believes TEGNA would not likely be held accountable for Dolloff’s actions.

    “This event was tragic,” Montero wrote to RBR+TVBR via e-mail on Monday. “If the shooting occurred as a result of independent unsupervised action by the Pinkerton employee, then I believe TEGNA would have a solid defense against any claims levied against them.”

    But, Montero added, it could turn on what instructions the employee or Pinkerton were given by TEGNA.

    “The contract between TEGNA and Pinkerton, while not necessarily determining liability, could provide TEGNA with a vehicle to seek indemnification from Pinkerton for any monetary damages imposed or costs suffered,” he said. “But, none of that will necessarily lessen the public relations impact of this tragic event.”

    That’s perhaps the biggest blow for TEGNA and KUSA-9, as it brings in a WFAA-8 reporter while contracts, policies and insurance get a magnified review by the station’s legal counsel. With a likely trial against Dolloff and the potential for lawsuits, the next three to five years could see KUSA-9’s name tarnished as a constant reminder of its indirect involvement in the death of a protestor.

    DENVER ? Records show the man being held for investigation in the deadly shooting near dueling demonstrators in Denver on Saturday was working as a security guard but was not properly licensed, 9Wants to Know has learned.

    Matthew Dolloff, 30, was contracted through the company Pinkerton by 9NEWS. It has been the practice of 9NEWS for a number of months to contract private security to accompany staff at protests. Denver Police said in a tweet that Dolloff was "acting in a professional capacity as an armed security guard."

    Pinkerton, however, said it does not actually employ Dolloff ? Pinkerton did not share the name of the company for which Dolloff worked.

    Dolloff was issued a concealed carry permit in June 2018, which was viable for five years, according to Elbert County Sheriff Tim Norton. Norton said he suspended the permit Monday morning.


    Dolloff was arrested moments after a single gunshot rang out on the plaza between the Denver Art Museum and the city?s main library. He was on Sunday being held without bail on suspicion of first-degree murder following the shooting that left one man dead.

    According to Eric Escudero, marketing and communications manager for the city?s Department of Excise and Licenses, ?there is no record? that Dolloff had a license required by the city to work as a security guard ? and no evidence he?d had one in the past.

    City law defines a security guard as ?a person employed or engaged by a private security employer to perform security services.?

    Investigators have concluded that Dolloff was acting as a security guard at the time of the incident, according to a tweet from the Denver Police Department (DPD). It reads, in part, ?further investigation has revealed that, at the time of the shooting, the suspect was acting in a professional capacity as an armed security guard for a local media outlet and not a protest participant.?

    Dolloff could face a fine of up to $999 and a year in jail, Escudero said, if convicted of violating city law about security licensing.

    And the company that employs him could also face ramifications under the law ? the city ordinance requires such companies to make sure all of its security guards are licensed.

    But it?s not clear who Dolloff actually works for. In a statement issued Sunday afternoon, Pinkerton officials described him as a contractor.

    ?We are in the process of still gathering information to better understand the incident that occurred in Denver on October 10 involving a contractor agent,? the statement says. ?The agent in question is not a Pinkerton employee. Pinkerton is fully cooperating with law enforcement authorities in their investigation of this matter.?

    The Denver City Attorney?s Office ?will weigh any additional criminal charges related to the defendant possibly operating as an unlicensed security guard once the Denver Police Department completes its homicide investigation,? said Ryan Luby, spokesman for the CA's Office. ?The CAO is also working with the Denver Department of Excise and Licenses to weigh disciplinary action against the security guard company for hiring and deploying an unlicensed guard, one without a license, much less an armed endorsement.?

    Saturday?s incident came near the end of dueling demonstrations that included members of Black Lives Matter and other groups on one side, as well as people attending what was called a "Patriot Muster." The gatherings were dispersing when a group of people gathered in the plaza near the art museum.

    Photographs and videos show the immediate moment of the confrontation, what appears to be physical contact between a demonstrator and Dolloff, a spray of a chemical irritant and a gunshot.

    Denver prosecutors are expected to decide in the coming days whether he will be charged with a crime.

    The identity of the man who died has not been released by the coroner?s office.

    9NEWS' General Manager Mark Cornetta released the following statement about the incident:

    According to Denver TV station KUSA, Dolloff was contracted by 9News through the security company Pinkerton.

    An armed security guard for a television station who is suspected of fatally shooting a man following an altercation after opposing protests was acting in self-defense when he opened fire, a lawyer representing his family said Monday.

    Matthew Dolloff, 30, was being held in jail for investigation of first-degree murder following Saturday afternoon’s shooting near Civic Center Park as protesters filed out of the park following the demonstrations — a “Patriot Muster” and a “BLM-Antifa Soup Drive” counterprotest.

    Doug Richards, who said he is representing Dolloff’s family, said the man who was shot reached into his shirt which made Dolloff fear for his safety, leading him to shoot. He said images of the scene from The Denver Post, which first reported his comments, show that Dolloff put his body between the man and the reporter from KUSA-TV, also known as 9News, he was working to protect.

    “He was doing what he was supposed to be doing there,” Richards said.

    Police have said two guns and a Mace can were found at the crime scene but declined on Monday to release any more details about what happened, including who the guns belonged to, because they do not want to harm the ongoing investigation, department spokesperson Jay Casillas said. The document laying out the reasons for Dolloff’s arrest remains sealed.

    The man who died in the shooting was identified Monday as Lee Keltner, a 49-year-old U.S. Navy veteran who operated a hat-making business in the Denver area.

    Denver officials say Dolloff did not have a license to work as a security guard in the city and were investigating how he was allowed to work anyway.

    Under rules adopted by Denver in 2018, both security companies and the guards they employ must have city licenses. Guards must undergo 16 hours of training and an FBI background check to get a license and complete eight hours more training to renew their license each year, said Eric Escudero, a spokesman for the city’s Excise and Licenses Department. Guards that carry firearms must also be screened by police, he said.

    Companies that employ guards without licenses can have their licenses suspended or revoked and face fines. Individual guards who do not have licenses can be punished with a $999 fine and up to one year in jail.

    “Licensed security guard employers that hire unlicensed security guards could face disciplinary actions against their licenses ranging from a fine, to suspension, to revocation,” said Ryan Luby, a spokesman for Denver’s City Attorney’s Office. “Businesses could also face criminal charges for permitting or directing an unlicensed person to perform security services. Regarding Matthew Dolloff, there could be civil or criminal actions taken, or both, against Mr. Dolloff, Pinkerton, 9News, and/or any other entity that hired and deployed Dolloff in an unlicensed security guard capacity.”

    Dolloff did have a permit to carry a concealed weapon in Colorado issued by his local sheriff’s office but it was suspended Monday because of the allegations against him. Elbert County Sheriff Tim Norton said he will decide whether Dolloff will get the five-year permit back based on what happens in the criminal case.

    According to state business records, Dolloff was listed as the registered agent for a farm that raises animals including turkeys, sheep and goats in Elizabeth, a town outside the Denver metro area. No one answered the phone at the farm on Monday and a message left for another person listed in business filings was not returned.

    KUSA-TV said Sunday that it has been hiring private security to accompany its staff at protests for a number of months. It said Dolloff had been hired through the Pinkerton security company. However, in a statement, Pinkerton said Dolloff was a contract agent, not a Pinkerton employee. The company did not reveal the name of the contract company Dolloff worked for.

    “Pinkerton is fully cooperating with law enforcement authorities in their investigation of this matter,” it said.

    9News, in a statement issued Monday, said it “continues to cooperated fully with law enforcement and is deeply saddened by this loss of life.”

    The station added: “Pinkerton, the private security firm, is responsible for ensuring its guards or those it contracts with are appropriately licensed. 9News does not contract directly with individual security personnel.”

    Network news crews have taken security for years, especially overseas, said Dan Shelley, executive director of the Radio-Television-Digital News Association. In recent years, it’s become more common for television news crews amid increasingly corrosive political and ideological rhetoric, he said.

    “It’s very unfortunate because journalists, while they’re not around to make friends, they are around to serve their communities by seeking and reporting the truth,” he said.

    In some markets, like the San Francisco Bay Area, it’s become fairly routine, said Al Tompkins with the Poynter Institute for Media Studies. A private security guard there was shot and wounded when a crew on assignment was robbed of their camera outside a library in February 2019.

    Typically, security guards are unobtrusive and step in simply to defuse situations, he said.

    “The fact of the matter is, the intensity of doing the job of journalism keeps you from being as aware as you need to be in order to stay safe,” Tompkins said. “They’re going in there with one main goal, and that is to avoid problems.”

    The fatal shooting of Lee Keltner and the arrest of Matthew Dolloff on suspicion of first-degree murder following dueling demonstrations at Civic Center Park on October 10 has put 9News in the sort of awkward position that broadcast outlets seek to avoid: being the story rather than covering it.

    The station had contracted with Dolloff to provide security for a crew assigned to the afternoon events: a so-called Patriot Muster involving ultra-conservative pro-police forces and a BLM-Antifa soup drive scheduled around the same time in order to counter the other group's messaging.

    Soon after Dolloff's arrest, the city reported that he was not licensed as a security guard in Denver, and 9News now says that its employees had no idea he was packing heat. The station has also released two new videos, including one showing an argument between Keltner and a Black Lives Matter protester in the moments before the shooting.

    The protester had previously been identified in numerous news reports as Jacob Kelly. But while his name has been removed from the Denver Police Department's probable-cause statement on Dolloff's arrest provided to media outlets on October 13, an unexpurgated version that managed to slip out earlier names him as Jeremiah Elliott, as seen below. (Note that Dolloff's name is misspelled throughout the document.)

    Sources say that 9News began hiring security because of incidents late last year involving reporter Jeremy Jojola. Contacted by Westword, Jojola referred all questions to 9News President and General Manager Mark Cornetta, who declined to provide any details beyond the following statement:

    Westword has reported in detail about conflicts with white-supremacist and fascist outfits as a result of Jojola's work. In December 2019, he told us about ugly threats over stories about neo-Nazis. This past March, we revealed that Jojola had filed a restraining order against a hate criminal who'd come to his house, which was occupied at the time by his wife and new baby. And in August, he discussed his decision to quit Twitter after being deluged with vile attacks.

    The conservative blogosphere has now spent days working overtime in an effort to connect Dolloff to left-wing extremists (longtime columnist and right-wing provocateur Michelle Malkin has even linked Jojola to Dolloff on Twitter), as well as to blame Elliott for what happened to Keltner even though the videos confirm that the two parted prior to the gunfire.

    But aspersions are also being cast on 9News by the likes of The Red State, which claimed in an October 12 item that "at least one well-known field reporter for 9News — Kyle Clark — is identified by a BLM/Antifa website as being 'one of us' in a Twitter comment."

    A random tweet about Clark and 9News proves less than nothing about where their sympathies lie. But that sort of nastiness is being spewed regularly right now across social media platforms — and is likely to continue for some time to come.

    Hypocrisy won't be on trial in connection with the October 10 killing of Lee Keltner after dueling protests at Civic Center Park, and that's just as well — because it would be hard to keep track of all the defendants.

    Today, October 19, Matthew Dolloff, hired by 9News as a security guard for a crew covering a so-called Patriot Muster and a Black Lives Matter/Antifa soup drive both scheduled at the Civic Center on October 10, will be formally charged with second-degree murder by the Denver District Attorney's office. In the meantime, Jeremiah Elliott, a BLM activist who got into a dust-up with Keltner shortly before Keltner sprayed a cloud of chemicals in Dolloff's direction and the security guard pulled the trigger, is speaking out about threats made against him.

    During an interview with CBS4 on October 18, Elliott wore a bulletproof vest.

    Elliott has been under attack by the right-wing press since videos of the slaying surfaced, even though he was unarmed and the Mace-carrying Keltner had moved away from him before getting in the way of Dolloff's bullet. In recent days, these attacks have been bolstered by video that appears to show Elliott in a celebratory mood after Keltner went down. He can be heard in the clip below saying "One less white supremacist!" and "Fuck, yeah, right in the dome!"

    Elliott declined to comment about the video when speaking to CBS4. But far-right and neo-Nazi groups have been directing the same kind of vitriol against Black Lives Matter and Antifa advocates for several months, as evidenced by a collection of hateful online posts assembled by Denver attorney Jason Flores-Williams for a lawsuit filed against Facebook over protester murders in Kenosha, Wisconsin, earlier this year.     Westword received allegations of threats against BLM witnesses after the Keltner shooting that echo what Elliott describes in a new GoFundMe page he's launched to finance what he describes as a "safety fund." Its introduction reads:
    Since this incident occurred my life is in imminent danger as I am currently getting harassed and stalked online and off. They have contacted previous employment and housing and are trying to find my location. It is imperative that I get your help now when it is needed. Anything helps. All fund will go to my personal safety. Stay strong stay safe.

    Just over $700 has been donated to the cause.

    Meanwhile, lawyers are weighing in on both sides. Dolloff attorney Doug Richards insists that his client was merely doing his job on October 10, rather than secretly supporting the progressive forces, and fired in self-defense. In contrast, William Boyle is doing his best to portray Keltner, whose family he represents, as an America-loving good guy rather than a combustible personality itching for just the sort of confrontation that erupted, albeit with tragic results.

    Narratives like these will battle it out in the court of public opinion for weeks and months to come.

    The attorney for an unlicensed security guard who is accused of shooting and killing a man near downtown Denver during dueling protests told a judge Friday that Matthew Dolloff has been in solitary confinement for the two weeks since the shooting happened.


    In a video conference hearing Friday, Dolloff’s attorney, Valerie Cole, argued his bail should be reduced from the current $500,000 for multiple reasons.

    She said that Dolloff is not a flight risk, has strong ties to the community where he lives about an hour from Denver and is employable while he awaits trial – both as a security guard and in other fields. She also said Dolloff has nearly completed a bachelor’s degree that he is working toward.

    Another and urgent, reason Cole said she wanted Dolloff's bail reduced is that she said he is stuck in solitary confinement because of threats against him.

    She told the judge Dolloff has not had access to a shower or basic hygiene needs during his confinement.

    Cole said his treatment, “borders on cruel and unusual.”

    But prosecutors countered saying, “Mr. Dolloff brought a gun to downtown Denver and killed someone…that’s a bottom line here.”

    Judge John Madden said he was “confident” he knew how he would rule on Dolloff’s bond and other procedural concerns his attorney’s raised, but he wanted a written record of his decision given the high profile nature of the case. Madden said he would rule by Monday and set Dolloff’s next court appearance for November 20 at 1:30 p.m.

    During Friday's hearing, Cole also submitted more than 20 reference letters from Dolloff’s family and friends who vouched for his character and described him as “thoughtful, non-violent, respectful…natural protector,” and “mediator” among other things.



    Cole said the shooting was in an “obvious” case of self-defense, a characterization prosecutors refute





    Dolloff has been held in the Downtown Detention Center since the Oct. 10 shooting that led to the death of 49-year-old Lee Keltner.

    Dolloff was formally charged on Monday. Denver District Attorney Beth McCann announced that she was planning on a second-degree murder charge last week.

    Dolloff was arrested on Oct. 10 following the shooting near the Denver Art Museum. It happened near the end of two dueling demonstrations that included members of Black Lives Matter and other groups on one side, as well as people attending what they dubbed a “Patriot Muster.”





    According to the probable cause (PC) statement released by the Denver Police Department Tuesday, Keltner and another individual engaged in a "verbal dispute" and "both men yelled and postured" while walking with a group around 3:30 p.m. near the DAM during the rally. Witnesses told investigators they believed "the men may engage in a physical altercation," the PC statement says.

    Keltner was then observed holding a bottle of OC spray prior to striking Dolloff in the side of the head with an open hand following an altercation in front of the DAM, according to the PC statement.

    Dolloff then pulled a gun from his waistband and fired one shot at the same time Keltner sprayed the OC, the PC statement says. Keltner immediately collapsed, the PC statement says, and officers quickly took custody of Dolloff.





    Keltner was taken to the hospital, where he was declared dead at 4:05 p.m., the PC statement says.

    Keltner, reportedly a Navy veteran, worked as a hatter and was also a part of Colorado’s Motorcycle community. The Biker Down Charity has started a fundraiser for his family, describing him as a husband, father and friend to many

    DENVER (KDVR) — A judge has decided against reducing bond for Matthew Dolloff, the unlicensed security guard charged with murder after shooting a man at a rally.

    The shooting happened Oct. 11 during a Patriot muster at Civic Center Park while Dolloff was providing protection for a 9NEWS crew. Video shows an argument between Lee Keltner and another man, with Keltner then turning and engaging with Dolloff. Simultaneously Dolloff fired his gun and Keltner discharged OC spray. Keltner died from the gunshot.

    On Oct. 19, Dolloff was charged with second-degree murder. The charges were filed at the district court level. His bond was set at $500,000.

    Valerie Cole, the public defender who is representing Dolloff, argued that Dolloff’s bond should be reduced to $25,000-$50,000 cash, property or surety bonds.

    She said under normal circumstances, she would request a personal recognizance bond on his behalf because “it’s clear he was and did act in defense of himself and in defense of another.” However, she said she understood the significance of the charge against Dolloff when making her request.

    In the judge’s letter denying the bail reduction, he said this is not apparent given the current evidence.

    “The evidence of which the Court is presently aware appears to show that, at the time of the shooting, there was no danger from the victim that placed the Defendant or anyone else in imminent risk of death or great bodily injury,” District Court Judge John W. Madden IV said.

    Madden’s ruling appears to hinge on the risk of Dolloff not appearing in court for future hearings.

    “Although the Defendant’s employment is potentially still available to him, it would involve him working again as a security guard, and the charges in this case arise directly from the Defendant’s actions in his role as such. Such employment is not acceptable under the circumstances.

    “Further, the Defendant and his family have apparently received serious death threats, and the family has had to keep their location secret. The other types of potential employment suggested by the defense would not appear to be feasible in light of that situation.1

    “Additionally, although the Defendant has family in the state, he also has strong family ties to 1 Maximum supervision by Pretrial Services will be imposed in this case, which would also effectively preclude the Defendant from working in any event. 3 individuals outside of the state.

    “Lastly in this regard, the residence where the Defendant would live while on bond does not have a land line which inhibits the ability for the Defendant to be subject to GPS monitoring while on bond.

    “The most significant factors increasing the risk of nonappearance are the potential sentence and the likelihood of conviction, which are components of the statutory factor of the likely sentence. The Defendant placed significant emphasis on the risk of conviction in arguing for a reduction of the amount of the bond in this matter.“

    Dolloff has been charged with second degree murder. Dolloff’s lawyer has claimed self defense.

    Video from bystanders, including the TV producer Dolloff was working with at the time, and photos from The Denver Post, show Keltner at first arguing with a Black man wearing a Black Guns Matter T-shirt before getting into an altercation with Dolloff. Cellphone video from the unnamed TV producer suggests Keltner was upset that the original argument was being recorded.

    The video shows Keltner, holding a spray can, walking out of view.
