    A man being held in the Scott County Jail on a sex offender registry violation charge is a person of interest in the case of a missing 10-year-old Davenport girl, according to a motion filed in district court by his attorney on Monday afternoon.

    As first reported by television station KWQC, Henry Earl Dinkins, 47, was arrested on Friday, July 10, and charged with second-offense sex offender registration violation, a class D felony. He was also charged with a probation violation.

    According to the criminal complaint filed in Scott County District Court on Friday, a search warrant was executed at an apartment in the 2700 block of East 53rd Street. Items belonging to, and identifying of, Dinkins were found in the apartment, according to officers. A woman in the residence who said she was his girlfriend told officers that he had been living there for over a month. Police allege that Dinkins did not notify the Scott County Sheriff?s Office of the change in address, as required by sex offender registry rules.

    Earlier that day, police say Breasia Terrell, 10, was last seen Friday morning in the 2700 block East 53rd Street in Davenport. The criminal complaint did not explicitly link the search warrant for the apartment where Dinkins was allegedly living in that neighborhood to the Terrell case.

    However, a motion to withdraw as counsel for Dinkins by his court-appointed attorney, Russell A. Dircks, filed on Monday said that Dinkins is a ?person of interest in matter of a missing minor Breasia Terrell.? The motion says that Dircks? wife is a teacher who had Terrell in one of her classes, and adds that Dircks had received information that ?would create a conflict of interest with Mr. Dinkins.?

    A judge has not yet ruled on Dircks? request as of Monday afternoon.

    Terrell is 4 feet 5 inches tall, weighs 75 pounds, and has black hair and brown eyes. Davenport Police said she was last seen wearing a white t-shirt, shorts, and flip flops. CrimeStoppers of the Quad Cities is offering a $3,500 cash reward for information that leads to law enforcement locating Terrell.

    The reward for a break in the investigation of the disappearance of 10-year-old Breasia Terrell is now $10,000.

    Breasia went missing sometime between late July 9 and noon July 10. She was visiting Henry Earl Dinkins, 47, her brother's father.

    She was last seen in the 2700 block of 53rd Street, according to family and the police. Dinkins is considered a person of interest in the case and is being held on a sex offender registration violation but has not been charged in connection with her disappearance.

    "Today the FBI is contributing an additional $6,500 reward to the existing $3,500 reward, making it $10,000 for any information that would assist law enforcement in locating Breasia or information leading to the arrest of anyone who may have taken part in her disappearance," Special Agent in Charge Kristi Johnson said Wednesday during a news conference at the Davenport Police Department.

    Police Chief Paul Sikorski said there had been no arrests as of Wednesday afternoon.

    Investigators were continuing to serve search warrants, conduct interviews, check locations and analyze evidence, he said.

    “This investigation is still full force ahead,” Sikorski said.

    An Amber Alert issued on July 15 for missing 11-year-old Breasia Terrell has been canceled.

    Mitch Mortvedt, with the Iowa Division of Criminal Investigation, tells KCRG that the case has been moved to a missing persons case since so much time has passed since her disappearance.

    Sunday marked six months since the disappearance of the Iowa girl.

    Breasia is from eastern Iowa and was last seen at a Davenport apartment complex.

    No one has been charged in the case. Police have named a person of interest, Henry Dinkins. Dinkins is the father of Breasia's half-brother.

    Dinkins is currently being held in jail on a probation violation charge.

    The FBI is asking anyone with information in the case to call them at 402-493-8688.

    A $10,000 reward is available.

    Breasia Terrell to be featured on Investigation Discovery’s ‘In Pursuit: The Missing’

    The case of Breasia Terrell, a Davenport girl missing since July, will be featured on a one-hour special on Investigation Discovery’s “In Pursuit: The Missing.”

    The special will begin streaming on discovery+ on Sunday and premiere on Investigation Discovery at 8 p.m. Monday.

    The special will follow Callahan Walsh as he investigates two main mysterious cases and will showcase additional missing children, like Terrell.

    Terrell, then 10, was last seen at a Davenport apartment complex early on July 10. The previous night, she and her half-brother spent the night with the boy’s father, Henry Earl Dinkins, a registered sex offender, and his girlfriend.

    Dinkins, 48, has been named a person of interest in the case but has not been charged in her disappearance. He remains in jail awaiting trial on unrelated sex offender registry violation charges.

    At the time of her disappearance, Terrell was 4 feet, 5 inches tall and has braids and brown eyes. She was last seen wearing a white shirt, white shorts, and white and pink flip-flops.

    The FBI is offering $10,000 for anyone with information that can help them find her.

    Police in Davenport confirmed Wednesday that remains discovered by fishermen are those of 11-year-old Breasia Terrell

    Davenport police Chief Paul Sikorski made the announcement during a news conference. Terrell's body was discovered in a pond in a rural area near DeWitt, about 20 miles north of Davenport. Authorities have been investigating the disappearance of the 11-year-old girl since last summer.

    On July 9, Breasia spent the night with her brother Detorious, whose father is Henry Dinkins. Dinkins is the person of interest in her disappearance.

    Dinkins, now in custody and awaiting trial for an unrelated charge, remains a person of interest in the disappearance.

    "They know he knows something but he's not talking," said Breasia's uncle DeMarcus Lankford. "That's basically all we hear."

    In recent months, there have been few updates on the investigation by Davenport police and the FBI. In December, Davenport police said three investigators and a supervisor remained on the case.

    The FBI is offering a $10,000 reward for information that leads to Breasia or the arrest of anyone involved in her disappearance.
