    WAYNE COUNTY, Ind. (WKEF/WRGT) -- A Preble County man is accused of reckless homicide in a fiery crash that killed four children Thursday afternoon on I-70.

    The Indiana State says a 2004 Kenworth semi-tractor trailer crashed into eastbound traffic in a construction zone.

    The crash caused the other vehicle, a 2020 Chevrolet Malibu, to collide with a semi in front of it, State Police said. Both the Kenworth and Chevrolet then caught fire.

    A passerby was able to pull the driver out of the car, State Police report; however, four children in that car could not be saved. Those victims have been identified as Anesa Noel Acosta, 15; Quintin Michael McGowan, 13; Brekkin Riley Bruce, 8, and Trentin Beau Bruce, 6.

    The driver of the passenger car, Aaron Bruce, 34, of Kansas City, Missouri, was taken to a hospital in Indianapolis and admitted to the burn unit in critical condition, the Wayne County Sheriff's Department said.

    Witnesses told the Sheriff's Department that "Withrow's semi was operating in an erratic manner" and at a high rate of speed in the construction zone just before the crash.

    The Sheriff's Department says they determined that traffic was flowing freely and not backed up or stopped at the time of the crash. Initial reports indicated that traffic ahead of the semi had slowed before the crash.

    State Police say the driver of the Kenworth, Corey Withrow, 31, of Camden, Ohio, escaped his burning semi with injuries that were considered not life-threatening. He was taken to Reid Health Hospital in Richmond. The driver of the second semi, Thomas Flaherty, 57, of Springfield, Ohio, was uninjured.

    The Wayne County Sheriff's Department indicates that drugs were a contributing factor in causing the crash. Preliminary toxicology reports showed multiple drugs in Withrow's system, the Sheriff's Department said. Withrow has been charged with Operating While Intoxicated and Reckless Homicide.

    Preliminary toxicology reports indicated that the driver had multiple drugs in his system at the time of the crash. He was arrested and lodged into the Wayne County Jail on the following preliminary charges:

    Four counts of reckless homicide
    Four counts of operating while intoxicated causing death
    Operating while intoxicated causing serious bodily injury
