. In the video of the sting, recorded last October, he’s heard telling the paedophile hunters the girl he was meeting was 18. In his possession was a carrier bag containing several thongs - after his arrest, he asked to be refunded for the underwear.

A scientist at Porton Down, the UK government’s highly controversial and top secret military laboratory, has been charged by police after being ’stung’ by paedophile hunters trying to meet a 14-year-old girl for sex.

Alexander Aplin has been suspended from his role at the laboratory in Salisbury, pending his trial on 23rd August, where he will be prosecuted for attempting to meet a child for sex, grooming and attempting to engage a child in sexual communication.

The City of Johannesburg's Emergency Management Services says it was forced to withdraw ambulance services until further notice to the community of Cosmo City following an attack on a crew on Saturday.

They had been attending to an assault incident when the ambulance was damaged in their presence, spokesperson Robert Mulaudzi said.

Mulaudzi said the ambulance crew and the patient managed to evacuate the area unharmed.

"They [attackers] wanted to torch the patient because they believed he was responsible for someone's death in the area," Mulaudzi told News24.

"It must be noted that the ambulance was damaged in front of law enforcement officers hence the withdrawal of services in the area."

He said the damaged ambulance was one of the 42 new vehicles handed over by mayor Herman Mashaba to serve Cosmo City residents.

Meanwhile, Mashaba tweeted on Saturday that, "unfortunately some of these criminal acts are politically motivated, to sabotage the service Delivery agenda of the Multi Party government. Which Society would do this to such critical Community service?"

Pretoria - The “Nocturnal Prowler” - also known as “The Ghost” - who is targeting Tshwane’s homeless men could be of the view that he is “helping” society by removing its “bad apples”.
Dr Llewellyn Curlewis of the University of Pretoria’s Department of Procedural Law said that despite looking at recent media reports on the killing of five homeless men in and around the Muckleneuk area this month, it was reckless to announce that a serial killer was on the loose.

Curlewis said investigative stakeholders might be hesitant to call the person a “serial killer” so as not to cause a frenzy but also taking into consideration that no perpetrator or perpetrators had been identified yet.

The behaviour so far, however, was indicative of a vigilante who had taken their time to identify their targets.

He said he had no doubt the person’s psychological state would be the first thing a legal representative would have to take into consideration should they be apprehended and charged with the murders.

Of the kind of person who could be behind the killings, Curlewis said the culprit’s actions exhibited psychopathic behaviour.

“It could be a middle-aged man, who is built well and strong considering he has the confidence to attack only middle-aged men.”

Another possibility that could not be ignored was that the killings could be the work of a gang, Curlewis said.

    ADVERTISING

“Incidents like these, where a killer targets a specific group of people have been witnessed worldwide. This person, in their own mind, has acquired a certain status by being referred to as a serial killer and possibly thinks he is doing society a favour.”

A resident has come forward with a picture of what is claimed to be one of the victims taken at the bus stop near Unisa where he can be seen with some basic possessions and a fire burning on the pavement.

Meanwhile, the AfriForum East Moot Neighbourhood Watch said it had increased its patrols in the Muckleneuk area.

Hillel Coetzer, AfriForum’s head of community safety for the northern region, said the neighbourhood watch members patrolled on foot and in vehicles to improve visibility in the area, as well as to crack down on criminal activities.

“In instances like these, the community - which has the necessary resources at its disposal - must stand up for those people whose voices cannot be heard.”

“The attacks on homeless people cannot be ignored. AfriForum’s structures are here to offer assistance to communities and improve safety,” said Andries Opperman, chairperson of AfriForum’s East Moot Neighbourhood Watch.

Provincial police spokesperson Brigadier Mathapelo Peters said there had been no new developments to date.

Maputo — An open letter addressed to the leadership of Mozambique's main opposition party, the former rebel movement Renamo, and now circulating on the internet, claims that senior Renamo officers are being executed at the party's military base in the central district of Gorongosa, on the orders of the party's leader, Ossufo Momade.

However, the letter, dated 8 June, is unsigned, and Renamo spokesperson Jose Manteigas has dismissed as "false" the allegation of summary executions.

Manteigas, interviewed by the independent newssheet "Mediafax", claimed that Renamo has nothing to do with executions and firing squads.

"This is counter-information from our adversaries, exactly to divert our attention", said Manteigas. He thought it no coincidence that such claims should appear precisely when Renamo is preparing for the October general elections.

The letter names, as one of those murdered, Col Josefa Isaias de Sousa. So "Mediafax" suggested that Renamo could clarify the matter by producing Col Sousa alive, and allowing him to speak to the press.

Manteigas refused. He said "that man is a soldier, and I don't have his contact here".

The letter alleges that, at the Gorongosa base, Renamo is experiencing "moments of terror, total panic, intimidation, and execution by firing squad of high ranking officers who used to work directly with the late General Afonso Dhlakama" (Momade's predecessor as Renamo leader, who died of diabetes in Ma1y 2018).

Sousa, the letter continues, was executed on 3 June "on the direct orders of Ossufo Momade, a day after he had met in Chimoio with the President of the Republic (Filipe Nyusi)".

Sousa, the anonymous writer added, was the commander of Renamo Military Intelligence, and a member of the Renamo National Political Commission. He had been the spokesperson for the Renamo General Staff, at the Congress in January this year, which elected Momade as the new leader.

The letter claimed that the whereabouts of most senior officers in the General Staff are now unknown, since they are "trying to escape from the death squad formed by Ossufo Momade", who had decided to eliminate "all those who were close to Afonso Dhlakama".

The writer queried the sanity of Momade, and called for an extraordinary congress of Renamo "to save the party",

Momade, the letter added, "has proved his total incapacity and incompetence to lead the destinies of Renamo, and removing him is an urgent priority for all of us".

"Mediafax" cited an unnamed source in the Renamo leadership, who indicated that much of the content of the letter may be true, because relations between the men who were working directly with Dhlakama, and the security men currently guarding Momade "are not very healthy".

A country’s justice system has the responsibility to lawfully try any person accused of a crime, not the law enforcement. A person charged with an offence is supposed to be tried by the court of law until he is sentenced or set free. The law enforcers are only to identify the accused and work to bring him under the purview of justice. They do so to protect the rights and liberties of the citizens. But when the protectors act beyond their powers, it severely hampers the rule of law and the course of justice.

The killing of an offender, who has not undergone the judicial process, by a law enforcer, or “extrajudicial killing”, is illegal in every aspect. It violates the Constitution and cannot be justified even if the accused was involved in the most heinous crime.

In Bangladesh, extrajudicial killings usually go by the name of “crossfire” or “shootout” which is self-explanatory. The description of “crossfire” may have, at first, seemed “realistic” or somewhat plausible; but the frequency with which extrajudicial killings have been taking place in recent times, goes to show that there is reason to be concerned. Usually at a shootout, the possibility of casualties in both parties is high. But what’s surprising is that in the country, it is the suspect that ends up getting killed almost every time. The lack of information and transparency surrounding these killings compounds the problem. According to rights group Ain O Salish Kendra, a record 466 people were killed via extrajudicial means last year. This presents an extremely bleak picture of human rights in the country.

The frequency with which extrajudicial killings have been taking place goes to show that there is reason to be concerned. Usually at a shootout, the possibility of casualties in both parties is high. But what’s surprising is that in the country, it is the suspect that ends up getting killed almost every time.
Recently, a man named Nayan Bond was killed in a “gunfight”. Nayan Bond was the prime suspect of the Rifat Sharif murder case that shocked us all. Everyone now knows about the horrific video that circulated around Facebook, which shows Rifat Sharif being brutally stabbed by a group of men, in broad daylight, on June 26. The video provided clear and strong evidence of Nayan’s involvement in the killing. While the video and Rifat’s cruel death were the talk of the town and people were eagerly waiting for the law enforcement agencies to arrest all the suspects, out of the blue, Nayan Bond was found dead after a gunfight took place between him and the police. News reports confirmed the death of Nayan in Barguna Sadar Upazila after a raid conducted by the police. According to the police, Nayan’s accomplices opened fire at them resulting in them retaliating. The accomplices fled the scene leaving a wounded Nayan beside the Payra River.

A surge of mixed reactions from the citizens flooded social media sites, where some people were seen praising the act. They believe a murderer like him deserved it. Are their reactions rational? Yes, to an extent, since the rage they’re feeling is still fresh. But emotions can never fully justify an extrajudicial killing. If all accused persons were given such punishment for their misdeeds, then society would collapse.

Article 31 of the Constitution of Bangladesh states: “To enjoy the protection of law, and to be treated in accordance with law, is the absolute right of every citizen, wherever he may be, and of every other person for the time being within Bangladesh, and in particular no action unfavourable to the life, liberty, body, reputation or property of any person shall be taken except in accordance with law.” When the Constitution itself promotes the safeguarding of life and liberty of the citizens, how can the action of the protectors of the law be contradictory? Isn’t the Constitution the law of the land that all governments and institutions must abide by? The Constitution is the supreme authority which demands that governments do their best to uphold citizens’ fundamental rights. And extrajudicial killings violate the fundamental right to life and liberty.

Extrajudicial killings are condemned all over the world by various human rights groups, such as Amnesty International. The UN also regularly monitors such cases through the Office of the United Nations High Commissioner for Human Rights (OHCHR).

Extrajudicial killings are an example of usurpation of the rule of law and a total mockery of the criminal justice system. Recent statistics by local rights organisations show how the situation has deteriorated ever since the drive against drug peddlers began last year: “at least 292 people were killed in ‘shootouts’ with law enforcers till December 30, 2018.” Bringing extrajudicial killings to a halt is a necessity for good governance. If people continue to be deprived of all judicial proceedings and killed in “gunfights” and “shootouts”, people’s reliance and trust in the justice system can never be restored.

A UN human rights body in Cambodia on Monday issued part of a report highlighting cases of extrajudicial killing in the Kingdom, prompting the government to say that officials are working hard to eliminate the problem.

According to a partial report published on Facebook by the Office of the United Nations High Commissioner for Human Rights in Cambodia, 73 cases from 2010 to 2018 were recorded. The full report is due next month.

“From 2010 to 2018, OHCHR listed 73 cases of popular justice. Fifty-seven people were killed and others were beaten or harassed by ordinary people following accusations of theft, social misconduct or practising witchcraft,” it said, adding that the numbers could be far below the real figures since cases are rarely reported. “If you witness a mob violence, don’t join or post on social media.”

The most widely known case happened in Phnom Penh last year where Suy Sareth, a professor with the University of Cambodia, was badly beaten after he struck motorists in the city with his SUV after a traffic accident.

Simon Walker, an OHCHR representative, said the OHCHR officials have undertaken research into the issue and interviewed people affected by mob justice.

“They have indicated to us that the main reasons are a lack of trust in the police, court and prison system, including perceptions of corruption that might affect any investigations into complaints of criminal acts; and poverty, as losing money or a possession, such as a motorcycle can have disastrous effects on peoples’ daily lives,” Mr Walker said.

He added that the main challenge is the need to ensure “effective investigation and prosecution of criminals”.

“This will help build trust in the authorities, and therefore encourage people not to take justice into their own hands,” he said. “UN Human Rights Cambodia has been working with the government to strengthen the legal and judicial infrastructure, and this is fundamental to eliminating popular justice.”

“The authorities have a role to build trust in the community and part of doing this will be to demonstrate commitment to carry out investigations and prosecutions when criminal acts occur, and to provide an effective remedy to any victim of such acts,” Mr Walker added. “Preventing acts of popular justice by intervening in a timely manner is also important.”

San Chey, executive director of the Affiliated Network for Social Accountability Cambodia, agreed that lack of faith in the judicial system causes mob justice.

Mr Chey said people who use violence against a suspected criminal must face the law.

“Violence against a suspect is also an offence, but in some cases, we have noted that even some officials were at the scene [of the crime] still failed to intervene to save the lives of the victims,” he said.

Chin Malin, vice president of the Cambodian Human Rights Committee and spokesman for the Justice Ministry, yesterday said he does not have mob justice statistics, but noted that the government is working hard to handle the issue by cooperating with partners, including the OHCHR.

“We are working on this issue with all relevant partners, including the Office of the High Commissioner for Human Rights in Cambodia, in order to reduce and eliminate all forms of popular justice, or mob killings, through the use of the mechanism of education and the dissemination of the principles of human rights to the people,” Mr Malin said. “We are strengthening our law enforcement officers so they can do their duties; which means that they need to bring perpetrators to face charges, in accordance with the law.

“Previously, we could not catch perpetrators [of mob killings] because it is hard to identify suspects due to the crowds that gather, but in some cases, we have brought perpetrators to court,” he added.

LETTER | I thought the new government formed after May 9 last year would have gotten rid of the third world stupid mentality prevailing in our country.

I am referring to the resurgence of vigilante groups intending to go around enforcing what they feel is moral and immoral.

For goodness sake, can the religious authorities and the police put down their foot and nip this nonsense in the bud for good?

This has nothing to do with Malays or Muslims only. This has everything to do with our country as one based on law, liberty and the constitution.

We should never ever let these cowboys and cowgirls roam around deciding what is moral and immoral. If there are indeed gaps and inadequacies, we should let the existing formal authorities to sort this out.

Enforcement can only take place when formal laws and regulations are in place.

When vigilante groups go around enforcing their brand of morality, may I know how did they confer themselves with the authority? May I know which formal laws and regulations are they enforcing?

Surely, it can’t be based on their own interpretation, imagination and fantasy.

I find it ridiculous these vigilante groups are now demanding to see Mujahid Yusof Rawa, our de facto minister for religious affairs, and the police to talk things over on why they should be allowed to carry on with their activities.

I do not know how Mujahid and the police will respond, but to me it is simple, these vigilante groups do not even have the locus standi to ask for the meeting in the first place.

I dread to think if our minister and the police do respond to their demands and decide to meet them. That would be a clear indication that our government has lost its way.

There are so many questions one can ask of these vigilante groups. Who are they? What track records do they have as human beings?

Are they trained? What specific knowledge and skill do they have? Are they as depraved and corrupt? How do they get to wear uniforms that “indicate” authorities?

How do they confer themselves with authority? And what properly constituted laws and regulations are they enforcing?

Please be very careful; vigilante groups are not an indication of a society yearning for morality. It is a manifestation of a simpleton society very much governed by third world mentality.

Malaysia is not perfect. But at the very least, we still have a functioning and effective government that subscribes to and recognises fundamental liberties and rule of law.

Be firm and be professional, nip in the bud these vigilante groups for good.

If the formal authorities start talking to them, there will be no end to it.

Fourteen nabbed for alleged vigilante attack on murder suspect in South Africa

    https://www.iol.co.za/news/south-afr...spect-28896056

JOHANNESBURG - Fourteen suspects have been arrested in Themba in the greater Hammanskraal area for allegedly stoning to death a murder suspect, aged 35, and injuring police officers, police said on Monday.

Police spokesperson Colonel Lungelo Dlamini said the incident happened on Sunday midday and they were arrested on Monday morning by a team that had been tasked with tracking down the suspects.

Provincial police commissioner of Gauteng General Elias Mawela is warning members of the community who engage in serious and violent crime by taking the law into their own hands that police will deal effectively with the perpetrators.

"The victim had been taken out on an investigation to a murder scene of a foreign national who was killed last week on Tuesday. While a detective was busy taking a statement, the victim was attacked with stones and other objects," said Dlamini.

"When reinforcement reached the scene, the victim had already been killed after he had been attacked by more than ten people. The police officer who was also thrown with stones sustained injuries on his legs."

The provincial commissioner is calling on members of the community who were experiencing problems with service delivery to resort to lawful means of seeking help from their local station commanders or their district commanders instead of taking the law into their own hands.

The suspects are expected to appear in the Themba Magistrate's Court on Tuesday on charges of murder and attempted murder.

What the hell did you expect. If people feel is ineffective then go ahead and take the laws into your hands.

A GANG of online paedophile hunters have appeared in court accused of abducting a man and threatening to kill him.

Five members of the Wolf Pack Hunters UK group are alleged to have attacked Stuart McInroy during an incident at Edinburgh bus station last year.

All pleaded not guilty to the charges when they appeared in the dock at Edinburgh Sheriff Court yesterday.
All pleaded not guilty to the charges when they appeared in the dock at Edinburgh Sheriff Court yesterday.
The gang are said to have repeatedly punched Mr McInroy to the head and body before head-butting him.

The five-strong group are then said to have repeatedly made threats to kill the man while recording the alleged attack on a mobile phone.

Karen Ferry, from Mayfield, Marcin Kuciak, from Edinburgh, Jay Sharkey and Gordon Buchan, both from Glasgow and William Brown, from Stranraer, all pleaded not guilty to the charges when they appeared in the dock at Edinburgh Sheriff Court yesterday.

All five are said to have joined in the violent attack on Mr McInroy while Ferry, 48, is alleged to have filmed the incident on her phone during the incident on September 27 last year.

Ferry is also alleged to have breached a court order banning her from taking part in Wolf Pack activities when she was caught at Mr McInroy’s home in Fife earlier this year.

Brown, 40, is alleged to have committed two road traffic offences while Sharkey, 18, is facing a charge of breaching a home curfew by being outwith his home between 7pm and 7am on November 9 last year.

All five members of the Wolf Pack Hunters UK denied the allegations against them during yesterday’s hearing and a trial has been set down for September.

The Wolf Pack Hunters UK set up fake online accounts in the name of children in a bid to entice child sex abusers to contact them.

Following the online chats a meeting with the alleged offender is set up and the confrontation is live streamed on the group’s Facebook page.

All information collected by the group is then passed on to police to aid future prosecutions.

The group have been responsible for scores of men appearing in court accused of various child sex abuse offences.

"They then torched the house and the other house where the alleged rape took place. Inside one of the torched houses, a man was burnt to death beyond recognition," said Funda.

Police are investigating cases of rape, murder and arson.

Funda said one person was taken in for questioning in relation to the torchings.

I do have a fascination with president Duterte of the Philippines and Dexter Morgan though in the confines of this board but I never talk about it in real life though.

In these cases in these stories I have some sympathies for some of the vigilante killers. Some of these Vigilante killers wanted to spare the original accusers from the "Blame the Victim" scenario in cases where they were pressured to kill the person the original accuser said "that person harassed her or raped her." Once the vigilante beat up and killed the accused they have to go to court and find out that a dead person has hero shamed them in the fight and in court. Also in some cases these people felt if they didn't do the killing they feared not being seen as a good Samaritan or Altruistic to the person they were told needed to be protected.

Greater Manchester Police has discouraged ‘paedophile hunters’ from taking vigilante action, after a report revealed such groups are putting a strain on police resources.

A GMP officer flagged the groups as a ‘key challenge’ facing the force in a Salford council report earlier this year, saying GMP has seen an ‘increase in demand regarding vigilante groups’.

The police often have to provide additional safeguarding measures for suspects and their families when the groups use live-streamed confrontations, a superintendent has said.

GMP set up ‘Op Drachma’ in January 2018 to collect intelligence on organised child abuse activist groups and their activity.

They said they wanted to understand whether the groups may pose a threat in terms of vigilantism.

Paedophile hunter groups often pose as children on the internet in an attempt to catch predators through sting operations.

But a superintendent has told the Local Democracy Reporting Service that the groups can create more work for the police, who have to instigate additional safety measures for suspects and their families when vigilantes live-stream confrontations over social media sites - especially when the suspect is vulnerable.

The Salford council report, which went before a health and wellbeing board in February, did not say how many groups are operating in the city-region.

But it did say that the GMP had seen an ‘increase in demand regarding vigilante groups,’ which it said 'puts pressure on resources'.

A Freedom of Information sent by the LDRS revealed that the force received 146 reports of vigilante groups in 2017 and 2018, 129 of which were understood to relate to Greater Manchester.

Manchester city centre and north Manchester was highlighted as the hotspot with 18 reports, followed by Rochdale with 17 and Salford with 15.

Superintendent Gwyn Dodd told the LDRS: “GMP follows the advice of the National Police Chiefs Council (NPCC) in relation to vigilante activity, which recommends that police forces do not ‘work with’ or ‘endorse’ the activity of anti-paedophile groups. The NPCC has issued guidance on dealing with incidents involving organised child abuse activist groups (OCAGs), which have been adopted into GMP policy.

“Such groups are not governed by any legislation or evidential requirements, such as those the police adhere to when investigating online child sexual abuse and exploitation. The legislation and guidelines are in place to protect all parties involved and to prevent the inappropriate targeting of vulnerable individuals.

“Any reports to the police regarding online grooming of children are dealt with robustly whether through OCAGs or other members of the public or reports from social media sites themselves. I would encourage the public to report such concerns of any online profile to Child Exploitation and Online Protection Command through the official channels.

“Live streaming of confrontations, particularly where the suspect has learning disabilities or is otherwise vulnerable, lead to the police having to instigate additional safeguarding measures for the suspect and/or their family.

“GMP policy states that any online footage which contravenes Facebook or other social media guidelines is reported to the internet company with a view to having the video removed, if the OCAG refuses to remove it voluntarily.”

The LDRS contacted two north west-based paedophile hunter groups for a comment but received no response

Tommy Robinson broadcast reports that encouraged “vigilante action” and “unlawful physical” aggression against defendants in a sexual exploitation trial, according to the judges who found him guilty of contempt of court.

The full decision of the high court, released on Tuesday, explains their reasons for ruling against the former leader of the English Defence League (EDL) , whose real name is Stephen Yaxley-Lennon.

Robinson, 36, from Luton, Bedfordshire, had denied breaching a reporting ban by livestreaming footage of defendants arriving at court. He insisted he had only referred to information already in the public domain. He is due to be sentenced later this week.

After sitting at the Old Bailey in London last Friday, Dame Victoria Sharp, president of the Queen’s bench division, and Mr Justice Warby produced a three-page judgment setting out their findings.

“We are entirely satisfied that [Robinson] had actual knowledge that there was an order in force restricting reporting of the trial,” the judges concluded. “He said as much, repeatedly, on the video itself.”

Robinson was found to have committed contempt by breaching a reporting restriction, risked impeding the course of justice and interfered with the administration of justice by “aggressively, and openly filming” the arrival of defendants at court.

Commenting on the impact of Robinson’s actions, the two judges said: “The dangers of using the unmoderated platforms of social media, with the unparalleled speed and reach of such communications, are obvious.

“[Robinson] was engaged in the agitation of members of the public in respect of what he presented as a serious threat to society. His words had a clear tendency to encourage unlawful physical or verbal aggression towards identifiable targets.

“Harassment of the kind he was describing could not be justified … There was plainly a real risk that the defendants awaiting jury verdicts would see themselves as at risk, feel intimidated, and that this would have a significant adverse impact on their ability to participate in the closing stages of the trial.”

In another section, the judges noted that in the video Robinson “approves and encourages vigilante action. We are sure that what [he] said in this passage will have been understood by a substantial number of viewers as an incitement to engage in harassment of the defendants.”

Sharp and Warby added: “If the court were to condone the live broadcast of these defendants being aggressively confronted as they arrive at court, in conjunction with prejudicial commentary and exhortations to engage in harassment, it would pose a risk to the wider interests of the justice system.”

The judges dismissed Robinson’s defence that what he broadcast was legitimate freedom of expression. Fair trial rights were, they said, qualified free speech. “Here, we are concerned with interferences with the administration of justice that fall short of subverting the right to a fair trial. However, we are satisfied that our interpretation and application of the law of contempt is consistent with the [European] convention [on human rights].”

While awaiting sentencing, Robinson has broadcast a desperate plea for the the US president, Donald Trump, to grant him asylum. “I feel I am two days away from being sentenced to death, in the UK, for journalism – today I call on Donald Trump, his administration, and the Republican party to grant me and my family political asylum in the USA.”
