A woman walking her dog outside her condominium in West Hollywood was shot dead by her ex-boyfriend who police say then turned the gun on himself two hours later in an apparent murder-suicide.

The Los Angeles County Sheriff's Department has identified the victim of the fatal shooting that occurred shortly before 9pm on Tuesday as 25-year-old Whitney Washuta.

Her ex-boyfriend, 27-year-old Kyle Ramsey, was found suffering from a self-inflicted gunshot wound inside an SUV parked about a mile from the initial crime scene.

According to Washuta's sister, the victim and Ramsey had gone through an acrimonious breakup a few weeks ago, ending a three-year relationship.

A press release from the sheriff's department states that Washuta was the initiator of the split with Ramsey, but the jilted boyfriend was 'reluctant to end the relationship' and continued pestering her with phone calls.

Washuta came from a prominent East Coast family: her late grandfather, entrepreneur and philanthropist Steve Washuta, was the founder of Modern Corporation, a multimillion-dollar landfill business based out of Lewiston, New York.

The murder-suicide began unfolding at 8.43pm on Tuesday when the sheriff's department got a call about a possible shooting in the 8700 block of Rosewood Avenue in West Hollywood.

Whitney Washuta was found suffering from a gunshot wound to the upper torso and was pronounced dead at the scene by paramedics from the local fire department.

About two hours later, another 911 call was made about shots fired in the 100 block of Croft Avenue in Los Angeles.

Law enforcement officers who responded to the scene found Kyle Ramsey dead from a self-inflicted gunshot wound inside a parked SUV.

Washuta's sister told homicide detectives that Whitney was walking her dog along Rosewood Avenue when Ramsey approached her with a gun and shot her dead.

Some neighbors reportedly heard the young woman scream 'No!' moments before multiple shots were fired, according to the station KCAL.

Investigators said in their statement that there was no evidence of any past domestic violence or stalking allegations against Ramsey.

Neighbor Leo Shlomo told KTLA that the 27-year-old man had recently brought flowers to Washuta, but she slammed the door in his face after a brief argument.

Whitney never filed a police report to complain about her ex-boyfriend's alleged harassment and stalking.
