    LOS ANGELES, Calif. (FOX 11) - He is the leader of La Luz Del Mundo church but now, Joaquin Garcia is behind bars accused of human trafficking and much more.

    California Attorney General Xavier Becerra announced on Tuesday that mega-church leader Joaquin Garcia and others associated with him face charges of human trafficking, production of child pornography, forcible rape of a minor, among other felonies.

    Becerra says Garcia committed the crimes between 2015 and 2018 while leading La Luz Del Mundo, an international religious organization headquartered in Mexico with over one million followers reported worldwide.

    In the criminal complaint, it is alleged that Garc?a and his "co-defendants" allegedly coerced victims into performing sexual acts by telling them that if they went against any of his desires or wishes as "the Apostle," that they were going against God.

    A copy of the criminal complaint is available on the California Attorney General's website.

    The other individuals named in the complaint are Alondra Ocampo, Azalea Rangel Melendez, and Susana Medina Oaxaca, all of whom are affiliated with La Luz Del Mundo. In addition to Garc?a, Alondra Ocampo and Susana Medina Oaxaca were also arrested.

    An arrest warrant has also been issued for Azalea Rangel Melendez, who is currently at large.

    LOS ANGELES -- The leader and self-proclaimed apostle of La Luz del Mundo, a Mexico-based church with branches in the U.S. that claims over 1 million followers, has been charged with human trafficking and child rape, California officials announced Tuesday.

    Joaqu?n Garc?a and a follower of the church, 24-year-old Susana Medina Oaxaca, were arrested Monday after landing at Los Angeles International Airport, California Attorney General Xavier Becerra's office said.

    Around 1,000 worshippers gathered at the headquarters of La Luz del Mundo in Guadalajara, Jalisco, on Tuesday evening to pray for Garc?a as he was held in Los Angeles on $25 million bail.

    Garc?a, 50, faces 26 counts of felony charges that range from human trafficking and production of child pornography to rape of a minor. The charges detail a series of disturbing allegations involving three girls and one woman between 2015 and 2018 in Los Angeles County.

    The fundamentalist Christian church, whose name translates to The Light of the World, was founded in 1926 by Garc?a's grandfather. It has been the subject of child sex abuse allegations for years but authorities in Mexico have never filed criminal charges. It has more than 15,000 churches in 58 countries, according to its website. The church's followers must adhere to a strict moral code in exchange for the promise of eternal salvation.

    Garc?a - who was a minister in Los Angeles and other parts of Southern California before becoming the church's leader - coerced the victims into performing sex acts by telling them that refusing would be going against God, authorities said. He allegedly forced the victims, who were members of the church, to sexually touch themselves and each other. One of his co-defendants also allegedly took nude photographs of the victims and sent the pictures to Garc?a.

    Garc?a told one of the victims and others in 2017, after they had completed a "flirty" dance wearing "as little clothing as possible," that kings can have mistresses and an apostle of God cannot be judged for his actions, the complaint states.

    "Crimes like those alleged in this complaint have no place in our society. Period," Becerra said in a press release. "We must not turn a blind eye to sexual violence and trafficking in our state."

    The attorney general's investigation began in 2018, prompted in part by a tip to the state's Department of Justice through an online clergy abuse complaint form.

    David Correa, a spokesman from the church's headquarters, said in a phone call that they learned about the charges from the media.

    "We categorically deny those false accusations," Correa said. "We know him personally and he is an honorable and honest man."

    Church officials said Garc?a has always behaved lawfully and they rejected the attorney general's charges.

    The church's statement Tuesday said they hoped the accusations would not lead to discrimination and religious intolerance against its followers.

    A third follower, Alondra Ocampo, 36, was arrested in Los Angeles County and is being held ahead of her arraignment Wednesday in Los Angeles. A fourth defendant, Azalea Rangel Melendez, remains at large.

    It wasn't immediately clear whether the defendants had an attorney.

    In May, an opera concert at Palacio de Bellas Artes, the main cultural venue in Mexico, generated controversy because in some places it was presented as a tribute to Garc?a. Critics said a secular state such as Mexico shouldn't use a public place for that purpose.

    The work, "The Guardian of the Mirror," was broadcast on social networks and screened outside the Palace, with the church's followers in the audience.

    La Luz del Mundo denied that it was an homage and said the opinions expressed in social networks were not promoted by the institution.

    Airport police referred media inquiries to Customs and Border Patrol, which did not immediately have a comment.

    MINNEAPOLIS (FOX 9) - An alleged serial rapist already charged in attacks in Minneapolis has been charged with additional assaults, officials announced Tuesday.

    Between November 2018 and March 2019, Kenyatta Buckles, 24, reportedly robbed, assaulted and raped or attempted to rape women, many of whom he arranged to meet online. He faces several charges including first-degree criminal sexual conduct, assault and robbery.

    In November 2018, Minneapolis police received a walk-in report from a woman who said someone tried to sexually assault her several days ago. The victim reported that she works as an escort and posted an ad online. A man replied to her ad and arranged to meet her outside his apartment building on 3rd Avenue South in Minneapolis.

    According to the charges, a man later identified as Buckles brought the woman to a bedroom in a vacant apartment, took out a knife, and reportedly told her, "shut the f*** up b**** or I'll kill you." The woman began to fight back and ran from the apartment building screaming. She was able to escape, and he began texting her threats.

    The victim later posted online about her encounter. She reportedly got responses from 12 different women who said they had similar experiences in the same area with a man who fit the description.

    Throughout the investigation, officers connected Buckles to several similar crimes including sexual assaults, kidnappings and robberies.

    Officers arrested Buckles in March 2019 in connection with other cases and recovered several cell phones. Police later learned of two instances in which Buckles used the victims' cell phones to record the assaults.

    In one of the assaults, Buckles left his hat in a victim's car. DNA testing from the hat matched his profile in the police database.

    Update: The Alabama Court of Criminal Appeals intervened in the case Thursday, ordering that convicted murderer Jay Maynor's guilty plea must stand because his filing asking to dismiss the plea and have a jury trial was filed too late. Presiding Cullman County Circuit Judge Greg Nicholas followed the higher court's ruling and put aside his order staying Jay Maynor's guilty plea. A previous version of the story is below.

    A Cullman man who pleaded guilty to a murder charge late last year has successfully requested that his case instead be heard at a jury trial.

    Jay Maynor, 43, pleaded guilty on Nov. 14 to murdering 59 year-old Raymond Earl Brooks of Berlin. The alleged victim was a convicted sex offender who had served time after pleading guilty in 2002 to sexually abusing Maynor’s daughter, a minor at the time of the abuse.

    At the time Maynor entered his pleas, Circuit Judge Greg Nicholas sentenced him to two concurrent prison terms: 40 years on the murder plea, and 20 years on the attempted murder plea.

    Two additional charges against Maynor — one for reckless endangerment; the other for shooting into an occupied dwelling — were dismissed as part of the deal.

    Two weeks after he had struck the agreement, Maynor submitted a request to withdraw his guilty pleas, citing ineffectual legal counsel, newly discovered evidence, a lack of understanding of the consequences of his admission of guilt, and being “under extreme pressure and duress” at the time the agreement was made.

    Judge Nicholas issued an order Tuesday granting Maynor’s request, withdrawing his guilty pleas and their associated prison sentences and paving the way for Maynor’s case to proceed to a trial.

    In his order, Judge Nicholas found fault with nearly all of Maynor’s reasons for asking for his pleas to be withdrawn. His decision to allow Maynor to proceed to a trial stemmed not from the persuasiveness of Maynor’s arguments, but rather, said Nicholas, from the Court’s respect for the sanctity of the right to a trial by jury.

    “In this case there is a paucity of evidence to support the withdrawal of Maynor’s guilty plea based on his claim of duress or extreme pressure,” wrote Nicholas. “However, because the right to jury trial is such a sacred and precious thing that forms the very cornerstone of American jurisprudence, any review of a motion to withdraw a plea of guilty that surrenders that right must be carefully examined.”

    Nicholas similarly noted a logical fallacy in Maynor’s argument that he only pleaded guilty to spare his daughter the anguish of testifying at a trial, even as Maynor simultaneously cited as “newly discovered evidence” his own discovery, after pleading guilty, that his daughter would be called to testify in the first place.

    “Either Maynor knew his daughter was going to testify and wanted to spare her from the ordeal or he had no idea that she was going to testify until after he entered his guilty pleas,” wrote Nicholas.

    However, he later concluded, “any substantial doubts ought to be resolved in favor of allowing a jury trial.”

    As a result of the order, Maynor’s case was returned to the active jury docket in Cullman County Circuit Court.

    On Thursday, the Alabama Court of Criminal Appeals issued an order stating Maynor's motion to withdraw his guilty plea was filed past the 60-day period following his sentencing. Presiding Judge Mary B. Windom ruled the circuit court lost jurisdiction of the case so Nicholas' order Tuesday staying Maynor's guilty and allowing a trial was void.

    The Los Angeles-area woman, who was a 25-year-old UCLA psychology graduate student and patient of Heaps in 2008, said he grabbed her breast during a post-operative examination.

    She told The Associated Press on Tuesday she was angered but kept seeing Heaps and never reported the incident to authorities.

    In 2015, distraught about favorable ratings for Heaps on Yelp, she posted about her experience and said she felt violated.

    The Medical Board of California showed no records of discipline against Heaps and he has a current license to practice medicine.

    Heaps, 62, pleaded not guilty Monday to sexual battery by fraud against two patients, one in 2017 and another in 2018. He also pleaded not guilty to a count of sexual exploitation of a patient and was released without bail.

    He is accused of unlawfully touching an intimate part of the women while they were unconscious, the complaint states. The charges claim Heaps fraudulently represented the touching as serving a professional purpose.

    UCLA says Heaps was a part-time consulting physician at the school’s student health center from 1983 to 2010. Green said Heaps worked a half-day a month and had a private practice on campus from 1991 to 2014, when he sold it to UCLA Health and became an employee.

    He retired in 2018 when the university told him it would not be renewing his contract.

    Marina Lisetsky, 56, of Granada Hills defended Heaps on Yelp and to the AP. Her daughter was a patient of Heaps before her death in 2015 from breast cancer.

    “I know that’s exactly what she would do to protect Dr. Heaps,” Lisetsky said. “After each appointment, she was very satisfied.”

    James Campbell Quick, a professor at The University of Texas at Arlington who has studied sexual harassment in the workplace, said initial investigations can take time but UCLA’s delay to notify the campus was “crazy.”

    The women in the criminal case weren’t UCLA students but they were seen at Heaps’ office on the campus. He also worked at Ronald Reagan UCLA Medical Center, which is where the Los Angeles-area woman saw him.

    He allegedly touched her breast during a 2008 follow-up appointment when she asked what was in internal exam photos, which she said were shown to her friend without her permission.

    Although she continued to see him and no other misconduct occurred, she said she was “always terrified” during the appointments.

    “I wasn’t sure if I should report it and who I should report it to,” she said. “I just felt so vulnerable as a student who was still going through a medical issue.”

    On Tuesday, she called Praesidium.

    “I feel validated,” she said afterward. “It feels like a relief to finally have reported it.”

    KATY, Texas -- A Texas mother is sharing her family's story after a frightening incident involving a man who they say followed her 24-year-old daughter around for hours.

    "This can happen to anybody," said Marina Hernandez. "It's not just in the movies, it's real."

    She and her daughter were on a routine trip to JCPenney. They spent time shopping then returned home.

    Hernandez said her daughter was driving, and neither of them noticed a black Altima follow them into their neighborhood.

    She said three hours later, her husband noticed the vehicle parked in an undeveloped cul-de-sac and became suspicious, walking outside to watch his daughter drive out of the neighborhood on an errand.

    "He was parked right there facing south, my husband said. And when she drove to the stop sign... he followed her out the neighborhood."

    Hernandez and her husband quickly got in their car and followed the Altima down I-10, watching as the driver followed their daughter to a local grocery store.

    "Then he turned into the H-E-B parking lot with Samantha. At that point my heart started racing, I was like, 'There is no way,'"

    She said she walked up to the man in the store and confronted him. Without hesitation, she said he admitted he had been following her daughter for hours.

    "Then that's when he said JCPenney. And that's when I really lost it, I said, 'You've been following us since JCPenney? And you went to my house and you sat there for three hours?' He's like 'Yeah, but I'm sorry. I won't do it again, I'm sorry. I'm sorry.'"

    Hernandez said the man appeared nervous and scared by the confrontation.

    "First he's like, 'She was attractive; she's attractive to me.' I said 'What?' He said, 'Well she looks familiar, I thought she was someone else.'"

    The mother snapped pictures of the man and his car as he ran away. The family reported him to police.

    Thanks to a license plate the family recorded, investigators were able to find the man at work.

    Katy police said he voluntarily came in and confessed.

    "He admitted to everything, I just couldn't believe it," said Hernandez.

    He even wrote an apology letter to the family that said in part, "I want to genuinely apologize for the pain and grief I have caused in a moment of irresponsibility and recklessness...I did a harmful thing and am humbled by the wake-up call I've received, as it could have been much worse."

    "That letter doesn't mean anything to me, he shouldn't have done it to begin with," said Hernandez.

    The 37-year-old from Fulshear was not charged.

    Investigators said the incident did not meet the threshold for a stalking crime, which requires the suspect to commit the act more than once.

    They said he has no criminal history.

    "Just because he doesn't have a record doesn't mean he's innocent," said Hernandez, warning other families to watch their surroundings "Somebody who sits out there for three hours does not have good intentions. And I don't believe that was his first time doing it."

    Some Alabama sex offenders who abuse young children will have to undergo “chemical castration” while on parole, under a new law, but the requirement has prompted legal concerns and it appears to be rarely used in some states that allow it.

    The procedure uses medications that block testosterone production in order to decrease sex drive. The Alabama law says sex offenders whose crimes involved children between ages 7 and 13 must receive the medication before being released from prison on parole. Alabama doesn't allow parole for sex crimes involving children 6 and under.

    After Gov. Kay Ivey’s office announced Monday she had signed the bill, some legal groups raised questions.

    Randall Marshall, executive director of the American Civil Liberties Union of Alabama, said there are constitutional concerns with forced medication.

    Dillon Nettles, a policy analyst with the ACLU of Alabama, said the law harkens back to a "dark time" in history.

    "It presents serious issues, involving involuntary medical treatment, informed consent, privacy and cruel and unusual punishment," Nettles said.

    The bill's sponsor, Republican Rep. Steve Hurst of Munford, scoffs at that kind of talk.

    "How in the world can it be any more cruel and inhumane than to molest a child? I want someone to answer that one for me, but they can't," Hurst said.

    Hurst said he hopes the medication will protect children by stopping abusers from reoffending.

    At least seven states have laws authorizing chemical castration in some form.

    But its effectiveness can vary.

    The hormonal treatment can be useful for a subgroup of offenders whose crimes are driven by sexual attraction to children and want to reduce those urges, said Dr. Frederick Berlin, who treats patients with sexual disorders at Johns Hopkins Hospital and at an independent clinic. However, he has concerns about a blanket criminal justice approach without evaluating the appropriateness in each case.

    "Speaking now as a physician, I think it's absolutely inappropriate to use a medical treatment as a criminal sanction," Berlin said.

    He said it's not effective for people whose crimes were driven by drugs, mental illness or other issues.

    "These laws tend to go on the books because people understandably are frightened. They want to protect children which I hope every reasonable person wants to do," Berlin said.

    "At its worst, I think the motivation, if we are just going to say it crudely: 'We are just going to castrate the bastard.' Or at its best it's a misunderstanding, and lack of understanding when it would and when it wouldn't be medically appropriate."

    The stereotypical child molester is male, but a fraction of sex offenders are women. Berlin said the situation is more complicated for women because of hormonal balance involved in the menstrual cycle and maintaining pregnancy, but treatment with a drug like Depo-Provera has been used to help some women gain better sexual self-control.

    California was the first state to pass such a law in 1996. Ike Dodson, a spokesman with the California Department of Corrections and Rehabilitation, said it's is rarely used there. Two parolees are currently receiving treatment. Dodson said one of them is mandated to receive it under law, and the other requested it voluntarily.

    Prison officials in Montana and Louisiana told The Associated Press last year that they're aware of only one case in each state in the last decade in which a judge ordered the treatment. Texas even allows repeat sex offenders to opt for surgical castration. Texas and Florida did not have numbers immediately available on use.

    Georgia had a chemical castration statute but repealed it. Oregon also had a pilot program chemical castration but it was repealed.

    The Alabama law says a judge shall order the treatment as a condition of release and will require parolees to receive an initial dose of medication before leaving prison, and to receive additional doses after leaving. A judge would decide when they could stop. They would be billed for the medication, although fees could be waived for those who couldn't afford it. The law also says an Alabama Health Department employee must administer the medication after an inmate's release from prison.

    Lawmakers say it's constitutional because it only applies when an inmate seeks release on parole. Inmates who opt to serve their entire sentence would not have to take the medication.

    "I think it's constitutional because it's not mandatory," Alabama Senate Judiciary Committee Chairman Cam Ward said. He also said it would apply to a small group of sex offenders.

    Hurst began pushing the legislation more than a decade ago after hearing the story of an infant who was sexually abused. He originally proposed permanent surgical castration, but he was told by the state's then-attorney general that would be found unconstitutional.

    The proposal went nowhere in the Statehouse for more than a decade before it won final passage this year on a quick vote in the Senate. Hurst said it may have prevailed because people didn't notice it.

    Hurst said he's open to improvements in the law, and would like to see a university involved in a future study on effectiveness. But for him, it comes down to simple justice.

    "If they are going to mark those children for life, they need to be marked for life. ... My real feelings are that they need to die," Hurst said.

    The law takes effect later this year.

    SCRANTON, Pa. -- It took a jury in Lackawanna County about an hour and a half to convict a husband and wife of child sex abuse charges. The couple, both teachers, were found guilty of all the charges against them.

    Ruth and Nick Baggetta of Greenfield Township were both taken into custody after the verdict was read Wednesday afternoon. They were both convicted of having a sexual relationship with a teen that lasted almost two years and started when the girl was 16.

    The trial put the word of the Baggettas against those of the now-19-year-old female student.

    Ultimately, jurors sided with the girl, convicting the couple of all the charges against them.

    On the stand on Monday, the girl talked about her nearly two-year-long sexual relationship with Nick Baggetta. She says his wife Ruth not only knew about it but encouraged it.

    While on the stand themselves, the couple admitted the relationship with the girl was close but said they were only trying to help her overcome mental health issues.

    "I believe the fact that both defendants took the stand and essentially corroborated everything that our victim had to say gave her even more credence to the jury," said Lackawanna County Assistant District Attorney Sara Varela.

    Since this was a case of she said, they said, prosecutors from the Lackawanna County District Attorney's Office relied on text messages as evidence. They said there were texts among the Baggettas and the girl about 80 times per day over several months. And though not sexually explicit, the texts contained language that wouldn't typically be used between teacher and student.

    "It's just clearly inappropriate conduct for a teacher to be corresponding with a student like that. Where there's smoke there's fire. What they did was inappropriate at all levels. They just didn't admit to the sexual misconduct, but the jury saw through that," said Lackawanna County District Attorney Mark Powell.

    Nick Baggetta was a teacher at Fell Charter School near Carbondale. Ruth Baggetta is suspended without pay from her job at Lakeland High School. With her conviction, that is likely to change. The couple will be sentenced in a few months, and both face the prospect of several years in prison.

    In the hours after Joseph Meili picked up a girl he met on his dating app, police sprang into action.

    They scoured the nearby woods and knocked on doors in Republic, Mo., trying to find her. After she later turned up back home, she told authorities that Meili removed her clothes and raped her, prosecutors said. Weeks later, she tested positive for chlamydia.

    She was not 18, the age she’d listed on her profile for the dating app MeetMe. She was 11.

    Meili was charged with child kidnapping, statutory rape and statutory sodomy. He would later admit to committing a sex crime. But the 22-year-old man won’t face jail time for molesting the 11-year-old girl.

    Meili was sentenced last week to five years of supervised probation after pleading guilty to one count of third-degree child molestation. He will also register as a sex offender. The sentencing, handed down by Judge Calvin R. Holden on June 14, went against the recommendation of state prosecutors, who asked that Meili serve 120 days in a sex offender treatment program and up to seven years in prison, according to the Springfield News-Leader. The Jefferson City News Tribune reported that the charges of child kidnapping, statutory rape and statutory sodomy were dropped as part of a plea agreement reached in March.


    Meili’s attorney, Scott Pierson, argued that Meili was catfished by the girl and had no idea how old she really was.

    “I feel horrible for the victim in this case,” Pierson told The Washington Post. Despite the lack of jail time, he insisted Meili’s sentence was fair. “He’s going to be a sex offender for the rest of his life. He’s never going to escape this.”

    But prosecutors questioned how Meili could still think the girl was 18 after meeting her in person. It was “willful ignorance,” Elizabeth Fax, the senior assistant prosecuting attorney for Greene County, told HuffPost.

    “I think dating apps make it easier to get into these types of situations, to be sure,” she said, “but to actually see her in person . . . he knew and just decided to go along with it anyway.”

    The two connected after the girl borrowed her mother’s phone, according to police. In July 2017, the girl, whose name has not been released because she is a minor, used the phone to send messages over MeetMe. Meili then picked her up in Republic before driving to an apartment in Springfield, Mo.

    BOULDER, CO — A second former member of Boulder Shambhala Center has been accused of sexually assaulting a child, the Boulder Police Department said Friday.

    Michael Smith, 54, is accused of sexual assault on a child by a person in a position of trust, police said.

    A woman said she was sexually assaulted by Smith several times beginning in 1997 when she was 13 years old, police said. She was introduced to Smith through his membership in the Boulder Shambhala.

    A second woman also came forward and said she was assaulted by Smith when she was 11 years old at a Buddhist retreat center in Barnet, Vermont, police said. Vermont detectives are investigating the case.

    Both women came forward after learning that a former member of the Boulder Shambhala, Bill Karelis, had been arrested and charged with sexual assault on a child, police said.

    It turns out Robert W. Wiseman is also a criminal.

    News Ten confirmed Wiseman pleaded guilty to "Willful neglect of duty" after he was accused of stealing money from his research assistant.

    We dug through hundreds of pages of courtroom transcripts that included a testimony from Wiseman's former research assistant who was being paid money from a grant.

    She says Wiseman told her she would have to go unpaid when she left for a month to do research in France.

    She says Wiseman instructed her not to be taken off the MSU payroll that she could just reimburse the university instead.

    But when she got back, she says Wiseman made her write the reimbursement checks directly to him, and he kept the money.

    Wiseman was charged with two felonies.

    He was able to plead it down to one count of willful neglect of duty and was ordered to return the money.

    An MSU spokeswoman tells us the university knew of the guilty plea.

    She says Wiseman was punished with a six-week suspension for sexual harassment.


    That was handed down after multiple women reported that he made sexual comments and stared at their breasts.

    Michigan State does have a policy requiring faculty to inform their superior when charged with a felony or with certain misdemeanors classified as "Serious".

    NEW YORK (CBSNewYork/AP) – A suspect accused of groping a woman on the subway is in police custody, and it’s not his first run-in with police, or even his second.

    He was just serving time for a similar crime, CBS2’s Jenna DeAngelis reports.

    Gian Verdelli, 67, is a registered sex offender who has been arrested by the NYPD for a range of crimes, including sex abuse, forcible touching and fare evasion.


    In 2012, CBS2 reported Verdelli had been arrested for the 169th time after groping a woman on a train in New Jersey. The majority of those arrests were for sexual offenses.

    “He should be put away for a long time, right? Like, there’s just no reason that he should be back out there doing it to people over and over again,” Kim Gabriel, of Greenpoint, said.

    This time, Verdelli was arrested for allegedly groping an off-duty NYPD traffic agent who was on the way to her daughter’s graduation.

    The two were on a Manhattan-bound L train from the Bedford Avenue station just before 9 a.m. Wednesday when police say he put his hands up the 37-year-old’s dress.

    The woman managed to take a picture of Verdelli on the platform before he ran off.

    Police say Verdelli was just released from prison on May 1 for a similar crime.

    In that case, police say he groped a 42-year-old woman on board the subway at Brooklyn and East Houston Street.

    He was sentenced for two years but did not serve the full sentence.

    Officials say they were able to identify him as the suspect in Wednesday’s incident because he’s a transit sexual offense recidivists who is on parole.

    “Maybe they need to find something else to do with him. Maybe instead of being incarcerated, maybe he needs to be in some kind of facility where they treat whatever his problem is. I don’t think he needs to be let back out on the street, that’s for sure. That’s too many times. How many times are you gonna give him a chance?” Queens resident Monica Rice said.

    Verdelli was captured by police around 5:30 a.m. Friday at a homeless shelter on Wards Island.

    Charges against him include persistent sexual abuse and forcible touching.

    “If this case doesn’t point to the fact that, why we should continue to push for a ban on the subways, I don’t know what does,” NYPD Police Commissioner James O’Neill said.

    This incident comes right after the MTA said it’s moving forward with plans to ban repeat offenders from subways and buses, which the NYPD says it supports.

    “We all know that the subway’s a very unique environment, and this is what’s the definition of crazy, right? Keep doing the same thing and expecting different results? So, that’s why we’re pushing to get the law changed,” O’Neill said.

    Ultimately for that to happen, the state legislature would have to take action.
