    Indian teenager beaten to death, hanged for wearing jeans

    A teenage girl in India was allegedly beaten to death and publicly hanged by male family members for wearing jeans.

    The mother of Neha Paswan, 17, said her daughter’s grandfather and uncles attacked her with sticks in her own home following an argument about her clothes, according to the BBC.

    The deadly beating happened last week in the northern state of Uttar Pradesh, one of the nations least developed regions, according to the outlet.

    “She had kept a day-long religious fast. In the evening, she put on a pair of jeans and a top and performed her rituals. When her grandparents objected to her attire, Neha retorted that jeans were made to be worn and that she would wear it,” Shakuntala Devi Paswan, told BBC Hindi.

    When the argument turned violent and a gang beating left the girl unconscious, male relatives said they were calling a driver to take her to the hospital, according to the report.

    “They wouldn’t let me accompany them so I alerted my relatives who went to the district hospital looking for her but couldn’t find her,” Shakuntala Devi reportedly said.

    The next morning, the girl’s mother found Neha’s body hanging from a bridge over a river, according to the article.

    Ten people are reportedly being investigated for murder and destruction of evidence, including the teen’s grandparents, uncles, aunts, cousins and the driver of the auto rickshaw that was supposedly taking her to be treated. Four of them have been arrested, the outlet said.

    Shakuntala Devi reportedly said that her in-laws were pressuring Neha, an aspiring police officer, to abandon her studies in a local school, even as her father worked as a day laborer in Punjab to pay for the girl’s education.

    The sickening case illustrates the violence that women and girls face at home in the patriarchal society, where misogynistic attacks are often sanctioned by family elders, the BBC said.

    On average, 20 women are killed every day in India for bringing in insufficient dowries, according to the outlet.

    Last month, footage emerged of a 20-year-old woman being beaten by her father and three male cousins for running away from an abusive husband in the nearby state of Madhya Pradesh, according to The Indian Express.

    A week before, two girls in the region were slapped, kicked, dragged by the hair and beaten with sticks by family members for talking to a male cousin on the phone, according to NDTV.

    Police reportedly arrested seven people after the footage went viral, but video showed onlookers gawked at the public attack and failed to intervene.

    In another viral June attack in the state of Gujarat, two teenage girls were beaten by a mob of at least 15 men for talking on their cell phones, according to India Today.

    “It’s shocking that in the 21st Century, we are killing and assaulting girls for wearing jeans or talking on a mobile phone,” Gender activist Rolly Shivhare told the BBC.

    “The government says girls are our priority and announces grand schemes for their welfare, but nothing happens on the ground,” Shivhare reportedly said.

    “The shelter homes and crisis centres in India are few and most are so badly run that no-one would want to go live there. Our government needs to allocate more funds and improve their condition.

    “But the only long-term solution is to make girls more aware of their rights.”

    A 2018 poll by the Thomson Reuters Foundation found that experts ranked India as the most dangerous UN member country for women and girls.

    There’s an all-woman police force fighting sexual harassment

    In many parts of India, sexual violence and harassment of women is commonplace. Nearly 40,000 rapes are recorded each year, however, many more are thought to go unreported, with victims fearful of the repercussions.

    But one city may have found a solution — an all-female police force who patrol the streets to protect women and reassure them that help is only a call or even a WhatsApp message away.

    The female officers of Jaipur, the capital of India’s Rajasthan state, are all trained in martial arts and travel on foot or by moped. They patrol the city’s colleges, bus stops and parks to combat sex crimes and a pervasive culture of silence around rape.

    “The message we want to send out is that we have zero tolerance toward crimes against women,” Kamal Shekhawat, who heads the specialist Jaipur unit, told AAP.

    Since being established in May, the unit says they’ve already seen a preventative effect and harassment at hotspots has dropped significantly.

    “This is very good because men will be scared when they see these women on duty,” male resident Ram Lal Gujar told the BBC.

    “If one man gets beaten up, others will also feel the heat automatically if they’re doing anything wrong.”

    Around 80 percent of Indian women have been harassed by men in public. Known as “Eve teasing” — a euphemism used throughout South Asia — everyday harassment includes catcalling, sexual comments and being followed by strangers.

    In conservative northwest India, victims are often afraid to report sexual violence to a largely male-dominated police force. Women make up just 7 percent of officers but the force has been ordered to recruit more women so they make up a third of law enforcement.

    The newly established all-female units are beginning to shatter the stigma attached to rape in the deeply patriarchal society, as reported by The Hindustan Times.

    “Women police are more empathetic and victims also feel more confident and are able to communicate openly before them,” Shekhawat said.

    Student’s death sparked change

    India faced international scrutiny over the death of a medical student who was gang-raped on a bus in New Delhi in December 2012.

    The student’s death led to some progress towards change, with laws to punish sex offenders strengthened in the aftermath. However, attacks are still rife. In the capital New Delhi alone there were 2,199 rape cases in 2015 — an average of six a day.

    Swiss protest court ruling reducing rapist's sentence

    Hundreds of people protested Sunday in front of a Swiss appeals court that had last month reduced the prison sentence of a rapist, arguing that the rape lasted only 11 minutes and that the victim had not been severely injured, local media reported.

    The mainly female protesters in front of the Basel courthouse held up banners and shouted “11 minutes are 11 minutes too much!" They decried the court's ruling which had lowered the 33-year-old defendant's prison sentence from 4 years and three months to three years, the online news site 20minuten.ch reported.


    In last month's ruling, the judge also said the female rape victim had sent out “certain signals,” Swiss media reported. A spokeswoman for the court refused to further explain that statement by the judge.

    The rape took place last year in February after a visit to a nightclub. The woman was raped by the 33-year-old and his 17-year-old companion, who is currently still being tried in a Swiss juvenile court. Neither the victim's nor the accused men's identities were revealed.

    A lawyer for the victim said she was shocked by the appeal court's verdict, which appeared to partially blame the victim for the rape.

    "What'd I say?" a grinning Elder asks as the ad concludes.

    Elder has long relished making provocative comments in his time as a radio host and columnist. But now, what he previously said could complicate the Republican's campaign to win California's September 14 recall election and unseat sitting Democratic Gov. Gavin Newsom. His comments about women -- which have already drawn attacks from his opponents -- are coming under scrutiny. And a CNN KFile review of his comments, dating back to 1996, show a lengthy history.

    The Elder campaign did not provide comment when CNN requested it.
    He has mocked premenstrual syndrome, known as PMS, calling it "Punish My Spouse (or Significant Other)." He prominently promoted on his webpage a 1950s textbook on "how to be a good wife" that said women should "have dinner ready" and told them, "Don't complain." He reposted an article on his website comparing single mothers on welfare to stray cats.

    Elder has already faced some backlash for derogatory remarks he made about women in a 2000 column, in which he wrote that "Women know less than men about political issues, economics, and current events" and claimed that this gave Democrats an edge over Republicans because "the less one knows, the easier the manipulation."
    His disparaging comments have been as recent as January 2017, when he deleted a tweet that implied women taking part in the Women's March were too unattractive to be sexually assaulted, according to the Los Angeles Times.

    Johanna Farber: Climber receives apology after inappropriate images were aired

    The International Federation of Sport Climbing (IFSC) has apologized to Austrian climber Johanna Farber after inappropriate images of her were broadcast during the World Championships in Moscow.

    Multiple media outlets reported that the event's broadcaster aired a close-up replay of Farber's bottom during the boulder semifinals last week, prompting the sport's governing body to post an apology.

    "The IFSC condemns the objectification of the human body and will take further action in order for it to stop, and to protect the athletes," read a statement.

    It's almost a repeat of an incident that happened during the World Cup in June, where IFSC's host broadcaster ORF issued an apology to Farber after airing inappropriate images of the climber.

    At the time, Farber released a statement on social media saying she had been left embarrassed and called on people to "stop sexualising women in sports and start to appreciate their performance."

    Farber was not immediately available for comment after the latest incident in Russia but IFSC President Marco Scolaris said the community must stop making the same mistakes.

    "How many times will things have to be done wrong before we learn how to do them right?" he said in a statement.

    Man arrested for raping a woman on a SEPTA train

    A man was arrested for allegedly sexually assaulting a woman on a SEPTA train in Philadelphia last week, even as a number of witnesses failed to stop the incident or call police, authorities said.

    The alleged rape occurred on SEPTA's Market-Frankford Line last Wednesday night and was a "horrendous criminal act," SEPTA said in a statement. The public transit authority said other people on the train saw the incident and did not alert authorities.

    "There were other people on the train who witnessed this horrific act, and it may have been stopped sooner if a rider called 911," SEPTA said. "SEPTA urges anyone who observes a crime being committed or any dangerous situation occurring to report it. Anyone witnessing an emergency should immediately call 911."

    SEPTA spokesperson Andrew Busch said an employee in the vicinity of the incident as the train went past called police to report that "something wasn't right."

    "The SEPTA employee boarded the train and saw the assault in progress and immediately called 911. That prompted an immediate response by SEPTA Transit Police, and an officer boarded the train when it arrived at the 69th Street Transportation Center," Busch said in a statement. "The officer located the suspect and the victim, and took the suspect into custody."
    The suspect was identified as Fiston M. Ngoy, 35, who had preliminary arraignment last Thursday on charges of rape, sexual assault, aggravated indecent assault and more, according to court documents.

    He is being held at Delaware County Prison on 10% of $180,000 bail and has a preliminary hearing scheduled for next Monday, the documents state. CNN has not been able to reach Ngoy for comment.

    Upper Darby Police superintendent Tim Bernhardt said the suspect did not know the victim, whom he praised for coming forward, according to CNN affiliate WPVI.

    "Unbelievably strong woman. She really is. She came forward, she provided a lot of information. She's on the mend, and hopefully she will get through this," he told WPVI.

    The entire incident was captured on video surveillance, and Bernhardt said investigators plan to go through the video to understand the incident, as well as what other SEPTA riders were doing.
    "There were a lot of people, in my opinion, that should have intervened. Somebody should have done something," Bernhardt said.

    Riders held up cellphones as woman was raped on SEPTA train, police say

    As a woman was raped on a public transit train in Philadelphia last week, riders held up their cellphones and pointed them in the direction of the sexual assault instead of calling 911, authorities said Monday.

    Officials are investigating whether some bystanders actually filmed the attack, which happened Wednesday night while the woman was on the Southeastern Pennsylvania Transportation Authority (SEPTA) Market-Frankford line toward the town of Upper Darby.

    “I can tell you that people were holding their phone up in the direction of this woman being attacked,” SEPTA Police Chief Thomas J. Nestel III said at a news conference.

    A 35-year-old suspect, Fiston Ngoy, was arrested on rape and assault charges. Ngoy, who listed his last address as a homeless shelter, remains in custody on $180,000 bail. It's not clear if he has obtained an attorney or public defender.

    Nestel said that other riders were on the train at the time of the assault but "there were very few notifications to the police."
    Ngoy and the victim both got on the train at the same stop in North Philadelphia. An arrest affidavit states that Ngoy sat next to the woman about a minute after he boarded, shortly after 9:15 p.m., and harassed her for around 40 minutes as she repeatedly pushed him away.

    Surveillance video shows the man ripping the woman's pants down just before 10 p.m., the affidavit states.

    After the transit employee reported the attack, an officer waiting at the next station boarded the train, "saw what he believed was a criminal act occurring, ripped that man off of her and pulled him out onto the platform," Nestel said.

    Judge says prison 'inappropriate' for New York man who sexually assaulted 4 teens

    A New York man who pleaded guilty to rape and sexual abuse for assaulting four teenage girls when he was also a teen avoided prison when a judge sentenced him Tuesday to eight years probation, according to an attorney for one of the victims.

    Niagara County Court Judge Matthew J. Murphy III said a prison sentence for Christopher Belter, 20, “would be inappropriate," according to The Buffalo News.

    The ruling shocked the courtroom and Belter's victims.

    "My client threw up in the ladies room following the sentencing," Steven M. Cohen, an attorney for one of the victims told NBC News. He added that she was "deeply disappointed in the sentencing."

    "I have been practicing law for over 30 years. If Chris Belter was not a white defendant from a rich and influential family, in my experience he wouldn’t have received the original plea deal, and he would surely have been sentenced to prison," Cohen said.

    Barry N. Covert, an attorney for Belter, declined to comment. Covert told reporters in the courtroom that his client was “remorseful.”

    Belter was charged with first-degree rape, third-degree rape and sexual abuse in 2018. The next year, as part of a plea deal, he pleaded guilty in 2019 to lesser felony charges of third-degree rape and attempted first-degree sexual abuse and two misdemeanor counts of second-degree sexual abuse.

    Belter was put on two years probation by another judge, who has since retired, and given the chance to apply for youthful offender status if he didn’t violate the terms of his probation, according to The Buffalo News.

    But he admitted last month to installing software on his computer that would bypass a block that would prevent him from viewing pornography, the newspaper reported. He told his probation officer he has been watching porn since he was 7, according to The Buffalo News.

    Murphy denied Belter youthful offender status due to the violation.
