Through a google search about Board and Care facilities in California, it was defined as:

Board-and-care homes are a special type of assisted living community. They are licensed facilities that provide room, board, 24-hour staffing, and assistance with things such as bathing, dressing, and medication management. Nursing and medical care are not provided on site.

It appears this term is used for facilities for the elderly but it the medical Examiner could certainly use the term for another type of facility that is not for elderly.

The first two are muscle relaxers and the third is Benadryl (often used for sleep or to reduce agitation). Sounds like these drugs could have been given to help with withdrawal symptoms. So sad.
