I'm not saying the sheriffs office is completely correct, but I knew of a guy (who had been drinking and was driving at 330 with friends in the car) who hit a retaining wall, and his body (since he didn't have his seat belt on) went through the passanger side window and shattered it. He didn't die right away, and the person in the passangers seat tried to keep him alive. The passanger was freaked out, and opened the car door, and he fell to the ground where he tried to do CPR. He didn't know not to move him. I can't explain the clothes on the guardrail, but I think the same thing happened here.
