    BLOOMFIELD — Robert Lee Graham, the longtime criminal charged in connection with the slaying of Hartford resident Tashauna Jackson, served time in prison for fatally stabbing a teenager 32 years ago.

    Graham was already in prison in May 1986 in an unrelated assault case when he was charged with murder in the fatal stabbing of Lulu Caesar, a Hartford teen. Two men riding bicycles found Caesar, who was unconscious and partially clothed, in Keney Park on July 13, 1983, according to a May 15, 1986 Courant story. She died later at a hospital.

    Graham served time in prison for Caesar's slaying and was released. He was arrested again late Friday by Hartford officers who found him hiding in the attic of a residence he stayed at on Harold Street in Hartford, police said.

    He was charged with the murder of Jackson, 23, the mother of a 5-year-old son. He was held late Saturday in the Bloomfield Police Department lockup on $2 million bond. He is scheduled to be arraigned on Monday in Superior Court in Hartford.

    Jackson's friends and family and members of the community searched for her after she went missing, looking through Keney Park for much of a day, and later held a vigil. Her case was also featured on the Facebook page, "Never Forget Me."

    Jackson's body was found on Aug. 18 behind a poultry shop in Bloomfield, just north of the Hartford border and a couple of miles from Keney Park. She was last seen on the night of Aug. 11 getting into the car of a man she knew, and was missing for about a week.

    When police learned the man in the car was Graham, they suspected they were dealing with more than a missing-persons case, Hartford Deputy Chief Brian Foley said Saturday.

    "When we found out who he was, we started looking at it as a homicide right away," Foley said.

    Police and volunteers searched for Jackson in Keney Park, to which investigators were called to in July 1983 for a different murder case.

    Police had looked at Graham early on in the 1983 case. But when interviewed by police, he told them that a woman killed Caesar over a dispute about money. Police were able to prove Graham was lying and charged him with making a false complaint, the Courant story said.

    Then, in December 1985, a woman told police that Graham had killed Caesar. The woman said she and Graham went to the park with Caesar. When Graham suggested having sex with both women, the woman said that she balked but that Caesar agreed if Graham paid her. The woman told police that Caesar grabbed Graham's money and tried to run but Graham caught her, beat her and stabbed her with a steak knife.

    The woman told police the tip of the knife broke off during the attack. During a search of the crime scene, detectives found the tip of the knife in a dried patch of blood. An autopsy showed that Caesar had been stabbed 16 times in the head, chest and right hand.

    When police arrested Graham in 1986, he was serving an eight-year prison sentence for first-degree assault in an unrelated case. Foley said his long criminal record also includes arrests for rape and assault. The exact outcome of Graham's criminal case for Caesar's murder could not be determined late Saturday, but Foley said Graham served "in the range of about" 17 years for the 1983 slaying.

    "He's a very dangerous and violent person," Foley said. "We're glad to have him off the streets."

    Foley said since the arrest of Graham, detectives are looking again at other pending investigations.

    "Now we're combing our missing-persons list," Foley said.

    It was unclear late Saturday when Graham had been released from prison. Foley said Graham was arrested again in 2007. A search of the judicial website convictions database shows that a Robert Graham with the same year of birth was convicted of second-degree breach of peace in June 2008. He was sentenced to six months in prison, suspended after two years' probation.

    And in the same judicial database, a Robert L. Graham, born in 1956, was arrested by Bloomfield police on Aug. 5 in connection with three motor vehicle charges. He was scheduled to appear in court on Sept. 10.

    Jackson's cause of death is still pending. The Office of the Chief Medical Examiner said autopsy results could take another six to eight weeks. Police said her body was badly decomposed.

    When they don't technically qualify for State Hospital but you KNOW that they really do qualify for State Hospital? Then FFS keep them in. Ideally they need treatment. But if the choices are outside doing it again or inside away from the public then keep him in. People know the difference between opportunist and truly sick.

It's a shame that a human being in need has to be vollyed around like that in a country like ours that HAS the the money but still a says, "Fuuuuuuck it. We need to spend billions revitalizing the LA River" which never was a river, just dried up more then 3/4ths of the year and funneling trash to Long Beach the other 1/4. YAY GENTRIFICATION!

    HARTFORD ? The city man charged with killing 23-year-old Tashauna Jackson was ordered held on $2 million bond Monday morning after a brief court appearance.

    Robert Lee Graham, 59, was taken into custody late Friday after officers from both Hartford and Bloomfield found him hiding in the attic of his home on East Harold Street.

    Many members of the victim's family attended Graham's arraignment on Monday morning. Jackson's grandfather said he was horrified she was thrown out like the trash. "That's what hurts," he said.

    Graham's attorney Deron Freeman said his client and Jackson had a sexual relationship, a claim the family disputes. Freeman said Graham was threatened by Jackson's family and that was why he was hiding when police found him.

    Jackson was last seen alive on Tuesday, Aug. 11, about 11 p.m. getting into the vehicle of a man she knew. Family reported her missing to police the following day after not hearing from her.

    Jackson's body was found behind a butcher shop on Granby Street on Tuesday, Aug. 18, by a group of family and friends searching the area.

    Prosecutors said they are still waiting for an autopsy report from the medical examiner's office. Last Friday, the office said the cause of death was pending further investigation, which could take an additional six to eight weeks.

    Jackson was the mother of a 5-year-old boy. According to a relative, her son asked: "So my mom's not going to see me on the first day of kindergarten?"

    Graham was previously imprisoned in 1980s in connection with the stabbing death of Lulu Caesar. Caesar was found by bicyclists in Kenney Park on July 13, 1983. She was partially clothed and unconscious; she later died of her injuries.

    "He's a very dangerous and violent person," said Deputy Chief Brian Foley. "We're glad to have him off the streets."

    Graham will appear in court next on Sept. 14.
