    WILLARD, Ohio ? A $1 million bond has been issued for a man accused of shooting his neighbor to death and then running her over with a lawn mower.

    According to the Huron County Sheriff?s Office, deputies were called at just after 11 p.m. and told that shots were fired at a home in the 4300 block of Kirkwood Drive Tuesday.

    When deputies arrived at the scene, Linda Ciotto, 62, was found with a gunshot wound to the head. She was pronounced dead at the scene.

    It was determined that Ciotto was using her lawn mower at the time of the incident. James Blair, 50, is accused of shooting Ciotto and then running over her left arm with the mower.

    Blair reportedly barricaded himself in his home after authorities arrived. The Mansfield ASORT team and the Richland County Hostage Negotiator?s Team were called to assist Willard police and fire departments.

    Blair stayed in his home for nearly five hours as negotiators tried to get him to surrender. Tear gas was then used in an effort to push him out of the home.

    He was arrested shortly after.

    Blair faces a charge of murder and is in Huron County Jail on $1 million bond.

    The case is being investigated by the Bureau of Criminal Investigation, and two search warrants were executed ? one for Blair?s home and one for Ciotto?s home.

    ?This has been a difficult crime scene to work due to the heat and deputies overheating,? said Sheriff Dane Howard. ?We have had strong support from the community with food, water and other offers of assistance since we have been on scene for over two days now. I am sincerely grateful for all the support we have received.?

    WILLARD, Ohio - A Willard woman is dead after a neighbor shot her for mowing her lawn too late at night, the Huron County Sheriff's Office said.

    Linda*Ciotto, 62, was found outside her Kirkwood Drive home*just after 11 p.m. with a gunshot wound to the head. She was pronounced dead at the scene.


    Deputies tried to make contact with 50-year-old James Blair, who was next door, but he had barricaded himself in his home.

    Blair refused to come out of his home for five hours, deputies said. After negotiations failed, deputies report that they deployed tear gas and Blair was arrested.

    Blair is being held in the Huron County Jail on a $1 million bond. He's scheduled to appear in court Aug. 4.

    The home Blair barricaded himself in is owned by his mother Billie*Hinkle, 72. She was arrested and charged with tampering with evidence because deputies said she hid the gun used in the shooting.

    Ugh. Neighbors. I wonder why she was mowing a that hour? Certainly annoying behavior. But nothing to shoot someone for. I wonder if he isn't one of those people who mows and blows leaves at 6 AM and this was her way of making a point? At any rate, the neighborhood should be a little quieter now.

    My guess is because it was cooler outside then.

    Well maybe. And maybe she had yard lights or street lights that would allow her to do so. All I know is that if I try to mow as it's getting dark it's damn near impossible to do a decent job.

    Convicted murderer James H. Blair was sentenced Friday morning to 23 years to life in prison for shooting and killing his neighbor.

    Exactly one week earlier, Blair, 51, of Willard, pleaded guilty to one count each of aggravated murder and gross abuse of a corpse. He was convicted of the July 28, 2015 shooting murder of his neighbor, Linda Ciotto. As part of the plea deal, prosecutors dismissed one count each of murder and felonious assault, which were the less serious charges related to Blair’s conviction.
