Well to be fair there is a whole range of MS from "I get tired easily, have numbness and worry a lot about the future" to "sometimes I'm strong enough that I can hold a spoon"

Most people with MS manage their kids (especially kids who are 5 or older) just fine. But I can certainly imagine a situation where caring for a small child would be impossible. I don't know how long Dad has been so very off of his rocker but he could have appeared to be better able to care for poor Phoebe at the time the decision was made.
