Pediatricians say Florida hurt sick kids to help big GOP donors
In the spring and summer of 2015, the state switched more than 13,000 children out of a highly respected program called Children's Medical Services, or CMS, a part of Florida Medicaid. Children on this plan have serious health problems including birth defects, heart disease, diabetes and blindness.
The state moved the children to other Medicaid insurance plans that don't specialize in caring for very sick children.LJ filed a lawsuit against the state of Florida, and he was eventually placed back on Children's Medical Services and received the care he needed. But some Florida pediatricians worry about other children with special health care needs who, two years later, are still off the program.
The doctors aren't just worried; they're angry.
First, the data analysis the state used to justify switching the children is "inaccurate" and "bizarre," according to the researcher who wrote the software used in that analysis.
Second, the screening tool the state used to select which children would be kicked off the program has been called "completely invalid" and "a perversion of science" by top experts in children with special health care needs.
Third, in fall 2015, a state administrative law judge ruled that the Department of Health should stop using the screening tool because it was unlawful. However, even after the judge issued his decision, the department didn't automatically re-enroll the children or even reach out to the families directly to let them know that re-enrollment was a possibility.
Finally, parents and Florida pediatricians raise questions about the true reasons why Florida's Republican administration switched the children's health plans. They question whether it was to financially reward insurance companies that had donated millions of dollars to the Republican Party of Florida.
"This was a way for the politicians to repay the entities that had contributed to their political campaigns and their political success, and it's the children who suffered," said Dr. Louis St. Petery, former executive vice president of the Florida chapter of the American Academy of Pediatrics.
Experts outside Florida are also disturbed that the children were switched out of CMS, a program that's served as a model for other states for more than 40 years.
"CMS is well-known and well-respected," said Dr. James Perrin, professor of pediatrics at Harvard Medical School. "It's one of the earlier programs to build in assurances that these kids get the kind of care they need."
"These are the sickest and most vulnerable kids, and (changing their insurance) can mean life or death for them," said Joan Alker, executive director of the Center for Children and Families at Georgetown University. "This is really very troubling."
Dr. Rishi Agrawal, an associate professor of pediatrics at Northwestern University's Feinberg School of Medicine, agreed, adding that Florida should have more carefully considered how the insurance switch would affect the children's health care.
"The process in Florida was particularly abrupt and poorly executed," he said.
Mara Gambineri, a spokeswoman for the Florida Department of Health, said that "at no time (during the insurance switch) did children go without medically necessary services."
State officials, including a spokesman for Gov. Rick Scott's office, declined to comment directly on the pediatricians' and parents' concerns that the children might have been switched to benefit contributors to the Republican Party of Florida.
"The department's number one priority is protecting the health and well-being of all Florida residents, especially children with special health care needs," Gambineri wrote in an email. "The department remains committed to providing quality health care services to Florida's children with special health care needs."

VOLUSIA COUNTY, Fla. — A Florida woman was arrested on Monday afternoon after deputies say she attempted to kidnap two children at the beach.
Sarah Freeman was taken into custody at a Volusia County beach park after two parents reported they had to pull their kids away from her.
According to the Volusia County Sheriff’s Office, the 34-year-old Freeman approached a woman and said, “This isn’t a Florida trip you’re going to want to remember,” then tried grabbed the woman's 7-year-old daughter by the towel she was wearing.
The mom, who is also six months pregnant, reacted quickly and pulled her daughter back, but Freeman hit her during the struggle, deputies say.
Then Freeman allegedly approached another parent who was with his 5-year-old son. She reportedly hit the man in the back with the stick, grabbed his son by the arm and started to walk away, saying, “It will be all right. He’s not your dad.”
The father intervened and was able to get his son back. He took his son back to his truck, where Freeman allegedly tried to force her way in through a passenger window.
Another witness said Freeman then turned to her and said, “I’ll just take your kid, then.” That parent and her child went to their vehicle and locked their doors.
Deputies were quickly able to identify and locate Freeman who was taken into custody without incident.
Once in custody, she "mumbled and made unintelligible statements to a deputy, who noticed she appeared to be under the influence of some unknown substance," VCSO said in a press release.
Freeman was charged with two counts of attempted kidnapping and one count each of aggravated battery on a pregnant victim, burglary of a conveyance and battery. She was being held without bond Monday evening at the Volusia County Branch Jail.

De La Ros used a pellet gun to shoot the puppy from the balcony, police said.
Police said the puppy’s owners weren’t sure what happened when Princess started bleeding from her mouth. A Pembroke Pines Police Officer happened to be driving in the area and saw the whole thing.
Princess was taken to an animal hospital where exams showed the pellet had been shot through her chest and killed her, police said.
Davie police said Princess belonged to the couple’s eight-year-old daughter.
De La Ros was arrested for felony cruelty to animals, police said.

Ron DeSantis has drafted “anti-mob” legislation that would expand the state’s Stand Your Ground law – a move that some worry would allow armed citizens to shoot and potentially kill anyone they suspect of looting.
DeSantis’ newest legislation comes in response to months of protesting that frequently lead to rioting this summer in Florida and across the U.S., following the death of George Floyd, a black man who died after a white Minneapolis police officer knelt on his neck for nearly nine minutes.
The legislation is an attempt to prevent “violent and disorderly assemblies” by permitting violence against anyone involved in the “interruption or impairment” of a business, reportedly described in the draft as being a burglary within 500 feet of “violent or disorderly assembly,” according to reporting by the Miami Herald Tuesday.
“It allows for vigilantes to justify their actions,” a former Miami-Dade County prosecutor, Denise Georges, who has worked with Stand Your Ground cases told the Miami publication. “It also allows for death to be the punishment for a property crime — and that is cruel and unusual punishment. We cannot live in a lawless society where taking a life is done so casually and recklessly.”
The draft legislation also includes measures that would make protesting which disrupts the public by blocking traffic, a third degree felony. The law would also reportedly grant immunity to drivers who unintentionally kill or injure protesters who were blocking traffic.
Additionally the law would allow the state to withhold funds from local governments that cut police budgets.
DeSantis, an ardent supporter of President Trump, who won in Florida by just over three points, reportedly submitted copies of the legislation to the state’s Senate Committee on Criminal Justice and the House Judiciary Committee, according to emails obtained by the Miami Herald.
“It’s clear that the Trump beauty pageant is still going on with governors and senators, who all want to be the next Trump,” Miami Beach Mayor Dan Gelber told the publication. “And the governor is clearly a very good contestant.”
Gelber, a former federal prosecutor, was also a critic of the Stand Your Ground law when it first passed in 2005.

I've been saying that he and Gaetz are both kissing Trump's ass and plan to run in 2024. Of course, Trump says he is running again in 2024, so there's that.
