How do I Open a Port for Torrents?

Having trouble with Utorrent. I have a yellow triangle, and a prompt telling me I have no connection.
I even tried to use Azeurus, and it's not working either. Does anyone know what I need to do to open a port to get this thing going?

And no, Windows Firewall isn't up.

Go to Options > Preferences > BitTorrent. Set Outgoing under Protocol Encryption to Enable, check "Allow incoming legacy connections".

    Already set that way. :|
And Enable DHT Network, Enable DHT for New Torrents, Enable Local Peer Discovery, Ask Tracker for Scrape Information and Enable Peer Exchange are also all checked.

What do you connect with?  Your server might have a permanent firewall.

    Verizon DSL.
It used to work just fine. Haven't used it in awhile (and the laptop wasn't here) and now that I brought it back, I got nuttin.
