Vince Li, the man who beheaded a fellow Greyhound bus passenger in 2008, has been granted unescorted outings to Winnipeg.
In a decision released Friday, the Manitoba Criminal Code Review Board said that Li, 46, must remain in hospital custody, but be given unescorted day passes to Winnipeg.
Li had been previously granted escorted passes to Winnipeg and was allowed unescorted outings to Selkirk, Man.

The review board said it considered all the evidence presented, including the testimony of Li’s psychiatrist and Li’s “present mental condition.”
Dr. Steven Kremer told a board review hearing earlier this week that Li has shown "profound improvement" and is at low risk to reoffend.
The review board also said it took into account the safety of the public, “which is the paramount consideration.”
The board’s order comes into effect on March 5. Li must continue to take his medication and be equipped with a working cellphone, the board said.
The board also said that it may eventually “consider and approve” Li’s move to a group home.
Li, a schizophrenic who has been residing at the Selkirk Mental Health Centre, was found not criminally responsible for mutilating and beheading 22-year-old Tim McLean aboard a Winnipeg-bound Greyhound bus in July 2008.
Li had told authorities that he heard the voice of God telling him to kill the young man or "die immediately."
Kremer told the criminal code review board hearing that Li has not had any hallucinations in over a year and understands the need to take the medication that has been prescribed to him.
But McLean’s mother, Carol de Delley, said that Li will “have schizophrenia for the rest of his life” and she is “dumbfounded” by the increased freedom he has been given.
“I believe that my government owes me and my family an apology for the way this whole situation has transpired,” de Delley told CTV News Channel Friday.
She said that her family has had no involvement in the review board’s decision.
“He (Li) also cannibalized my son’s body and I don’t believe that he has even admitted that, so how well is he?” de Delley said.
She said she doesn’t think that Li has been rehabilitated because “he has an incurable illness.”
“My fellow Canadians: this is how our country is handling the mentally ill killers that we have here and it needs to change,” she said.

In February, the Manitoba Criminal Code Review Board granted Vince Li unsupervised daytrips to Winnipeg.
On Friday, Tim McLean’s mother, Carol de Delley, posted a letter to Facebook from the review board informing her that Li could be granted passes to group homes in the community.
“This letter is to advise you that the Review Board has approved that upon the recommendation of the treatment team, the person in charge of the hospital may grant the following: overnight passes…for the purpose of a gradual transition to reside there,” the April 30 letter reads.
The hospital can also grant an “extended pass” to a group home, the letter says.
Groups opposed to the move are planning a protest outside of the Manitoba Legislature Saturday at 2 p.m.

WINNIPEG ? The man found not criminally responsible for a beheading Tim McLean on a Greyhound bus in Manitoba almost nine years ago, is seeking an absolute discharge, according to the victim?s mother.
Mclean?s mother, Carol de Delley said she was informed by justice officials on Friday that there will be a hearing in February.
Vince Li ? who now goes by the name Will Baker ? will ask the Criminal Code Review Board for a discharge at the panel on Feb. 6 at 1 p.m. This is part of Baker?s annual review board hearing.
De Delley said she is disappointed with the hearing.
?It?s terrifying to me,? she said.
De Delley said a discharge is ?the lowest level adult sentence that an offender can get.?

If Baker receives an absolute discharge, it mean means he is guilty of the killing but will not be convicted of the offence, according to Community Legal Education Association. An absolute discharge cannot be revoked by the courts.
Baker killed Tim McLean during a bus trip along the Trans-Canada Highway near Portage la Prairie in July 2008.
He was found to be not criminally responsible due to a mental illness ? schizophrenia.

In February 2016, a Criminal Code Review Board granted Baker the right to live on his own on the condition he would be subject to monitoring and random drug tests.
Baker was originally kept in a secure wing at the Selkirk Mental Health Centre, but the board has granted him increasing freedoms almost every year.
His medical team has said he has been a model patient and understands the need to continue to take anti-psychotic medication.
No joke. Once he stops taking his meds who knows what GOD will tell him to do.

Horrible. Tim is one of the most memorable deaths I've ever read about on here. I do not know how his mother was able to handle all this. I would have gone insane if that were my son.
I can't believe they're letting this guy go. What he did is horrendous, mentally ill or not. I was at a friend's the night it happened, and we heard the details on the 11pm news. That shit kept us up all night, and we talked about it for hours. She still brings it up and it's almost been 10 years.
All it takes is for this guy to fuck up once on his medication. His medication could even become less effective and need to be adjusted (happens a lot). That wouldn't even be his own fault and he could still go on some psychotic breakdown and brutally murder another unsuspecting person. Seriously what the fuck.

I had no clue that he had a child. Poor kid never got to meet his/her father because of this maniac and now he gets to walk among the victims with all of the same rights and freedoms. How could that be allowed to happen?While de Delley found work cleaning houses at night, she also had to give that up to help care for her grandkids, including McLean's child, who was born five months after his death.

Maybe it's because I'm American and the justice system here has it's own type of problems, but Canada seems to be pretty lax as far as punitive actions go. Even though this man isn't CRIMINALLY responsible, he's still PERSONALLY. Responsible.

The man who killed and beheaded a fellow bus passenger has been granted an absolute discharge, eight years after he was found not criminally responsible for the murder.
Will Baker, formerly known as Vince Li, killed 22-year-old Tim McLean on a Greyhound bus in Manitoba on July 30, 2008.
Baker, who has been diagnosed with schizophrenia, was declared not criminally responsible because of his disorder.
Manitoba's Criminal Code Review Board said Friday that Baker was no longer a ?significant threat? to public safety.
?The Review Board has taken into account the safety of the public, which is the paramount consideration, the present mental condition of Mr. Baker and his reintegration into society and his other needs,? the Board wrote in its decision.
The mother of Tim McLean, Carol de Delley, had argued against Baker?s release. In a brief Facebook post she said she had no comment on the decision.
According to Kim Shofield, a Toronto-based criminal lawyer, the decision is surprising because of the notoriety and severity of the case, but was made on very firm legal ground.
?There?s a history of compliance,? Shofield told CTV News Channel. ?The test is that he doesn?t pose a significant threat to the public. Not that he doesn?t pose any threat, but he doesn?t pose a significant one.?
According to Shofield, the biggest concern is that it is up to Baker to continue to take the medication that has worked for the past eight years.
?He?s not court-ordered to do so anymore.? Shofield said. ?We do have eight years of a track record that he has taken the medication and has done so religiously but the question is: What if he doesn?t??
Justice Minister Jody Wilson-Raybould said the federal government is ?committed to ensuring that our criminal justice system provides the greatest possible protection for Canadians.?
?While I can?t discuss a particular case, individuals who have been found Not Criminally Responsible are in provincial custody, and decisions regarding their release and associated conditions are made by provincial review boards,? she continued in a statement.
?It would not be appropriate for me to comment further as the matter may find itself before the courts on appeal from the Review Board?s decision.?
