At approximately 10:30 p.m. I was northbound on the Skyway when I observed multiple police cars in between the two towers also on the northbound side as well as multiple police boats in the water below the bridge. Upon arriving at the summit there were approximately half a dozen police cars of various agencies in a line in front of and behind a high top Ford E-series van decorated with large polka dots and emblazoned with the words "ICE CREAM". I wish I hadn't seen it.
