A woman from Putnam County faces criminal charges in what appears to be a murder for hire case.

Putnam County Sheriff Mark Smith tells WSAZ.com Gigi Lynn Hinchcliffe, 43, of Culloden, was arrested and charged on Friday with attempted murder and conspiracy.

Sheriff Smith says Hinchcliffe tried to hire someone to kill Steven Bias who owed her about $700 and hadn't paid her back.

Hinchcliffe contacted a person she planned to hire to kill Bias, according to investigators. That person then called the FBI and worked as an informant.

Investigators say they started monitoring phone calls between the informant and Hinchcliffe.

Hinchcliffe sent the informant a kill package, including maps of the area near the Bias' home and pictures of him and water towers, according to deputies. Investigators say Hinchcliffe told the hit man to dress in white and shoot Bias from the water towers to make it appear that it was a drive by shooting.

There were notes on the back of the pictures and a map of where the hit man could park, according to investigators.

Hinchcliffe was arrested Friday because they expected she was running around with another man, they didn't know and they feared Bias' life was threatened, according to investigators.

Deputies say Bias was surprised when he found out that he was Hinchcliffe's target.

Hinchcliffe confessed to trying to hire a hit man, but says she changed her mind this week, according to detectives.

Hinchcliffe was arraigned on the charges Friday and taken straight to jail. Her bond was set at $150,000.
